Constitutional court next step for disgruntled ANCYL members

THE disgruntled members of ANCYL in North West said they are now heading to a constitutional court in contesting the ANCYL results where president Collen Maine was elected unopposed.

Former ANCYL branch chairperson, Thabo Molamu, Papa Jood, Gontse Maruping and Mbuyiselo Booi said the legitimacy of the elections was in question because there were many procedural measures that were flawed leading up to the ANCYL elective conference held at Gallagher Estate in Midrand two weeks ago.

“We’re now heading to a constitutional court after our urgent application was turned down by Judge Moses Mavundla at North Gauteng High Court. We will not back down because we are speaking the truth. We now heading to the constitutional court. We will start with our process of appealing the outcome and we have the strength to see this through.”  Molamu said.

He said there were other members who were excluded in the delegates list and they believed they have the case.

Meanwhile newly-elected ANCYL president Collen Maine said after the conference that all those who took the congress to court, will be expelled from the party.

“All members who will take the party to court will be expelled. We will discuss that with relevant authorities and the decision will be taken prior that,” Maine said.

Road Safety Education Intensified To Curb Carnage

In an effort to curb road fatalities, the Northern Cape Department of Transport, Safety and Liaison is joining the rest of the country in intensifying road safety education by involving schools with duo Road Safety Competitions in Upington.  

The province will be hosting the Provincial Road Safety debate and Participatory Educational Technique (PET) competitions. 

The Acting Head of Department, Lesego Wolfe said that the annually competition is stimulating as the youth get an opportunity to get into robust debates and demonstrate their creativity in relations to challenges and solutions around Road Safety. 

“This is relevant seeing that the country has committed into curbing road fatalities by half, come 2020, as part of the Decade of Action for Road Safety 2011-2020 aimed at stabilizing and reducing global road deaths by 2020,” Wolfe said.

“The Road Safety Debate will see learners from across the province actively debating Road Safety issues while the PET competition allow learners an opportunity to research and identify road traffic safety problems in their community and find solutions to the problems. 

“They get an opportunity to demonstrate their research by building models reflecting the challenges and solutions and make presentations on them,” Wolfe further elaborated. 

The annual competitions give a platform of expression to grade 10 and 11 learners from across the province.
 
The competitions start with regional competition with winners proceeding to the provincial leg and provincial winners proceeding to National competition to represent the province later in October.
 
The main objectives of the Debates and PET Competition are to:
∙Empower learners with road safety knowledge by undertaking research on road safety topics.

∙Enhance learner’s public speaking, critical and analytical thinking skills as they respond to points of information (Point of Information (POI)).

∙Encourage learners to work as a team and also define their roles as a collective.

∙Improves listening skills of learners especially in the rebuttal phase of the competition.

∙Encourage learners to become responsible road users as future adults.

∙Inculcates accountability, versatility and discipline in learners. 

The Road Safety debate and PET will be held on Saturday in Upington on the 19th September 2015.

‘Taung to host school competition’

The North West Department of Education and Sport Development will hold the Provincial Schools’ Arts and Culture Championship (PSACC) at Mmabana in Taung from Friday 18 to Saturday 19 September 2015.

Departmental spokesperson, Elias Malindi said: “This two day event is held annually and it is organised, co-ordinated and monitored by the department to promote unity in diversity, national reconciliation, social cohesion and positive values amongst learners in the province.”

He said that the learners in the mainstream and special schools will compete at a secondary and primary school level in artistic codes which include poetry, visual art, drama, indigenous music & dance, instrument art and gumboot dance.

“The eliminations started at area offices, then moved to district offices and are now at a provincial level. These competitions will be judged and winners in various categories will be awarded trophies. Those that did not win will receive certificates of participation to honour their efforts,” he said.


Malindi said that each district is expected to bring a total number of 86 participants on each day. Kwa Zulu-Natal and the North West province are currently the only two provinces holding this type of competitions. He said that it is hoped that other provinces will hop on the bandwagon thus creating an environment for national championships.

“The department wishes all those who are taking part in the championships the best of luck and would like to encourage those that are not competing this year to take part in next years’ event,” Malindi said.

Pupil kills pupil over nyaope

A TEEN Grade 11 pupil died while another one was hospitalised after a knife attack at Rethusegile Seconday School in Lethabong near Rustenburg on Tuesday afternoon.

The two were allegedly stabbed by a fellow pupil during a fight outside the school premises. The cause of fight was not immediately clear but the incident has brought to the fore the problem of nyaope, drugs and alcohol abuse that is said to be rife in the area.

North West police spokesperson Sgt Kelebogile Moleko said an 18-year-old suspect had been arrested and will appear in the Tlhabane Magistrate’s Court today on a murder charge.

“Police in Lethabong received a call about a group of people who were disturbing the peace in Lethabong. Among the group was a person holding a knife and it is alleged that he used it to stab the victims,” Moleko said.

North West toddler drowns

The police are investigating a case of inquest after a 6 year-old minor drowned in Henry Street in Promosa, Potchefstroom.  The incident took place on Wednesday at about 4pm.

North West police spokesperson, Sergeant Kelebogile Moleko said that the minor was sent to go and buy sweets by her guardian at a nearby tuck shop and took her way along with her two friends.

“According to reports, the three minors went to swim at a neighbouring house which is two blocks away from where they stayed. The employee of the house only heard the sound of children screaming and when she went outside to inspect, she noticed that the victim drowned. The victim was certified dead by the Emergency Medical Services at the scene,” Moleko said.

Paramedic rushed to hospital after bee attack

KLERKSDORP- ‪A paramedic was rushed to hospital after having a severe allergic reaction following a bee attack while attending to a call in Wilkoppies, in Klerksdorp.

ER24 paramedics were contacted to attend to two women who were stung by bees at a property.

The spokesperson, Chitra Bodasing said: “It is understood a swarm of bees entered the property when one of the women opened a door. She closed the door and called for help. Security guards and paramedics arrived on scene and tried to get the women, who were both stung by the bees, out of the house.”

One of the paramedics as well as at least four other people on the scene were also stung by the bees.

The women, who were taken out of the house, paramedic and all others who were stung by the bees were taken several metres away from the property to be assessed.

One of the women went to hospital for further assessment.

Bodasing said that the paramedic was transported to hospital for further medical care.

Ethiopian man died in a “head on” collision near Taung

A 32 year-old man was killed in a horrific accident between Pudimoe and Taung on Wednesday.

North West police said a Ethiopian man who was driving a Tazz vehicle died on the scene after he allegedly plagued on an oncoming taxi minibus.

“A case of culpable homicide was opened at Pudimoe Police Station after a 32 year-old Ethiopian driver died. Commuters in a mini bus taxi and the driver suffered minor injuries and were taken to local hospital for medical attention,” sergeant Kelebogile Moleko said.

Illegal hunting a concern in Ganyesa

MEC for the Department of Rural Environment and Agricultural Development (READ) in North West, Manketse Tlhape condemns and rejects with all the strongest and possible terms the alleged illegal hunting activities reported to be mushrooming in the area of Ganyesa.

Tlhape said: “Illegal hunting is prohibited by law, and any act of that nature will be perceived as crime which therefore means perpetrators should face the arms of the law. This is an attitude of zero tolerance on such activities in the province.  This should be seen in the light of efforts towards vehemently cleaning all forms of criminalities to be embraced by all”, Tlhape said.

This comes in a wake of a myriad of reports and outcries by farmers in the area of Ganyesa brought to the attention of the department.

The department said the matter was referred to South African Police Services (SAPS) for further investigations and actions on perpetrators of such unbecoming activities and behaviour in the province.

“The licences of the alleged hunters outside the designated areas have been revoked with immediate effect. Any further activities by these hunters both inside and outside the set boundaries in the area must be perceived to be as unlawful and warrant immediate arrest.” she said.

Tlhape said on annual basis, the regulations pertaining to the hunting of identified non-exempted game species on private, government and community owned land, were published in Government Gazette.

She said there are procedures that need to be followed if one want to be legal poacher. Tlhape also said that will determines the number of plain game species and game bird species for annual take off as bag limits and hunting quota to be assigned to a particular hunting area including tribal lands under specific tribal authorities.

“Such hunting, when controlled and conducted in a sustainable manor, plays a crucial role in ensuring long term benefits to our previously disadvantaged communities, and thus such control is ensured by means of permits and licences that the department, as the issuing authority, issues in accordance to allocated hunting quota and bag limits, to tribal authorities for further issuance to their clients,” she said.

The permits and licenses under 1.3 are those referred to as face value permits, meaning that, tribal authorities (land owners) when in receipt of such permits in accordance to the hunting quota and bag limits, are able to further issue them to their end-user clients at a fee for hunting to be conducted by those end-users; and details of the hunter, number of species to be hunted, details of the hunting vehicle/s, fire-arms and their calibres, as well the validity of the hunting permission for the hunt must be completed by the land-owner prior to commencement of the hunt.

“Further after the hunt is successful, the hunter and tribal ranger who accompanies and monitor the hunt in order to cancel further use of such permit must sign off the permit or licence. Land owners and hunters must at all times comply to conditions appended on the back of each permit or license, failure which enforcement measures including criminal prosecution would be imposed, and none of the above mentioned permits and licenses do allow the hunting at night (culling) for which a special permit is required, nor hunting on other land than those stated in a permit,” Tlhape said.

Kgosi Thuso Letlhogile of Ganyesa, allocated a quota, and hunting permits for further issuance to his identified hunters. He said that they will ensure at all times that such hunts are conducted within prescripts and are accompanied by relevant tribal ranger/s to ensure compliance.

A report, in a form of complaint was received sometimes last week to the effect that some tribal members from Letlhogile’s tribal authority, were hunting illegally on private properties belonging to neighbouring farmers, and alleged that the hunts were carried out outside the Kgosi’ area of jurisdiction.

Above such allegations, an impression was also made in linking the illicit conduct of the hunters on the ground to the presumed incorrect issuing of permits by the department.

Tlhape said the investigations have been conducted on the matter with the intention of finding lasting solutions. “It is in the light of this that the department took decisive steps in ensuring conformity to the law. In a quest of finding lasting solutions and conforming to the law, the department has instantly withdrawn the permits from the hunters perceived to be involved in the illegal hunting activities in the area. This was done after thorough investigation and following due processes,” she said.

N West shack dwellers occupy municipal land illegally

THE mushrooming of shacks in Rustenburg is quite prevalent affects the good run of service delivery. The municipality said they are concern after the most of the land compounded by illegal occupation. The municipality spokesperson, Thapelo Matebesi said the registered shacks in the area were known as Plot 14 in Ward 19.

“We registered 448 shacks, but to our surprise, it is more than 500. In the area called Nkaneng, we have 4 824 registered shacks. We experience lot of illegal occupation of land (land grabs), mostly in the areas of Marikana and Lethabong.

“Our long term plan as the municipality is that we are busy profiling these informal settlements, with the view to applying to the National Support Program so that we can proclaim them as townships upon purchasing the land. This will then enable us to service the land and thus provide necessary services to the communities residing there,” he said.

Matebesi said the challenge facing them was that these processes take time and in the meantime people need essential services like water, sanitation, roads and electricity. He said they cannot provide these services if the area has not been proclaimed officially as a township after purchasing land for them. “Another challenge is that communities neighbouring these informal settlements complained that shacks devalue their fixed properties like bonded houses.

SANCO applauds NYDA for qualified audit

SOUTH African National Civic Organisation (sanco) in the North West said on Tuesday that the narrow factional political battles are a threat that could derail the youth development agenda and frustrate the hopes of unemployed young people.

The provincial chairperson, Paul Sebego said: “We applaud the first ever clean audit opinion that the National Youth Development Agency (NYDA) has received from the Auditor General.”

Sebegoe said that the remarkable strides that the current NYDA Board has made in shedding the cash cow image of the previous board should not dissipate when its term comes to an end in December.

He welcomed minister in the Presidency, Buti Manamela’s assurance that the National Youth Development Agency will not be politically ring-fenced by any youth formation but serve the broader interest of young people in communities.

“The assurance should allay concerns that the youth agency’s restructuring and mooted mandate review processes might be guided by factional interests and purging,”Sebegoe said.
