Committee welcomes Minister’s intervention at College

10 September 2025 – The Portfolio Committee on Higher Education has welcomed the swift intervention by the Minister of Higher Education, Buti Manamela, following a briefing from the College of Cape Town (CCT) on the state of governance at the institution.

During the engagement, the committee was alarmed to learn of persistent tensions among senior managers, which have resulted in weak governance, low staff morale and disruptions to academic programmes.

The Chairperson of the Committee, Tebogo Letsie said according to the college principal, divisions within management escalated after his appointment, following unsuccessful bids for the position by two deputy principals. Letsie said he explained that this outcome sparked a prolonged power struggle, which continues to destabilise the institution.

“We welcome the department’s interventions under Section 46 of the Continuing Education and Training Act, 16 of 2006, which empowers the Minister to act where a public college is mismanaged or unable to perform its functions effectively.

“We welcome the decisiveness on this matter, as it was evident that the principal regarded this institution as his own until we called him to order. Such attitudes have no place in government institutions that are funded by the taxpayers of this country,” he said.

Letsie further said as the committee, they are hopeful that the Minister will remain firm in his decision and report back within two months on the progress and outcomes of the stabilisation team, as promised. He added that the Director-General of the Department of Higher Education and Training (DHET), Dr Nkosinathi Sishi, clarified that the principal is facing 21 charges, not 300 as alleged.

“The DHET’s attempts at consequence management have been frustrated, as the principal is often unavailable to respond when required.

“The committee reiterated its position that the ongoing instability at CCT cannot be allowed to compromise the academic success of students and called for urgent steps to restore stability, good governance and accountability at the institution,” said Letsie.

Oversight visit to two hospitals

10 September 2025- The Gauteng Provincial Legislature’s (GPL) Standing Committee on Scrutiny of Subordinate Legislation (CSSL), will conduct a Post-Legislative Scrutiny (Oversight) visit in two hospitals in Vereeniging regarding the Gauteng Health Revision of Uniform Patient Fee Schedule (UPFS) on Thursday.

This follows the Committee’s approval of the Gauteng Department of Health’s amended Regulations on the Revision of the Uniform Patient Fee Schedule (UPFS) relating to Ambulances tabled on 22 May 2025.

The Chairperson of the Committee, Matshidiso Mfikoe said this Post-Legislative Oversight visit will be the second oversight, following the visits in Tshwane last month. Mfikoe said the Committee’s approval aligns with Section 4(9)(b) of the Gauteng Scrutiny of Subordinate Legislation Act 5 of 2008 (as amended).

“The revised UPFS introduces an annual fee increment of 4.3%, ensuring sustainability while safeguarding access to healthcare for indigent patients, as enshrined in the Constitution. 

“The key objectives of the oversight visits are to assess implementation of the UPFS amendments at the two Facilities as well as to engage with stakeholders to evaluate compliance and service delivery,” she said.

South Africa Hosts Inaugural Investment Summit G20 Legacy

10 September 2025- South Africa today hosted the inaugural Tourism Investment Summit in Cape Town, led by the Minister of Tourism of the Republic of South Africa, Patricia de Lille. The Summit, which is a G20 legacy project, firmly placed tourism investment on the global agenda ahead of the G20 Tourism Ministers’ Meeting, which will take place on 12 September 2025, in Skukuza, Kruger National Park.

De Lille said they stand here not only to showcase projects, but to invite partnerships. She said South Africa is a nation at work and they are about action.

“Together, we can deliver a bold new chapter in tourism investment, for our country, for Africa, and for the world. During the Summit, eight bankable tourism projects were unveiled, representing nearly R1 billion in potential investment.

“These projects are tangible opportunities for investors in eco-tourism, hospitality infrastructure, cultural heritage tourism, and green innovation. Our projects range in size, from the God’s Window Skywalk in Mpumalanga, which is seeking an investment of R200 million ($10.4 million), to the Hole in the Wall Resort in the Eastern Cape, requiring R141 million ($7.9 million),” said De Lille.

She further said together, all these projects reflect South Africa’s readiness to welcome investment that delivers not only strong returns, but real benefits to communities. De Lille added that the projects are the Western Cape Tokai Manor Table Mountain National Park, Tshwane’s Eye of Menlyn, Mpumalanga God’s Window Skywalk, Eastern Cape Water World Fun Park in Buffalo City and Orpen Kruger Lodge.

“This includes Western Cape Groote Schuur Estate Tea Room and Restaurant, Eastern Cape Hole in the Wall Resort and Skukuza Rest Camp, Kruger National Park. The eight projects are from both the public and private sectors, with strong return on investment and high community impact.

“And this is just a fraction of what lies in our national pipeline, which is rich, diverse, and growing. We stand here not only as a nation of immense tourism potential, but also as a gateway to Africa,” emphasised De Lille.

She also stated that under the Government of National Unity, policy shifts have been adopted and demonstrate the power to unlock growth. De Lille said effective 1 June 2025, the Amended National Treasury Regulation 16 for Public-Private Partnerships came into effect, introducing greater flexibility and innovation.

“These changes enable the adoption of diverse models ranging from Design-Build-Operate partnerships to blended finance and even crowdfunding. One of the key highlights of the event was the announcement by the Secretary-General of UN Tourism, Zurab Pololikashvili, of 100 UN Tourism scholarships for South Africa.

“These scholarships will support the development of the next generation of tourism leaders, equipping young people with the skills to contribute to a sustainable, inclusive, and competitive tourism sector,” she said.

De Lille said the Summit served as a G20 Tourism Legacy platform, bringing together high-level decision-makers, investors and industry leaders to unlock new opportunities in global tourism investment. She said a major outcome was the release of the Tourism Investment Guidelines, developed in partnership with UN Tourism.

“These guidelines provide a practical roadmap for aligning investment flows with responsible, inclusive, and sustainable tourism development across the G20 and beyond. The G20 Investment Summit reaffirmed that with the right policies, guidelines, and partnerships, tourism investment can generate lasting legacies not only for global economies but also for local communities across South Africa and the world,” she said.

De Lille said reflecting on the Summit’s significance, it is about jobs, growth and transformation. She said Tourism is labour-intensive.

“Every investment here means jobs for young South Africans. Every Rand or Dollar invested is an opportunity created. And every partnership formed here will help us transform tourism into a driver of inclusive, sustainable prosperity,” said De Lille.

Orbit College FC coach Pogisho Makhoye’s remarks over Monnapula Saleng cause an uproar

10 September 2025- The Orbit College FC management has apologised to Orlando Pirates FC loaned player, Monapula Saleng, fans, supporters and the football fraternity over his comments. This comes after Orbit College FC head coach, Pogisho Makhoye expressed disappointment regarding Saleng’s performance, stating that the player’s presence negatively impacts the team’s dynamic, causing other players to rely on him and reduce their own effort.

Makhoye alleged that he spoke to Saleng, urging him to “up his game” and lead the team as a star player. However, warned that the team might have to rethink Saleng’s role if he doesn’t step up.

On 9 September 2025, the Orbit College FC posted an apology on its official Facebook page regarding the matter. The message reads” “We at Orbit College FC wish to address recent comments made by our coach regarding the performance of our player, Monnapule Saleng. We recognize that these remarks, shared last week on social media, have caused concern and disappointment among our fans, stakeholders, and the wider football community.

“We sincerely apologize for the unintended distress caused by these comments. Our intention is always to foster a positive and supportive environment for all our players, who work tirelessly to represent our club with pride and dedication.”

The message continues that Saleng is a valued member of their team, and they deeply regret any impression that his contributions have been undervalued or unfairly criticized. The club said it is committed to support its players’ growth and well-being both on and off the field.

“We acknowledge that public statements must be made with care to avoid misinterpretation or harm. Moving forward, we will take steps to ensure more thoughtful communication and continue to focus on unity, respect, and constructive dialogue within our team.

“We are in discussions with all involved parties, including Saleng, to address this matter internally and ensure that our shared goals remain at the forefront. We ask for your understanding and continued support as we work to strengthen our team and uphold the values that define Orbit College FC.

Who will emerge as ANC provincial chairperson?

10 Septmeber 2025- Even though ANC Provincial Elective Conference in North West is still far, some ANC members have already started to debate on who they will bet their money on. The highly and fiercely contestation between the North West Premier, Lazarus Mokgosi and ANC provincial chairperson, Nono Maloyi is expected.

Mokgosi, who is the current ANC deputy chairperson in North West, is anticipating toppling Maloyi who seems to be in the driving seat for now from his position as the ANC provincial chairperson. According to the insider within the ANC, there are two factions within the party.

“Maloyi has the likes of former ANCYL president, Collen Maine, who is very influential in his camp. Truly speaking, Maloyi does not have numbers, but Maine has. Now, Maloyi has roped in SANCO leader, James Gadinabokao who seems to have support of SANCO members across the province.

“You will remember that Gadinabokao was outspoken against Maloyi’s alleged corrupt activities at some point. Now, he has turned him into his lackey. But, what I can tell you is that, there is a bad blood between Maine and Gadinabokao, so that deepens division within the camp.”    

He said: “On the other hand, Mokgosi is working with ANCYL and ANCWL structures in the province. He also has support of ANC alliances, so, he might emerge as the provincial chairperson come elective conference. However, he must have a solid strategy. Mokgosi seems to be weaker in terms of taking unpopular decisions and that might work against him.”

The ANC provincial spokesperson, Tumelo Maruping said the party in the province has not yet designed a roadmap for the provincial elective conference. Maruping said the provincial elective conference is too far to even talk about it.

“However, we are busy preparing for regional elective conferences for Ngaka Modiri Molema, Dr Kenneth Kaunda and Dr Ruth Segomotsi Mompati regions. These regional elective conferences are scheduled to take place before December 2025.

“We understand that our members might be eager, but they should maintain high moral of discipline at all times. Remember, there should be a roadmap, where we will highlight when branch audit will commence and others,” he said.

South African National Civic Organisation (SANCO) spokesperson in North West, Mzukisi Jam said: “We are still in support of Mokgosi to contest for the provincial chairpersonship position on the basis that he is one of the few people who seems to be more concerned about the social welfare of the ordinary people in North West.

“To be honest, we have not seen any progress in terms of service delivery under the current ANC leadership. However, the only progress that we have seen from various MECs is looting.”

Jam said they have brought this matter to the North West Premier, Lazarus Mokgosi’s attention and they believe he will address it. He said it seems the MECs are in a serious competition in who will loot more than others.

“But as for service delivery issue, we do not see much. Typical example, healthcare centres under the North West Department of Health has become a slaughter house, where people die lie flies.

“In Dr Kenneth Kaunda District, there was an old man who died on the queue, while waiting to be assisted. However, until today, there is no outcome of the investigation report and no one was held accountable,” said Jam.

He further said this is not the only incident. Jam added that the roads across the province are in shambles and potholes have now turned into bathtubs.

“Where is the North West MEC for Public Works and Roads, Elizabeth Mokua? She is missing in action. Look at the infrastructure at Public Works and Roads, including corruption allegations.

“Go and look at the state of the municipalities across the province. They have all collapsed and that was exposed by the Portfolio Committee on Cooperative Governance and Traditional Affairs (COGTA) during its recent visit. We are not being personal, but those who are in charge are just enriching themselves unjustifiably,” he said.

Meanwhile, the North West University (NWU) political analyst, Prof Andre Duvenhage said: “Well, if I look at the structures, influence and history, I believe that ANC provincial chairperson, Nono Maloyi is more likely to emerge as the winner.

“However, I believe there are always the divisions within the party in the province. This division is mostly aligned with the national divisions. I also understand that Maloyi is aligned to the ANC Deputy Preisdent, Paul Mashatile’s faction.”

Duvenhage said he will regard Maloyi as the most likely person to ascend to the throne.

Bafana Bafana’s road to the World Cup clearer

10 September 2025- Bafana Bafana were held to a 1-1 draw by Nigeria in a tense FIFA World Cup qualifier played at the Free State Stadium on Tuesday night. It was billed as an epic showdown between the two long-time adversaries and it certainly lived up to expectations with the two teams throwing everything they had at each other for the full 90 minutes, to the delight of the passionate fans in the stands.

Coach Hugo Broos’ charges were the first to put their name on the stadium scoreboard after Nigeria’s William Troost-Ekong beat his own goalkeeper to put the home side in the lead in the 25th minute. Nigeria equalised on the stroke of halftime through Calvin Bassey just before the break.

Television replays later showed that Bassey did not head the ball and actually used his hand to guide it past South African goalkeeper Ronwen Williams and into the back of the net. The match officials did not spot the handball and the goal stood.

The two teams continued to throw everything they had at each other in the second half, with several flying tackles and physical challenges dominating play. But in the end, the two sides had to settle for a share of the spoils.

The result keeps Bafana Bafana at the top of Group C with 17 points. The final round of qualifiers will be played next month, with Bafana Bafana very much in control of their own destiny.

“The performance of my team today, in this game, makes me enormously proud. It may not have been good football at times, not at all, but the way they fought for every ball was nice to see for a coach,” Broos said.

Bafana Bafana return to Johannesburg on Wednesday.
