Adverse weather leaves trail of damage on both private and public property

By OBAKENG MAJE

9 September 2026 – The North West Provincial Disaster Management Centre (PDMC) has commenced a comprehensive risk and vulnerability assessment to determine the extent and severity of damage caused by heavy rainfall, strong winds and storms across the province. The PDMC said the province experienced severe weather conditions between 4 and 6 September 2026, following an Orange Level 6 severe weather warning issued by the South African Weather Service (SAWS).

The Head of the PDMC, Tebogo Gaolaolwe said the adverse weather resulted in widespread damage to both private and public property, flooding of roads and bridges and power outages in some areas. Gaolaolwe said following the issuance of the warning, the PDMC activated the Provincial Joint Coordinating Committee (PJCC), working through the Heads of District Management Centres (DMCs), to ensure a coordinated and integrated response to potential disaster incidents across the province.

“The North West is among the provinces that have been severely affected by the adverse weather conditions. According to our preliminary reports, critical infrastructure has been affected, including healthcare facilities, libraries and roads.

“We can also confirm that 60 schools have been affected. The most significant impact has been recorded on residential properties. In the Bojanala District, 53 houses and 21 informal structures or shacks were affected,” he said.

Gaolaolwe further said in the Ngaka Modiri Molema District, 94 houses were affected. He added that two people sustained injuries in Danville as a result of a house fire, while one fatality was reported in Mareetsane Village, outside Mahikeng.

Gaolaolwe said in the Dr Ruth Segomotsi Mompati District, 32 houses were damaged, with 11 experiencing flooding in the Mamusa, Greater Taung and Kagisano-Molopo Local Municipalities. He said in the Dr Kenneth Kaunda District, Matlosana and Maquassi Hills Local Municipalities were affected, with 13 houses reported damaged.

“Furthermore, water-level indicators erected along the N14 road between Vryburg and Kuruman recorded a significant rise in water levels following the heavy rainfall. This has affected the reopening of the road to heavy motor vehicles.

“The PDMC is currently consolidating and verifying preliminary reports received from affected municipalities and districts. The information will inform requests for assistance through the National Disaster Management Centre (NDMC),” said Gaolaolwe.

Gaolaolwe said they are already engaging with the NDMC through our advisory forum. He said at this stage, they have moved beyond the declaration and have reached the classification phase of the disaster.

“This will enable the reprioritisation and reallocation of funding to support affected sector departments and municipalities,” said Gaolaolwe.

He said affected families in various local municipalities have already received assistance, including blankets, mattresses and food parcels. Gaolaolwe said other affected households have been referred to the North West Department of Social Development, the South African Social Security Agency (SASSA), the Red Cross and other relevant organisations for further assistance.

“The PDMC, as the coordinating authority of the PJCC, which comprises provincial sector departments, municipalities, traditional authorities and government entities, continues to closely monitor the situation across the province.

“The Centre will continue to coordinate and facilitate relief, reconstruction and rehabilitation efforts to ensure that affected communities receive the necessary support and that damaged infrastructure is restored as swiftly as possible,” he said.

By BAKANG MOKOTO

9 September 2026 – As part of ongoing efforts to disrupt illegal activities and ensure compliance with the law, members of Vispol Nababeep conducted a compliance inspection at a tuckshop in Nababeep on Tuesday at approximately 11am. During the inspection, police discovered several crates of liquor concealed in a back room on the premises.

The Namakwa District Police spokesperson, Captain Ivan Magerman said further investigation established that alcohol was being sold from the premises without a valid liquor licence. Magerman said liquor with an estimated street value of R5000 was confiscated by the police.

“The investigation further revealed that the foreign tuckshop owner (35), was allegedly residing and operating in South Africa without the required documentation. He was subsequently arrested and faces charges in terms of the Immigration Act 13 of 2024, as well as a charge relating to the illegal sale of liquor.

“The Namakwa District Management has reiterated that compliance inspections and disruptive operations remain an integral part of Operation Shanela II, aimed at addressing illegal activities that have a negative impact on communities,” he said.

Magerman further said the SAPS is issuing a stern warning to all persons involved in the illegal sale and distribution of liquor that such activities will not be tolerated. 102 drivers arrested for drunk and driving

Picture: 102 drivers arrested for drunk and driving

By KEDIBONE MOLAETSI

9 September 2026 – An intensive drunken driving operation resulted in the arrest of 102 drivers who drove under the influence of alcohol in Mahikeng and surrounding areas. Drunken driving has been identified as one of the major contributing factors on the high rate of road crashes, fatalities and incidents.

The North West MEC for Community Safety and Transport Management, Virginia Tlhapi said in dealing with the factor the Provincial Traffic Authorities continue to conduct drunken driving operations as a way of instilling good road behaviour and compliance. Tlhapi has expressed a serious concern about the number of drivers found under the influence of alcohol during the operation.

“The high number of drunken drivers is a course of concern. This is too much and we cannot just allow lawlessness on our roads, however we will continue to harshly punish them because they are endangering the lives of other motorists.

“We will not rest until we get to a level of total compliance on our roads. We call on motorists to refrain from driving under the influence of alcohol. Out of the 102 arrested drunken drivers, 99 were male and three female, 18 arrests as per breath samples and 84 as per blood samples,” she said.

Tlhapi further said amongst the three females, one was at the highest limit at 0.44mg/le and the highest limit for male arrest was at 1.01mg/le and the other male driver was at 0.92mg/le. She added that she appreciates the hard work displayed by the Provincial Traffic Authorities and encourages them to continue making sure that all drunken drivers are put behind bars.

“Our officers are working hard, diligently day and night to deal with non-compliance on our roads and drunk driving is one of the major contributing factors to the number of fatalities on our roads. We would like to emphasise that those who choose to drive under the influence do not respect other people’s lives.

“According to Provincial Traffic Authorities more drunken driving cases are recorded from Thursday towards the weekend, and they vowed to focus on drunken driving, which they said will remain their major project in targeted areas,” said Tlhapi.

Picture: The Minister of CoGTA, Velenkosini Hlabisa

By REGINALD KANYANE

9 September 2026 – The Minister of Cooperative Governance and Traditional Affairs (CoGTA), Velenkosini Hlabisa said the municipalities in the country have reaffirmed their commitment to principled governance by adopting a code that enjoins them to ensure ethical and accountable leadership. Hlabisa has welcomed the adoption of the Code for Ethical Leadership in Local Government by 100 municipalities, describing it as a positive development in efforts to ensure good governance.

He further said the adoption of the Code by the 100 municipalities across the nine provinces reflects a growing commitment within the local government sector to place ethical leadership, accountability and good governance at the heart of municipal leadership. Hlabisa added that the Code is the brainchild of the Local Government Ethical Leadership Initiative, a partnership between The Ethics Institute, the Department of Cooperative Governance, the South African Local Government Association (SALGA) and the Moral Regeneration Movement.

“It was launched at the Summit on Ethical Leadership in Local Government, held in Gauteng on 1 March 2024. In October 2024, Hlabisa and SALGA President Bheke Stofile, entered into a mutual agreement to encourage all municipalities in the country to adopt the Code through a formal Council Resolution.

“The Code, which is based on the Local Government Anti-Corruption Strategy of 2015, is applicable to all people in municipal leadership positions, including political figures, councillors, traditional leaders, and administrative personnel, such as municipal managers and officials,” he said.

Hlabisa said it outlines the principles and practices for ethical governance and leadership in the local government sector. He said following a plethora of governance and ethical challenges, the Code seeks to promote well-governed, efficient and effective municipalities.

“The Code will inspire local government leaders in the 100 municipalities to serve their communities with integrity, discipline and commitment, and enable communities to hold them accountable.

“We encourage the remaining municipalities in the country to also adopt the Code. Meanwhile, the councils of the 100 municipalities are expected to institutionalise the Code by developing implementation plans aimed at fostering a culture of ethical and accountable leadership,” said Hlabisa.

The Code is accessible on the http://www.cogta.gov.za and http://www.tei.org.za/lgeli websites.

By AGISANANG SCUFF

8 September 2026 – The Northern Cape MEC for Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA), Lebogang Motlhaping successfully handed over 10 houses and title deeds to beneficiaries at the Hopetown 60 Housing Project in the Thembelihle Local Municipality situated in the Pixley Ka Seme District on Tuesday.

Motlhaping, who was accompanied by the Executive Mayor of the Pixley Ka Seme District, Rhoode Itumeleng and other councillors from the Pixley Ka Seme District and Thembelihle Local Municipalities said this housing project is part of the broader One-Billion-Rand Housing Project implemented across the Northern Cape, aimed at expediting housing delivery, eradicating informal settlements and restoring dignity to communities across the province.

“Today, we are happy to be handing over the first batch of completed houses to this project. We have engaged with the contractors to step up their efforts to ensure that we are able to deliver more houses to beneficiaries.

“We have also handed over title deeds to the beneficiaries to ensure that people are legitimate property owners with registered assets that protect them from illegal claims and give peace of mind to their children,” he said.

As part of promoting environmental sustainability, as well as the greening and beautification of communities, Motlhaping, joined by the local leaders, also planted trees at the homes of the beneficiaries. He further said the tree-planting symbolic gesture reinforces the provincial government’s vision of developing sustainable, liveable human settlements rather than mere shelter.

“The department remains committed to accelerating service delivery, restoring human dignity and improving the quality of life for all residents across the Northern Cape,” he added.

Itumeleng urged community members and home beneficiaries to preserve, value and maintain their properties, while warning them against the illegal selling of government-subsidized homes.

Meanwhile, one of the happy beneficiaries, Lucas Eberson (68), said: “Receiving my house and title deed at the same time fills my heart with joy because I finally have a place to call my own and the proof to protect it for my children.”

Egypt market opens opportunities for South African red meat producers

Picture: The Minister of Agriculture, Willie Aucamp

8 September 2026 – The conclusion of export negotiations between South Africa and Egypt is set to pave the way for South African beef and livestock producers to access Egypt’s substantial consumer market, providing a potential boost to the country’s red meat industry.

The Minister of Agriculture, Willie Aucamp, announced the breakthrough at the recent Agri North West Congress.

The minister noted that the development represents a significant development, as the red meat sector continues to navigate one of South Africa’s biggest Foot-and-Mouth Disease (FMD) outbreaks in decades.

“This is a major milestone for South Africa’s agricultural sector, which has been facing one of the biggest Foot-and-Mouth Disease outbreaks in decades,” Aucamp said.

South Africa and Egypt successfully concluded negotiations on the Veterinary Health Certificate (VHC) governing the export of red meat from South Africa to Egypt, paving the way for shipments to be cleared to move once the final signatures have been formally appended to the agreement.

Aucamp emphasised the urgency of concluding the negotiations to his team, given the importance of new markets to red meat farmers.

“I sat with my team on Monday [last week] and emphasised that we have to get this right as our red meat farmers need this, and I am pleased that the team made it happen,” he said.

The minister thanked the negotiating team for its efforts highlighting that government’s role is to support and enable the agricultural sector to succeed, rather than create unnecessary obstacles.

“The outcome of these negotiations was achieved through constructive engagement with the Egyptian veterinary authorities. Government remains committed to strengthening international trade relations and expanding market access opportunities for South Africa’s red meat sector,” the Minister said.

The finalisation of the VHC provides South African exporters with a clear regulatory framework for accessing the Egyptian market while ensuring that the necessary animal health and food safety requirements are met.

The development could enable South African red meat producers and processors to expand their operations, diversify export destinations and grow their contribution to the economy.

The minister noted that the agreement is aligned with government’s apex priority of inclusive economic growth and job creation, while supporting efforts to strengthen the resilience and competitiveness of the agricultural sector.

“Every international market South Africa opens creates an opportunity for money to flow back into the rural economy and build commerce along our value chains,” Aucamp said. –SAnews.gov.za
