San leader opens criminal case against Zuma

image

Charges laid against President Jacob Zuma by Khoisan Revolution include corruption, fraud, and defeating the ends of justice.

The leader of the Khoisan Revolution, a new political party for the San community in the Northern Cape, has opened a criminal case against President Jacob Zuma.

The case was opened at the Rosedale Police Station in Upington.

Charges laid against the President include corruption, fraud, and defeating the ends of justice, following last week’s Constitutional Court judgment on Nkandla.

The Khoisan party leader, Stanley Petersen, says they can’t stand by and watch while public funds meant for the country’s development are squandered.

“As a member of the Khoisan council, I was a guest there in parliament. I was sitting in the gallery, he was telling the nation that his family, the Zuma family paid for the upgrading of Nkandla and that was a lie.”

“Constitutional Court findings clearly show that he lied under oath, and he didn’t abide to the Constitution as a president of the country. We have land claims waiting for years not being paid and here the president is undermining the constitution of the country, wasting money, tax payers’ money.”

‘Mahikeng housing project completed’

image

THE local government and human settlement department will hand over a housing project in Extension 39 to the Mahikeng local municipality. The project reached its completion and Eskom was busy installing a temporary transformer on Wednesday.

The project caused R40.5m and was a two-storey with 100 units. Mahikeng local municipality acting chief director for division planning, Tebogo Phaedi said they looking at generating revenue. Phaedi said the project will boost the economy and catered for middle class.

“We have completed the project and Eskom is busy installing transformer so that the area can be electrified. The area had no electricity, but we will put in tenants amid the installation of electricity. The project was completed in December 2015. This will benefit people who earn from R800 to R3500.

“We will outsource the service of property management. We have already advertised the post for property management and we expect to hire the service provider in weeks to come. We also discussing the individual billing system,” he said.

Acting provincial chief director on housing development unit for local government and human settlements, Vusi Bidi said: “Historically, federal housing played a role in creating many of today’s economic. We know that access to quality affordable housing is a crucial aspect in the development of sustainable communities. Many people flock to areas like Mahikeng for greener pastures and that makes accommodations to be in demand.

“As housing prices rise, families and individuals in our communities struggle to find and keep places to live, and access to healthcare, education, and employment is put at risk. We are also planning on expanding the units so that more people can be catered for. As the department, we will also have the landscape in the area for leisure time. We want to develop the area into family household even though it is rental.”

However the North West provincial legislature’s portfolio committee on local government and human settlement was less impressed. The committee chairperson, Motlalepula Rosho said the local government and human settlements must do oversight visit. She highlighted this after the department’s housing project in Unit 3 was marred with challenges.

“We urge the department to do oversight visit to all their projects. Now they have spent R54 million on a Community Residential Unit project in Unit 3, Mmabatho. The project has been abandoned as we speak. The monies were never accounted for. This was very reckless by department in spending public funds without verifying the details pertaining to the contract.

“Anybody can see that the department entered into this thing recklessly. One thing that I’ve realised is that they are not doing oversight on their projects. There is no value for money here and there is huge demand for accommodation in Mahikeng. R54 million is gone and it cannot be accounted for. Marang Real Estate is not even coming on board. The municipality itself issued a title deed without verifying whether the money was paid or not,” she said.

“This matter has to be investigated, the department must recover that R54 million. We are going to hold the municipality accountable as well as this is for the interest of our communities and government. How do they give a person a title deed without even paying all the money the land was purchased for?” asked Rosho.

According to Rosho, they will call the head of department for human settlements, the municipality and the developers to come and account. She said explanation was needed as to what actually happened in unit 3 project. Rosho said they also wanted to know their intentions going forward.

The Economic Freedom Fighters representative, Thabo Sehloho said: “As the EFF and part of the North West Legislature’s portfolio committee, indeed we are very shock about the outcome of this project. All the processes were not followed properly. Even the municipality highlighted that the land was sold for R89m, but only purchased for R5m. We will call for a probe on the matter because the public money was used here.”

BY REGINALD KANYANE

Taung – Construction for new facelift is underway at Taung Hotel School and Convention Centre in Taung. The principal agents and architects from Botaki & Associates (PTY) LTD recently handed over various construction sites to various contractors to begin setting up shop for R70m project.

Head of department from Tourism in North West, Advocate Neo Sephoti said they would not allow any slapdash work.  Sephoti said the provincial government expects a quality infrastructure which will still be standing and in good condition for years to come.

“These are public funds and as a department and the people of this province, we will not compromise on quality. We will insist on regular quality checks because if anything does not meet the required quality standards it will impact on us as a government not the contractors,” Sephoti said.

She also urged contractors to first consider using local labourers before employing people from outside the area.

“The provincial government wants to improve the lives of the people in rural towns through socio-economic promotion of villages, townships and small dorpies (VSTD). We need a certain expenditure of any project in the province to be spent in that particular village, township or small dorpies.

“In order for this to be realised, we really need to urge you as contractors to use local labour. You also need to spend as much money as possible locally. Through this project you can assist us in ensuring that there is visible, viable and sustainable socio-economic impact in the area of Taung and its surrounding small rural dorpies of the province,” Sephoti said.

Deputy Rector of the Institution, Herman Phetlhe shared the same sentiments. He said that he was excited that the project has finally started.

Phetlhe said that the project will see Taung Hotel School and Convention Centre being transformed into a world class academy with world class facilities. He said that will enable the institution to cater for more students from anywhere in the world.

“I am overwhelmed with excitement and anticipation because this culminates provincial government’s intentions of making Taung Hotel School and Convention Centre one of the most sought-after hotel schools in the country with the best possible facilities. Upon completion, the new infrastructure which includes a new gate house, double storey student’s residence, ten lecture halls, two dining halls and two student’s demonstration kitchens.

“This will allow us to grow our market in recruiting more students and also help us in expanding our scope of theoretical and practical work. Students will also be able to enjoy a conducive learning environment which is what is needed to stimulate young minds,” Phetlhe said.

None of your business – Mantashe tells journalists

image

Cape Town – ANC secretary general Gwede Mantashe on Monday told journalists that his expectations for the party’s NWC meeting were “none of your business”.

ANC officials started arriving at the President Hotel in Cape Town for the extended national working committee meeting on Monday afternoon.

It followed last week’s Constitutional Court ruling that President Jacob Zuma failed to uphold the Constitution when he did not comply with Public Protector Thuli Madonsela’s remedial action regarding payment for the upgrades to his Nkandla homestead.

It ruled that the National Assembly also failed to uphold the Constitution when it set aside Madonsela’s report.

Since the judgment, calls for Zuma to step down or have the ANC recall him have increased.

On Friday, Zuma went on national television to apologise to the nation, saying he had not “knowingly or deliberately” violated the Constitution. He said it was a “very helpful” judgment.

The ANC had thrown its support behind him.

Mantashe said Zuma had humbled himself. He said opposition parties’ calls to have Zuma removed were intended to tear the ANC apart, which he said would not happen.

Arriving for the meeting on Monday, journalists asked Mantashe about his expectations for the extended NWC.

“None of your business,” was his reply.

Officials started arriving for the anticipated meeting around 14:00. Among them were top six officials, ANC treasurer Zweli Mkhize and deputy secretary general Jessie Duarte.

An extended NWC meeting meant it was open to the rest of the national executive committee.

Others arriving for the meeting were ANC head of policy Jeff Radebe, SACP general secretary Blade Nzimande, ANC Youth League president Collen Maine, ANC Women’s League leader Bathabile Dlamini, Defence Minister Nosiviwe Mapisa-Nqakula, International Relations Minister Maite Nkoana-Mashabane, Sports Minister Fikile Mbalula, and Arts and Culture Minister Nathi Mthethwa.

When Maine was asked if the league supported Zuma, he confidently answered “of course”.

Dlamini would not entertain questions, saying “hayibo senzeni na [We are attending a meeting here]”.

Mbalula said he looked forward to all ANC meetings.

Mapisa-Nqakula said SA Defence Union’s call for Zuma to be removed from office amounted to a coup.

“Whatever political crisis we have, we need a political solution. What it actually amounts to is a coup d’état. A coup will not be allowed in South Africa.”

On Tuesday, officials were expected to meet the party’s parliamentary caucus. The political committee, headed by Deputy President Cyril Ramaphosa, was also expected to meet.

On Tuesday afternoon, the National Assembly would debate a motion calling for Zuma’s impeachment.
