Municipality ‘instructed’ to reinstate former employee or else!

The former employee of Greater Taung Local Municipality (GTLM) and a whistle-blower, Thuso Bloem might get justice after 11 years. Bloem, who was working at the embattled municipality as a senior admin clerk, was allegedly dismissed in 2012 after lifting a lid on the alleged corruption that was taking place at the municipality.

However, Bloem reported this matter to the Public Protector’s office. The matter was ruled in his favour and the Public Protector, Busisiwe Mkhwebane’s remedial action gave the municipality three months to reinstate Bloem and pay him all the money he would have received since 2012, had he not been dismissed.

Mkhwebane also instructed the municipality to look into strategic measures that will efficiently address employees’ disclosures.

Recently, the municipality appeared before the North West Provincial Legislature’s Portfolio Committee on Premier, Finance, Cooperative Governance, Human Settlements, and Traditional Affairs after it failed dismally to implement the recommendations of the Public Protector.  

The Portfolio Committee chairperson, Aaron Mocwana said, this matter was brought to their attention through a petition. Mocwana further said, this is a long outstanding matter and the municipality should just indicate how speedily it can deal with the matter.  

“I became so surprised and shocked that every leader being the Premiers, MECs, Mayors, and political leaders in various formations have come across this particular matter, but failed to address it.  

“We have also visited the municipality with our legal team to verify issues raised by Bloem. This matter dated back as far as 2011 waring a certain municipality manager seconded to the municipality by the former Minister of Cooperative Governance and Traditional Affairs, the late Sicelo Shiceka,” he said.

Mocwana further said, the former municipal manager has allegedly misused the funds of the council in various ways. He added that, there is evidence attached by the former mayor to suspend the former municipal manager, Mpho Mofokeng.

“What is surprising is that, the municipal council managed to use the same information it received from the whistle-blower to suspend the former municipal manager, but failed to protect him.

“We want to understand, why the Public Protector’s findings were not implemented. Bloem’ suspension was irregular because he was suspended by Mofokeng, who was also in suspension,” said Mocwana.

He said the allegations raised by Bloem from SAMWU, were utilized by the municipal council against the former Municipal Managers, Meokgo Matuba and Mpho Mofokeng. Mocwana said it is alleged that Mofokeng spent R56 000 of the municipal council to fix his damaged car and irregularly awarded the tender worth R188 000 to someone ‘bearing’ the same name as himself.

“Mofokeng also allegedly hired a car, while he was still receiving a travelling allowance. These allegations including of Lazarus Mofokeng, who is alleged to be the cousin of Mofokeng, were utilized to suspend the former municipal manager.

“The municipal council should not just deal with this matter in the simplest form, but should also take responsibility, which we will put in writing. It is a glaring case, where people are powers unto themselves. The municipality was supposed to either allow this person to come back to work or reach an agreement,” said Mocwana.

He also suggested that, the municipality should take Bloem in for a psychological assessment because he does not look fine.    

Meanwhile, the municipal mayor, Tumisang Gaoraelwe said: “The report that we brought before the committee, was just to indicate that the municipality has decided to take the Public Protector’s findings regarding this case into a review. However, we think it will be a futile exercise after you have summed it up.

“I must say as the leadership of the municipality that, what the former municipal employee has been put through is degrading. However, it must be understood that this particular case has never been taken to council.”

Gaoraelwe said they were only made aware of this case as part of the cases that were on the list of litigation registrar at the municipality. He said, they do not see any problem going and revoking Bloem’s irregular suspension and enforcing the reinstatement.

Arson case against seven men postponed!

An arson case against seven accused from Manthestad village, near Taung was postponed to 21 February 2023 by Taung Magistrate’s Court on Tuesday for further investigations.

The former soccer star, Odiseng “Teenage” Komane (41), Obakeng “Prosto” Mogabale (46), Mothusi Motimeng, Pretty “Zero” Masibelele (36), former Taung Mega Stars FC goalie, Katlego “Makgasa” Tikane (32), Ali Sakiele (50) and Ontiretse Patrick Gosenyegang (38) were arrested for allegedly torching two houses and a bakkie belonging to the alleged drug lord and businessman, Bakang “Mahommed” Katong and his brother, Phenyo (34).

In May 2022, the community members embarked on a violent protest and accused Katong and other three suspects of murder. It is alleged that the Katong brothers, Thabang Lenyai (23), and Katlego “Makita” Mosimege (31) brutally killed Thabiso Mothibedi (35) in cold blood.

The police preliminary investigation revealed that on 29 April 2022, Mothibedi was at Lenganeng village near Taung and Katong along with his cronies allegedly fetched and transported him to Manthe village after accusing him of stealing R20 000 and cigarettes worth R600.

Upon arrival, the group of men allegedly chained the deceased to a generator and assaulted him. Subsequently, the accused allegedly transported Mothibedi to Manthe clinic where he was declared dead on his arrival.

Meanwhile, advocate Tebogo Letloleleng, who is representing all seven accused said, his clients are out on R500 bail each and charged with three counts of arson including looting.

“When we discuss the matter from a legal point of view, there is what we call a recent possession. For example, you burn the house now and you are arrested immediately. However, the incident took place three months ago, and only now, have the police arrested my clients.

“In actual fact, it took them three months to make arrests. All along, the police went out to look for statements, which might be true or not,” he said.

Modimong murder case back in court!

A murder case against two accused from Modimong village, near Taung is set to resume at Taung Regional Court on Thursday. Rebaone Malekanyo (32) and Tumelo Tlonkwe (31) were arrested for allegedly killing the former Vaaltar FM presenter and socialite, Tshepang Seelo (32) in 2021.

They were charged with premeditated murder, assault, kidnapping, and defeating the ends of justice.

According to the National Prosecuting Authority (NPA) regional spokesperson in the North West, Henry Mamothame, Seelo was allegedly killed on 31 October 2021, while walking from a local tavern with his girlfriend.

The deceased allegedly saw the duo stealing roof sheets from a certain house and called them out. Then the accused allegedly assaulted, kidnapped, and killed him before dumping his body in a furrow near Khibitswane village near Taung.

Seelo’s girlfriend allegedly ran away and escaped unharmed. The deceased’s lifeless body was found floating in the furrow on 3 November 2021. It is alleged that his body was mutilated and his eyes and tongue were missing.

The two accused were arrested on 2 November 2021 after they handed themselves over to the police.

Meanwhile, according to Taung DailyNews highly-placed source, who is close to the investigations said, the case might be provisional withdrawn. The South African Police Service (SAPS) in North West has also allegedly appointed a Provincial Task Team to start investigations from scratch after a ‘shoddy’ work presented by the previous investigation team.

It is alleged that, so far, the police cannot pin any of the accused to the murder scene and now the case has hit a dead end. The accused were remanded in custody until their next court appearance.

Service delivery at the brink of collapsing as workers demand R2500 danger allowance

Service delivery is on the brink of collapsing at the Greater Taung Local Municipality (GTLM). This comes after the municipal employees down tools on Tuesday over R2500 danger allowance.

According to these employees, the municipality should pay them R2500 for danger allowance, instead of the R1500 that was agreed upon. It is alleged that, the directors and senior managers have received R2500 as a danger allowance during the COVID-19 pandemic, while general workers only received R1500.

The GTLM’s acting municipal manager, Andrew Makuapane addressed the workers and said the council resolution is that, the municipality does not have money. However, things took a different turn when the municipal mayor, Tumisang Gaoraelwe, who was also part of the meeting, ‘threw’ Makuapane under the bus and told employees that the municipality has enough money.

This caused mayhem as workers went berserk. They went to the streets and threw faeces and littered the Taung Central Business District (CBD) including municipal offices. They also vowed not to return to work until their grievances are addressed.

 

The South African Municipal Workers Union (SAMWU) chairperson in the Greater Taung Local Municipality (GTLM), Modipadi Ruele said, the workers have taken a resolution that, they will down tools until the municipal council takes a resolution that is in their favour.   

“It is disheartening that these employees were at the forefront during the COVID-19 pandemic and ensured that, there is service delivery. However, the municipality is now ill-treating them,” Ruele said.

The IMATU chairperson in Greater Taung Local Municipality (GTLM), Goitseone Gill shared the same sentiments. Gill said, the strike was caused by the disparity in the danger allowance issue.

“We have realised that senior managers and directors received R2500 as danger allowance, while general workers only received R1500. You must remember that, during the COVID-19 pandemic, there was a decision taken that each employee must get R1500 across the board.

“So, our bone of contention is to understand why there was a disparity in the danger allowance. As IMATU, we want our employees to be compensated accordingly. What the workers want, is to be paid R2500 and we do not want to dwell too much on consequence management issues,” he said.

It is alleged that, the Director of Corporate Services, Dikagisho Mokoma was suspended for misleading the council over the R2500 danger allowance. According to the report, there was no council resolution that said, directors and senior managers should receive R2500 as a danger allowance, while general workers should receive R1500.

Azania Independent Community Movement (AICM), Tebogo Monchonyane said: “On Monday, the council was sitting discussing various items including the suspension of Mokoma. Now, what happened is that, the investigation report into the allegations of misconduct against Mokoma was tabled by Matshego Ramagaga Attorneys and Conveyancers as it was appointed to conduct investigations.

“The findings of the report are implicating Mokoma and suggest that she has misled the previous council. So, as opposition parties, we have adopted the report and called for a disciplinary hearing against her. However, the ANC councillors have declined the adoption of the report and suggest that the report be deferred for three weeks.”

Monchonyane said, what is surprising is that, the ANC councillors want Mokoma to return to work.  

Meanwhile, the Greater Taung Local Municipality mayor, Tumisang Gaoraelwe said: “Remember, the municipal manager does not speak as an individual, but the council resolution. If the council says there is no money and they would not be able to pay employees, that is the resolution of the council.

“However, where I am sitting as the mayor, I know that the municipality has enough money. But at the same time, it is only the council that should decide on whether to pay employees or not.”

Gaoraelwe said from an individual perspective, it is not fair what is happening to these employees, but he cannot divorce himself from the council resolution. He said the council resolution is binding, even as unfair as it is.

ANC leadership in Dr Ruth Segomotsi Mompati to hold its inaugural meeting

The newly-elected ANC Regional Executive Committee (REC) in the Dr Ruth Segomotsi Mompati said, it will hold its inaugural Regional Executive Committee (REC) meeting this week. The ANC regional secretary, Walter Mabogola said, the aim is to bring unity and renewal to defend and advance the people’s democratic gains in the region.

The regional elective conference was held last weekend at Banquet Hall in Vryburg. 

According to reports, all of REC’s top five positions were uncontested. Motseokae “Sense” Maje, who is the executive mayor of the Dr Ruth Segomotsi Mompati District was elected as the regional chairperson, Gabby Mosebetsi was elected as deputy regional chairperson, Walter Mabogola was elected as regional secretary, Joseph Moabi emerged as deputy regional secretary, while Doreen Moriri was elected as treasurer.

“The ANC is still a great significance and hope for the people in the region, especially the oppressed and marginalised. In brief, we are going to implement the mandate of the delegates, who were part of the conference. Our part of the mandate is to develop a Programme of Action for three years.

“This will ensure that there is renewal, rebuilding, and unity within the ANC in the region. The assertion will continue to resonate in both words and actions as we lead the ongoing effort to build a united, non-racial, no sexist, democratic and prosperous society,” he said.

Mabogola further said, they will discuss organisational, youth, political, and governance issues during the inaugural meeting too. He added that, when they are talking about true unity, they are talking about the unity of purpose, which will be informed by their Programme of Action.

“We are expecting every ANC leader in the region to take part in the implementation of the program. There will be also an induction program for our public servants, who occupy government positions.

“This will assist us in ensuring that every member and public servant understands the mandate and vision of the ANC. We are also going to ensure that there is consequence management and accountability against those who transgress,” said Mabogola.

He said working together with the ANC Provincial Executive Committee (PEC) in North West, they have brought necessary changes in various local municipalities such as Kagisano-Molopo, Lekwa-Teemane, Greater Taung, Naledi, and Mamusa Local Municipalities.

“Remember, the ANC is a national liberation movement and it was formed to unite the African people and spearhead the struggle for fundamental political, social, and economic change. The ruling party also continues to uplift the quality of life of all South Africans, especially the poor.

“So, the newly-elected leadership in the region marked one of the most important turning points. We are going to achieve our mandate through discipline, dedication, and determination. We believe that, we could achieve our objectives through persuasion too,” said Mabogola.

Meanwhile the ANCYL regional spokesperson, Amogelang Maretela said: “The ANCYL in the region is happy with the newly-elected ANC REC in the region. We hope that it will provide direction and gives a clear message to other members of the organisation.

“We also call on all ANC members to rally behind it and as the ANCYL, we will support every action the leadership takes that includes us as young people of the movement. We are also going to do our utmost in ensuring that the REC is relevant to the masses and society at large.”

The 100th birthday of God’s grace!

A centenarian, Julia Mamorwadi Mocumi celebrated her 100th birthday with style along with her circle of family and friends at her home in Magogoe Khoi-Khoi village, outside Mahikeng in North West on Saturday.

The elegant Julia was in a jovial mood as she danced with the aiding stick into her hand to keep balance. It seems Julia has a ‘special bond’ with almost everyone within the community because she was cheered up by the young and old.

“I am happy today that I am celebrating 100 years. This is actually 100 years of God’s grace and I will always appreciate it. However, I am too old now and I am ready to leave this world because I believe I have played my part.

“I want to send my gratitude to God and say thank you to my children, who made this possible. There is no special recipe to live longer and I just want to tell the young generation to stop indulging in alcohol and look after themselves,” she said.

Julia also encourages people to eat healthily and stop using a lot of spice in everything. She only has two biological children, but only left with one after the death of her firstborn.

“I was devastated when I lost my husband because of death, but I managed. If you have a good heart as a person, God will continue to bless and protect you. So, thank you to everyone who came through to celebrate this milestone with me,” said Julia.

Rekgonyane Mocumi (73), who is Julia’s only biological child alive said, he learned a lot from his mother. Rekgonyane said, they originate from the West of Johannesburg, Kagiso Township in Krugersdorp, but moved to Mahikeng during Soweto Uprising.  

“I am a responsible man because I was raised by this queen. She showed pedigree and is also loved by many,” he said.

Meanwhile, Sandra Mocumi (60), who is one of Julia’s grandchildren shared the same sentiments. Sandra said her granny is the humblest person she ever came across.

“My granny does not like going out in the streets. She is also still strong physically and does not have chronic diseases. Imagine at my age, I am using medication for chronic disease, but my granny does not.

“She can still bathe, takes herself to the toilet, which is outside, and makes tea for herself without any assistance. Indeed, we are truly blessed to have her as a granny. She also encouraged us not to drink alcohol and sometimes we will joke with her and gives her some alcohol, however, she will resist after finding out that indeed is alcohol,” Sandra said.

North West MEC bemoans spike in GBV cases!

The North West MEC for Social Development, Boitumelo Moiloa bemoaned the spike in Gender-Based Violence (GBV) cases and urged men to come out in support of initiatives aimed at fighting the scourge of violence.

Moiloa said it is worrisome and disturbing to note that 13 000 women were victims of assault with intent to cause Grievous Bodily Harm (GBH) between July and September 2022.

“More than 10 000 rape cases were opened in the same period by the police. This is according to the recent crime statistics and we make a clarion call to all stakeholders, including the religious sector, businesses, and every community member to play a role in protecting women and children.

“As the country marks 16 days of activism on no violence against women and children, we called for concerted efforts in curbing the scourge of GBV. Society must take part in mentoring and teaching young boys to always value and respect young girls and women,” she said.

Moiloa further said, they also need more men to stand up and make a difference. She added that, the voices and actions of men are crucial in the fight against violence and abuse.

“Changing behaviour and ingrained attitudes will not be easy, but men must take the lead in this drive. It is time for men to join the fight and become the vanguard of our common struggle to end violence and abuse.

“The 16 Days Activism Campaign continues to generate a heightened level of awareness amongst South Africans on the deleterious effect and impact of GBV and femicide in society,” said Moiloa.

She said over the past two decades, all partners especially the government, working with civil society, have been making concerted efforts in raising awareness about the 16 Days of Activism campaign within a broader approach of 365 days of action to address the scourge of GBV and femicide in the country.

Moiloa is also scheduled to lead a series of awareness campaigns on GBV across the province during the festive season.

Meanwhile, the Multi-Party Women’s Caucus (MPWC) has welcomed the focus on economic emancipation in the government programs planned for the 16 Days of Activism of No Violence against Women and Children.

Committee Chairperson, Nkhensani Kate Bilankulu said, the MPWC was briefed by the Department of Women, Youth and Persons with Disabilities, the South African Police Service (SAPS), and the Department of Justice and Correctional Services.

“We note that the campaign is a year-long, but that the 16 days between 25 November and 10 December is a period for focused reflection on violence and abuse experienced by women and girls in all their diversity.

“The committee heard that the campaign takes place annually from 25 November – International Day of No Violence against Women – until 10 December, which is International Human Rights Day,” Bilankulu said.

She said the Department of Women, Youth, and Persons with Disabilities said that, given the heightened levels of violence in South Africa against women, girls, children, people with disabilities, the elderly, the LGBTQIA+ community, women migrant workers, refugees, and asylum seekers and sex workers, the campaign has over the years evolved into a 365-days-a-year programme to fight GBV and Femicide (GBVF).

Bilankulu said the department told the committee that the proposed theme for this year is “Socio-economic Rights and Empowerment to build Women’s Resilience against Gender-based Violence and Femicide: Connect, Collaborate, Contract”.

A man who is accused of killing a nurse remanded in custody!

A MURDER case against a man who allegedly killed a nurse in Ipelegeng Township, near Schweizer Reneke was postponed until 24 January 2023. Bongane Gregory Shebi (24) was arrested on 15 October 2022 after the body of Iris Mohokare was discovered with her throat slit open in her rented back room by her landlord on 13 October 2022.

The landlord subsequently informed the police, who immediately started investigations. 

The National Prosecuting Authority (NPA) regional spokesperson in North West, Henry Mamothame said, the case was postponed pending the DNA test results. Mamothame further said Shebi abandoned his bail application and he will remain in custody until the matter is concluded.

“Shebi became a person of interest after he was spotted not far from the crime scene walking in bloodied clothes. Then the police started looking for him and he was ultimately arrested on 15 October 2022.

“Upon arrival at the police station, he informed the police that he wants to confess. Shebi was subsequently taken in so that the confession can be obtained and later took the police to the scene, where he had thrown away the bloodied clothes he was wearing,” he said.

Mamothame added that, the accused alleged that he was in the company of another person, but the motive only became clear in the accused person’s confession, that he and another person intended to rob the deceased. He said, Shebi further alleged that he is not the one who stabbed the deceased, but the person whom he was with.

“However, the police have indicated that evidence that was obtained at the scene, indicates that only one person was at the crime scene at the time of the commission of the offense,” said Mamothame.

A man nabbed for ‘tampering’ with essential infrastructure!

A FORTY-YEAR-OLD man was arrested for allegedly tampering with Essential Infrastructure. Felix Ndoti was arrested after allegedly breaking and gaining entrance into a Vodacom container and stealing batteries in September 2018 in Schweizer Reneke. 

The North West police spokesperson, Capt Aaftje Botma said, consequent to an intensive investigation by the Provincial Organised Crime, the accused was linked with the break-in through fingerprints. Botma said, Ndoti was further linked to the two incidents in Coligny, wherein he allegedly broke into a container and stole batteries.

“He was ultimately arrested on 21 November 2022 in Delareyville. Ndoti briefly appeared in the Schweizer Reneke District Court on a charge of tampering with Essential Infrastructure.

“The case was postponed until 29 November 2022 for a formal bail application. The accused will also appear on 28 November 2022 in the Coligny Magistrate’s Court on two counts of malicious damage to property and theft of tower batteries,” she said.

Meanwhile, the North West Police Commissioner, Lieutenant General Sello Kwena lauded the police for Ndoti’s arrest and pointed out that this will serve as a warning to those who tamper or destroy essential infrastructure.
