PARLIAMENTARY COMMITTEES SUPPORT BILL AIMED AT HELPING ESKOM

Cape Town- The Standing Committee on Appropriations held a joint meeting with the Select Committee on Appropriations to discuss the Eskom Special Appropriation Bill and the Eskom Subordinated Loan Special Appropriation Amendment Bill for the financial year of 2008/09-2010/11.

Members of the Committees proposed that the Bill be supported.

The Committees said South Africa was a developmental state, as such parliamentarians had a responsibility to intervene and that the state intervention was needed within Eskom.

The collapse of Eskom could not be allowed. The Committees were of the view that the assistance extended to Eskom should be followed by accountability. The Committees indicated that they would like to know on an ongoing basis how the improvement of a balance sheet was being converted into service delivery.

“The Committees expressed a concern over the conversion of a full R60 billion which was being reflected as equity. Briefing the Committees, National Treasury said Eskom debt would be reduced by R24.4bn while simultaneously increasing the equity by the same amount,” Parliament spokesperson, Yoliswa Landu said.

Landu said the conversion to equity was part of the subordinated loan which was one of the interventions that formed pack of the support package for Eskom.

The Committees said it was important that the money that was being appropriated should be used for its purposes and in a proper manner.

Members of the Committees called upon National Treasury to ensure that the process of converting loans into equity is transparent.

The Committees questioned the issue of equity by inquiring the amount of shares that had been issued and the cost of shares and what percentage of equity would government receive.

“Furthermore, members inquired if dividends from the equity that would be received. The Committees will monitor how Eskom is going to spend these funds and ensure a sustainable energy generation in South Africa,” she said.

Chairperson of the Standing Committee on Appropriations,  Paul Mashatile, said: “We support the need to assist Eskom. There is a need to get Eskom working and these measures of making Eskom to work are very important. But we want to deal with details and how do we make sure that the money that is going to be made available is going to assist Eskom.”

The Joint Committees have invited the Department of Public Enterprises and Eskom to appear on Friday to present their plans on how to address problems at Eskom.

DA in North West accuse the City of Tlokwe of discrepancy

The Democratic Alliance in North West vows to leave no stone unturned and to pull all stops to govern Potchefstroom after the 2016
Local government elections.

Democratic Alliance Legislature leader in North West, Chris Hattingh said tt is clear that the Tlokwe Municipality, once the North West flagship
municipality has now earned itself a tittle of the most failing municipality in North West, and also becomes an
institution with limited accountability and questionable financial
practices.

This came about after the North West Standing Committee on Public Accounts (North West SCOPA) held a public hearing to interrogate the Tlokwe Municipality (Potchefstroom) on their Audit outcomes for the 2013-2014 financial year on Wednesday.

According to Hattingh, the Auditor General (AG) inter alia reported that unauthorized expenditure of R235 248 036 and irregular Expenditure of R27 954 946 was incurred during the
current year and irregular expenditure of R364 370 504 of prior years.

“Fruitless and wasteful expenditure of R134 138 incurred during
the financial year and fruitless and wasteful expenditure of R1 552 150 of
prior years has not yet been dealt with in terms of the Municipal Finance
Management Act (MFMA),” said Hattingh.

He also further explains that the AG further reported that the municipality materially underspent the capital budget by R9 165 633 and as a consequence service delivery was
affected negatively.

“Impairments of R52 443 392 and material losses of R30 225 058
respectively were incurred as a result of a significant impairment of
debtors and electricity and water losses.

“The AG further reported that unauthorized, irregular and fruitless and wasteful expenditure incurred by the municipality was not investigated to determine if any person was liable for the expenditure as required by law,” he said.

He also accused the North West municipalities and provincial departments where cadre deployment without the required qualifications, expertise, experience and capacity has become the norm.

“North West SCOPA heard that the municipality for the past 5 years only had a Chief Financial Officer for a limited period and for the rest of the period had to rely on an official acting in that position.

“During the public hearing it has also become clear that required procedures including disciplinary actions, criminal charges and the recovering of funds will-fully expended because of unauthorized, irregular and fruitless and wasteful expenditure, did not happen,” Hattingh said.

According to Hattingh, The Nexus forensic investigative report, addressing a series of irregularities involving senior African National Congress officials more than two years after it was received by the Municipality, has not yet been interrogated by the Council.

However Tlokwe City Council refutes the claims brought forward by Democratic Alliance in a statement pertaining 2013 /14 AG findings on Tlokwe City Council.

Tlokwe City spokesperson, William Maphosa said the claims highlighted by DA North West Legislature leader, Chris Hattingh are late rebound that has already been taken over by events.

“The issues they raise are not new as the municipality has long dealt with the report and conclusively corrected the issues raised.

“In fact the Municipal Public Accounts Committee has early as March this year held a series of public consultative meetings to table the AG report and indicated what corrective measures it was undertaking in that regard,” Maphosa said.

He said it is now an accepted fact that during the 2013/2014 there had been an institutional instability as a result of the frequent and revolving political leadership between the ruling party and opposition parties.

“Consequently the municipality had three different Acting Accounting Officers.

“Each Acting AO appointed a new bid committee members, handover between the 4 different procurement committees was troublesome and in January 2014 all reports at the Specification, Evaluation and Adjudication Committee were returned for review, quality control and correction where required,” Maphosa outlines.

He said that resulted in a further delay in procurement and the implementation of capital projects as well as other concomitant challenges.

However, Maphosa said most of these issues have been addressed and some are in the process of being addressed.
Tlokwe City spokesperson said most of 2013/14 projects were converted to multi-year projects to accommodate the revised MIG allocation of R20m because MIG 2015 spending was over the 80% mark.

“In fact this year the municipality received a windfall of R25 million that was diverted from some municipalities that failed to perform and re-allocated to Tlokwe due to our good performance of MIG spending.

“In the final analysis, this municipality obtained a qualified audit opinion in the 2010/11 financial year. The following year in 2011/12 it got an unqualified opinion with matters of emphasis,” he said.

According to Maphosa, the 2012/13 opinion is also unqualified, but with reduced matters of emphasis.

He said nobody can therefore deny that the audit findings of 2013/14 are being addressed and the progressive trend of correction is proceeding irreversibly.

Minister Zulu’s Youth Enterprise heads to Sekhukhune

SEKHUKHUNE- Following the highly successful Youth Enterprise Day held in Nokaneng, Mpumalanga last Friday, Minister of Small Business Development, Lindiwe Zulu, will host the second Youth Enterprise Day at Thaba Moshate Casino and Convention, Burgersfort in the Sekhukhune District Municipality in Limpopo.

The departmental spokesperson Cornelius Monama said the campaign is part of the department’s Youth Month programme.

The event, to be held under the national theme: “Youth Moving South Africa Forward”, and will focus on raising awareness about the programmes offered by the department and its agencies that can benefit young entrepreneurs.

“Minister Lindiwe Zulu is expected to encourage the youth of the area to start businesses and co-operatives so that they can create employment for themselves and their communities,” Manama said.

Minister Lindiwe Zulu will give young people the opportunity to share with her their experiences and challenges, and to identify the kind of support they expect from department.

A 13-year-old daughter raped by dad in Zeerust

Zeerust- A 40-year-old man from Sebalagane section in Motswedi village, near. Zeerust handed himself over to the police after an alleged rape case was reported against him, North West police spokesperson, captain Paul Ramaloko said.

Ramaloko said it is alleged that the suspect raped his 13-year-old daughter while her mother went to assist at a nearby house with funeral preparations.  

“It is further alleged that when the victim’s mother returned home, she noticed that the child was not at home and went to look for her. She was allegedly found at a neighbour’s house,” Ramaloko said.

He said when the mother spoke to her she broke-down in  tears narrating her rape ordeal to her and pointed her father as the perpetrator. 

“The mother of victim allegedly approached the Motswedi police to lay a charge. After the man heard that a case is opened against him, he handed himself. He is now in the Motswedi police cells due to appear in before the Motswedi magistrates court on Thursday,” he said.

The Acting Cluster Commander of Zeerust police Colonel Reginah Ntoagae lauded the parent for coming fourth to report the case.

“We will give this case the necessary attention” added Colonel Ntoagae.

Hunt for North West rape suspect

Rustenburg – North West police are looking for a man who allegedly raped and nearly killed a woman in Klekrsdorp, they said on Tuesday.

“The woman was found lying on the street by a passerby at Elandsheuwel on Saturday at about 6.15pm,” Captain Paul Ramaloko said.

The victim was found unconscious with blue jeans and underwear lying next to her. The victim had multiple bleeding wounds on her face and head.

Ramaloko said there were stones with blood stains around her. He said preliminary investigations suggested that the woman was raped.

“The victim is still unconscious and police are investigating attempted murder and rape.”

MEC injured in car crash

Rustenburg – North West Sports and Education MEC Wendy Matsemela is recovering in hospital following a car accident, the ANC chief whip’s office said on Tuesday.

Spokesman Oupa Matla said Matsemela was involved in an accident on Saturday night on the N4 highway near Rustenburg.

“Comrade Matsemela, at the time of the accident, was travelling with her two bodyguards from Pretoria to Rustenburg on official duty.

“The accident happened three kilometres away from Marikana Toll Plaza, a kilometre less to where comrade Mahlakeng [Scopa chair] had an accident a while ago.”

He said Matsemela’s bodyguards, Bulara Motsapi and Abel Kgaje, were treated for minor injuries and released the same day from Fencrest Hospital, while Matsemela sustained serious injuries which needed further medical attention .

“Comrade Wendy is responding well to the treatment and there is an improvement on her condition as a result she is been transferred from ICU to the normal wards.”

It was not yet clear what caused the accident.

Two nabbed over Taung prosecutor attempted murder case

NORTH West police arrested two suspects in connection of an attempted murder case that took place a week ago.

Taung Magistrates Court prosecutor was allegedly stabbed on his head and stomach last week Saturday at Rooival village, near Taung.

Sandile Mbogazi(38) was allegedly stabbed at a tavern in Rooival after an argument ensued between him and the suspects.

He was airlifted to a private hospital in Johannesburg after he suffered terrible injuries on his head and stomach. Police could not link the attack to Mbogazi’s work even though unconfirmed reports suggested that he was attacked by one of the suspect’s allies, who was sanctioned to prison for six years.

Umthuthuzile Kula (22) and Siyabonga Forane(26) briefly appeared before court on Monday for attempted murder, and their case was postponed until 15 June 2015.

North West police spokesperson sergeant Kealeboga Molale said the police made a breakthrough and the two will remain in custody and investigations continue until their next bail appearance.
