‘Many municipalities lack the technical skills’

7 February 2025- The Republic of South Africa (RSA) president, Cyril Ramaphosa said together, they have built durable institutions that support democracy, protect their fundamental rights and promote the well-being of South Africans. Ramphosa, who delivered State of the Nation Address (SONA) yesterday in Cape Town said they have built meaningful partnerships between government and business, labour, civil society and other social partners to drive growth and development.

He further said these stand as models of cooperation for the rest of the world. Ramaphosa added that South Africans are continuing to work together to confront the country’s challenges and build a nation that works for all.

“In the last week, we have adopted the Medium Term Development Plan, which sets out a clear and ambitious programme for the next five years. The actions contained in the Medium Term Development Plan will advance our three strategic priorities:

“Firstly, to drive inclusive growth and job creation. Secondly, to reduce poverty and tackle the high cost of living. Thirdly, to build a capable, ethical and developmental state,” he said.

Ramaphosa said their most urgent task is to grow the economy, so that they can create jobs, reduce poverty and improve the lives of all South Africans. He said to undertake this task, they need a government that works for the people.

“We need a state that is capable and competent, underpinned by a professional public service. South Africans want a state that treats all people with dignity, humility and respect. A state with leaders who are prepared to serve our people with complete dedication, and public servants who are ethical, skilled and properly qualified.

“To achieve these objectives, we are strengthening the role of the Public Service Commission (PSC) in the appointment of the key people who direct the affairs of our state such as Directors-General, Deputy Directors-General, Chief Executive Officers of SOEs and board members and other senior positions,” said Ramaphosa.

He said they will introduce a graduate recruitment scheme so that they may attract the best and the brightest into the public service. Ramaphosa said a capable state must start where people live and work.

“In many cities and towns across the country, roads are not maintained, water and electricity supply is often disrupted, refuse is not collected and sewage runs in the streets.

“In part, this has happened because many municipalities lack the technical skills and resources required to meet people’s needs. Many municipalities have not reinvested the revenue they earn from these services into the upkeep of infrastructure. Starting this year, we will work with our municipalities to establish professionally managed, ring-fenced utilities for water and electricity services to ensure that there is adequate investment and maintenance,” he said.

Ramaphosa said many of the challenges in municipalities arise from the design of the local government system. He said they will therefore undertake extensive consultation to develop an updated White Paper on Local Government to outline a modern and fit-for-purpose local government system.

“We will review the funding model for municipalities as many of them do not have a viable and sustainable revenue base. We will continue to work with traditional leaders in the implementation of local development programmes.

“We will expand our support to municipalities that require assistance, drawing on the lessons of the Presidential eThekwini Working Group. We are seeing great progress in eThekwini as we implement the district development model, which enables all key role players in government, business, labour and community-based organisations to work together,” said Ramaphosa.

More than 20 000 suspects arrested during Safer Festive Season Operations in North West

6 February 2025- The North West MEC for Community Safety and Transport Management, Wessels Morweng said they have arrested 20 470 suspects for a variety of offences during the annual Safer Festive Season Operations. Morweng said this included 1258 undocumented foreign nationals and 129 suspects for murder.

He further said since November 2024, they have been absorbed by the resurfacing of illegal miners in Stilfontein. Morweng added that, as had been reported in several media engagements, 1916 illegal miners have been arrested after resurfacing at Margaret and Buffelsfontein Gold Mine at Shafts Number 10 and 11 between August 2024 and January 2025.

“We have activated the annual Safer Festive Operations at the Mmabatho Stadium in Mahikeng on 17 October 2024. The operation itself had begun two weeks earlier on 1 October 2024.

“The Operation which was led by the South African Police Services (SAPS), is a multi-disciplinary PROVJOINTS coordinated operation composed of the different pillars or identified threats and executed in pre-determined phases,” he said.

Morweng said during the provincial activation, the different law enforcement and security agencies were deployed to execute their line function operational mandates as encompassed in the different Operational Focus Pillars or areas. He said the operation had been highly successful in that law enforcement officers were able to among others foil planned Cash-in-Transit and ATM bombings.

“The operation was intended to focus but not limited to prevention of crimes against vulnerable groups, the elderly, women and children, as well as people with disability. Combatting aggravated robberies including vehicle hijackings, robberies at residential premises and business robberies.

“Enhancing border security and preventing stolen property from crossing the borders. Combating drugs and human trafficking and tracing of wanted suspects enforcement of legislation in respect of firearms, liquor and second-hand goods,” said Morweng.

He said they also ensured that there is compliance with Safety of the Sports and Recreational Events Act (SASREA). Morweng said they enforced by-laws targeting hijacked buildings, unlawful sale and use of fire crackers.

“Joint law enforcement operations to ensure compliance with road safety and other road regulations. Combatting drunken driving, speeding and all moving violations. Inspection of vehicles for roadworthiness. The operation will also be on the lookout for cloned vehicles and cloned licence plates.  

“Relentless multi-disciplinary operations, had also confiscated contrabands ranging from counterfeit goods, expired foods, as well as suspected stolen and robbed goods,” he said.

Morweng said it is as a result of these targeted intelligence led-operations, that the province had a relatively quieter festive period. He said there were festivities across the province, including Mahika Mahikeng Cultural Music Festival, the annual Makapanstad Trooper Festival and the Potchefstroom Dam Music Festival.

“We also had tourists visiting Sun City and Hartbeespoort Dam, but all those went with no incident thanks to this Safer Festive Operations. We did experience some uneasiness at some point, especially in December 2024, when there were unusually long queues of trucks at three of the province’s commercial ports of entry with Botswana at Kopfontein, Ramatlabama and Swartkopfontein.

“This followed the new regulations at the border on the Botswana side which resulted in gridlock. This posed health, security and economic threats and needed an urgent intervention,” said Morweng.

Meanwhile, the Chairperson the PROVJOINTS and acting North West Police Commissioner, Major General Patrick Asaneng said: “I immediately engaged the Botswana authorities and within two days the traffic congestion and logjam were eased allowing free unobstructed movement of goods and people between the two countries.

“Furthermore, our operations included visitations to licensed liquor dispensing premises and second-hand good dealers to ensure they comply with the law. We closed down 481 unlicensed liquor premises as they contravened regulations.”

Asaneng said application of the law and compliance enforcement was not only confined to ordinary members of the community. He said they had also recently arrested four police officers in connection with the escape of one of the resurfaced illegal miners, Neo ‘Tiger’ Tshoaeli.

“A week ago, they arrested two suspects who had crossed the border and were found to be in possession of crystal meth with an estimated street value of over R30 million in Zeerust.

“Two weeks ago, we also arrested three suspects in Hartbeespoort Dam with hijacked goods worth more than R2 million Rand. The highlights of some of the successes of these operations by law enforcement are highlighted by the five life terms that were imposed on the accused who was found guilty of aggravated robberies and five counts rape,” said Asaneng.

He said other is triple life sentences imposed on a rape accused, who was found guilty of three counts of rape committed between May 2010 and September 2023. Asaneng said sadly, this criminality which knows no bounds claimed the life of Sergeant Fundiswa Motlhaoleng (45), who was gunned down on 14 January 2025, in Klerksdorp as she was on her way to work.

A man sentenced to life imprisonment for raping a minor

5 February 2015- A man (27) was sentenced to 18 years imprisonment by the Bloemhof Regional Court for rape. The accused, Alfred Matlawe raped a girl (7).

According to the National Prosecuting Authority (NPA) regional spokesperson in North West, Sivenathi Gunya, in December 2017, the victim was playing with the accused younger brother outside the house. Gunya said Matlawe, who was alone in the house, called the victim inside the house held her by hand and took her to the bedroom.

Gunya said in the bedroom, he undressed her and self. He further said Matlawe inserted his private part in her mouth and later in her anus.

“The helpless child started to scream, which led the accused to stop raping her. The victim ran outside of the house crying for help. The younger brother of the accused noticed that the victim was crying and asked her what was wrong.

“She informed the younger brother what had transpired, however, the accused denied the allegations. The victim did not report the incident because of fear, but reported it in September 2018, after the accused was arrested for a different case,” said Gunya.

He added that, after Matlawe was arrested for another case, the child revealed what he did to her nine months ago to her mother. Gunya said the mother opened a case with the police.

“The statements were obtained from the victim and younger sibling of the accused, who saw the victim crying after the incident. The accused was then charged with rape.

“The state managed to secure a conviction based on the evidence of the victim and the younger sibling of the accused,” he said.

In arguing for a harsh sentence, state prosecutor, Thamsanqa Tamele, indicated to the court the prevalence of violation of women and children in the country and that the victim is one of the vulnerable groups of people and needs protection from the courts. Tamele told the court that the victim was defenceless and the accused took advantage of that.

“We urge the court not to deviate from the prescribed minimum sentence of life imprisonment,” he said.

Meanwhile, Director of Public Prosecutions in the North West, Dr Rachel Makhari, welcomed the sentence and commended all the role players, who ensured that justice was served to the victim.

5 February 2015- The police in Kagisho Township, in Kimberley, request the assistance of the public in tracing Luleme Masibulele aka “Bizza” Pula, who is a person of interest in solving a murder case that occured in Snake Park, Phuthanang on 2 February 2025. The person of interest is believed to be the boyfriend of a female victim (33), who succumbed to multiple stab wounds at Snake Park, Phuthanang.

The Northern Cape police spokesperson, Sergeant Timothy Sam said “Bizza”, is depicted in the images herewith and normally drives a white Nissan hardbody bakkie with registration number BZT 106 NC.

5 February 2025- A body of an unidentified man was found in Khama Street, in Galeshewe Township, near Kimberley on 1 February 2015. The deceased is slender built, 1,73m tall, in his mid 30’s and was wearing a striped orange T-Shirt, blue and black shorts as well as grey/black tekkies.

The Northern Cape police spokesperson, Sergeant Timothy Sam said the deceased also has a tatoo on his right leg and a light grown mustache. Sam said the police in Galeshewe are investigating an inquest docket.

“The police do not have any information regarding his identity and therefore request the assistance of the public in identifying the deceased.

North West MEC for Education applauds Are-Fadimeng Secondary School for Improved Matric Results

5 February 2015- As part of her extended Education Month programme, North West MEC for Education, Viola Motsumi, visits Are-Fadimeheng Secondary School in Jouberton, Klerksdorp on 3 February 2025, to engage with school leadership, teachers, and learners following the school’s commendable improvement in the 2024 matric results.

Motsumi’s visit forms part of her broader strategy to assess and support underperforming schools, as well as those that have shown significant progress. She said Are-Fadimeheng Secondary School achieved a 73.9% pass rate in the 2024 National Senior Certificate (NSC) exams, reflecting a 6% improvement from the 2023 academic year.

“We would like to commend the school’s leadership and educators for their dedication, and urge them to intensify their efforts toward achieving a 95% pass rate by year-end. We acknowledge the crucial role played by the community in supporting the school’s progress.

“I am indeed pleased that Are-Fadimeheng Secondary School has improved its pass rate by 6% and had learners who ranked among the district’s top 20 performers. Credit must be given where it is due,” said Motsumi.

She further said the Are-Fadimeheng community took a firm stand against gangsterism and criminal elements that previously plagued the school. Motsumi added that their unwavering support has boosted learner morale and this is reflected in the school’s improved results.

“The school’s proactive approach is exactly the kind of progress I want to see across all our secondary schools. With continued support from district and community levels, I am confident that Are-Fadimeheng can achieve a 95% pass rate come 2025 results,” she said.

Meanwhile, expressing confidence in the school’s curriculum strategy, Principal Leatile Moromane, assured Motsumi of their commitment to further enhancing learner performance.

“We are pleased to inform the MEC that we are refining our curriculum delivery strategies to build on our recent success. Our teacher files are in order, implementation has begun, and we remain focused on continuous improvement.

“More than anything, Motsumi’s visibility at our school has bolstered our confidence. With an overall enrolment of 1,650 learners, inclusive of 202 Grade 12 learners ,Are-Fadimeheng Secondary School remains committed to sustaining and exceeding its current performance,” said Moromane.

Local Hip Hop artist ready for the world

5 February 2025- Even though young and upcoming Hip Hop artists continue to be overwhelmed by pressure and uncertainties, Totso Gabriel Senwedi is happy to finally find his niche in the music industry. Young Sniwt as Senwedi is affectionately known in the music industry, said there are other certain challenges such as lack of financial support and piracy, but he is ready for the competition. 

Young Snwit who was born in Extension 7, near Taung, said he is passionate about music and he was inspired by his older brothers, who are also into music. 

“I hung out a lot with them and the rest is history. I started to embark on a musical journey at an early stage and never looked back. I have released a few singles that are on high rotation across various community radio stations in the North West such as Vaaltar FM and Radio Mafisa in Rustenburg. 

“Even though I have not reached my true potential, I am happy with the progress that I have made. I will be releasing a new single called Don’t Panic this month. As an upcoming artist, I would like to share the stage with American superstar, Drake one day,” he said. 

Young Sniwt further said he used to watch a lot of Drake’s music videos on TV and got inspired. He added that he was also introduced to the late 2PAC’s music. 

“I also like Motswako Hip Hop artist, Notshi. Currently, I have not released an album. It has not been easy to find the right music producer that I can work with, but so far so good. 

“There are so many challenges in the music industry and anyone who would like to embark on this journey, must be cut out for it. I have been recording a lot of demo tracks that are not official,” said Young Sniwt. 

A North West University (NWU) student said he also decided to further his studies as part of empowerment. Young Sniwt said education is imperative because he can fall back on it when things get tough. 

“I am great at multitasking hence I can easily juggle my music and studies together. I also believe that, as an artist, it is important to have multiple streams of income. 

“Music is not only the dream that I want to build. I am a visionary and believe that, through discipline, dedication and determination, I can make it through. So, my advice to aspiring artists is, focus and work hard,” said Young Sniwt.
