No arrests in municipal building blaze

Ventersdorp – No arrests have been made in connection with Friday’s torching of a municipal building in Ventersdorp, North West police said on Monday.

“The are no arrests that I am aware of,” said Colonel Sabata Mokgwabone.

A raging fire gutted the municipal traffic department building on Friday following a protest against the merger of the Ventersdorp and Tlokwe (Potchefstroom) municipalities.

Residents in the two towns are against the merger, saying they were not consulted. Tlokwe residents said they believed the merger would lead to a disruption in service delivery.

Middle-class must pay extra for water

Middle-class people and the rich should pay more for water.

This is according to University of Johannesburg academic Mary Galvin, who was speaking at the start of the World Social Science Forum in Durban on Sunday.

Galvin said if the middle class used water more than reasonably, they would have to pay extra for it.

She said this could help curb water usage. However, she was doubtful rich people would change their habits because they could afford increases.

In her talk, “Of Water and Stones: Citizens’ Attempts to Access Water in South Africa’s Liberal Democracy”, she said this was one of the solutions on the table to try to deal with the drought gripping the province.

Peace restored in Vuwani after Ramaphosa visit

Polokwane – Peace has been restored to Vuwani in Limpopo, although roads were still littered with rocks used by protesters to blockade them, police said on Monday.

Protests were suspended on Sunday after Deputy President Cyril Ramaphosa intervened.

The township near Thohoyandou had been a no-go area after residents took to the streets to protest against the Municipal Demarcation Board’s decision to merge the municipality with another one in Limpopo’s Vhembe district.

The protesters said they wanted to remain part of the Makhado municipality.

The protest resulted in schools and shops being closed, as authorities and local businesspeople feared for their lives.

ANC headquarters evacuated after bomb scare

Johannesburg – The ANC’s headquarters have been evacuated as well as that of The Star newspaper after a bomb scare in the vicinity of the two buildings.

A source at the newspaper’s office confirmed that it and Luthuli House nearby had been evacuated at about 11:50.

Fleeing protester dies after running into live wires

Durban – A protester who was running from rubber bullet fire and a haze of teargas has died in a stream after he became entangled in a web of illegal electricity connections.

The man, who has yet to identified, is understood to have been part of a group of shack dwellers who embarked on a violent service delivery protest on Monday.

Police search and rescue unit officers braved the live wires to pull his body to the riverbank.

Police spokesperson Colonel Jay Naicker said that residents of the Quarry Road informal settlement in Asherville had taken to the streets in the early hours of Monday, blockading the roads.

“Two people were arrested for public violence,” he said.

Trauma counselling for pupils while search for classmate continues

Cape Town – Classmates of a Grade 10 pupil at Phoenix High School in Manenberg on Monday received trauma counselling while the search continued for their missing friend.

Khanyisile Ngela disappeared in the surf on Saturday while spending a day at Camps Bay with a group of people.

School principal Shafiek Abrahams said on Monday that police had provided a trauma counsellor to work with the pupils in Ngela’s class.

Medical file in Flabba case goes missing

Johannesburg – The medical file of the alleged killer of Nkululeko “Flabba” Habedi has gone missing from the Alexandra Clinic, the High Court sitting in Randburg heard on Monday.

Investigating officer Constable Seila Shadrack Malaka said he had gone to the clinic searching for Sindisiwe Manqele’s file on two occasions, but it could not be located.

Malaka said he had wanted to see the file after he learnt that Manqele had received medical treatment at the facility.

Tlokwe municipality: ‘DA’s claims distasteful’

THE Tlokwe municipality squashed the allegations brought forward by the Democratic Alliance that council speaker Barei Segotso has a total disregard for rules and breaks the law to suit her political ends.

The municipal spokesperson, William Maphosa said the municipality council meeting was called on 10 September 2015 was a follow-up from the last council session that on August 25. He said in that meeting there were issues that the MEC for Local Government and Human Settlements, Collen Maine had to clarify, however due to the MEC’s unforeseen other urgent engagements at the time, the meeting was to be re-convened to yesterday.

“Although the agenda was distributed yesterday the DA is aware of this arrangement and knew from the last meeting of the issues to be discussed. As for the said motion of no confidence against the speaker, they know the rules that govern the handling of such motions,” he said.

Even though the opposition party claim there was a motion, Maphosa said the office of the speaker have not received it yet. “The last time I checked with the Office of the Speaker, there had been no such motion. Yet the DA continues to submit and debate such motion in the media. We can only remind them to submit their motion through proper channels and debate it at the right platforms,” he said.

The DA representative, Hans Jurie Moolman said they brought a motion of no confidence against the speaker, but she continues to ignore rules and regulations that guide the constitution and the plight of people in Tlokwe.

“We were notified of a special council meeting that took place yesterday without an agenda or council items for discussion. There was no way to prepare for this meeting, to caucus before or to plan the business of serving the people of Tlokwe. Segotso has proved herself to be a stumbling block to not only the democratic process, but to the progress in the Tlokwe City Council,” Moolman said.

He said it has become a norm to have late notice of meetings issued, irregular postponement of meetings and council meetings, unlawful reconvening of meetings on almost no notice under Segotso’s leadership.

Legislature visits Taung in engaging with the people’

North West Provincial Legislature launched a programme called “Engaging with the Legislature” at Mmabana Taung in the Dr. Ruth Segomotsi Mompati District on Friday. The event was attended by ANC chief whip, Hoffman Galeng and the portfolio committee for education led by Boitumelo Moiloa.

The North West speaker, Mosetsanagape Dantjie who was suppose to address the proceeding, she was committed elsewhere and could not make it.

Galeng said the legislature wants to teach public about their rights and how it operates.

“The event was tailored under the theme: “Know your Legislature – Itse Kokoano- peo molao ya gago” which focused on the various thematic areas such as: The role of the legislature; the role of the members of the public and civil societies in the legislature as well as, enhanced public participation,” he said.

Galeng also added that it is very imperative for the public to associate themselves with the laws and their rights. He said that will improve the lives of the citizens and make sure everything run accordingly.

“People need to know that the government consists of three areas. There is judiciary, legislature and parliament. They need to know that we conduct oversight and make sure all laws pertained in the legislature, need to be followed,” he said.

Winnie Seoposengwe who was representing parliament said: “The programme envisages inculcating the broader understanding of North West citizenry about the roles and responsibilities of the legislature through continuous education in this regard. Over and above, it aims at profiling the legislature and most of all, enhancing oversight responsibility,” she said.

Lebogang Ditire from legal department in the legislature also encouraged the public to make sure they follow all needed processes if they have any grievances. He said the public must understand how petitions work and if they are forlorn about service delivery, what should be done.

“This programme seeks to create a continuous awareness and educative institute that will provide the legislature with an opportunity to assist the community of Bokone Bophirima in distinguishing the responsibilities of both the Legislative Sector and the Executive.

“They need to know that the executive consists of MECs and the premier himself. All service delivery will be brought by government which is the executive. And if they experience any problems regarding service delivery, then the portfolio committee will take charge and also the legislature will mediate between the executive and the public after executed all proper channels,” he said.

Mashome Takalase from Mase village in Taung said she leant a lot from the legislature because she did not know who does what. “I’ve leant a lot because to us, the parliament, government and the legislature were just the same, but now we know where to go if we encounter any problems,” she said.

Another resident, Keditlwaetse Sere from Tamasikwe village urged the legislature to always come back to give them a response. “We always see government officials visiting us, but what makes me sad is that, we never get a response from them. They always come and give us empty promises, and then they left,” Sere said.
