Woman arrested for penis hacking

Sydney – An Australian woman who admitted killing her ex-lover and attempting to hack off his penis was jailed for three years and nine months on Wednesday, with a court accepting she was suffering depression.

 

Jian Chen, aged 47, pleaded guilty to the manslaughter of her former partner Jin Xiang Peng over his fatal sedation and stabbing in February 2011 amid a protracted and bitter dispute over money and their young son.

 

Jian told a psychiatrist that “something inside me” told her to destroy the “monster’s weapon”, that he “uses his penis to harm woman and children”.

 

“I knew Peng used his penis to capture women, to have children by them, use the children as tools to squeeze money out of us,” Jian said, according to the sentencing.

 

“Something just urged me to do it, don’t let the monster to harm any more children.

 

“I remember I cut some of his penis. I went to flush it down the toilet, to flush it down so he couldn’t harm any more children and he couldn’t harm any more women.”

 

‘Gratuitous cruelty’

 

She laced his soup with sedatives before the attack and called emergency services to report that “somebody is dying”, telling the operator “I kill him, my ex-boyfriend, he’s a crook”, admitting stabbing him in the neck and penis.

 

Judge Monika Schmidt said police found the victim with his wrists and feet bound and excessive blood loss from wounds to his neck and groin, the latter which she described as involving “considerable gratuitous cruelty”.

 

“An attempt to castrate him had been made. He had lacerations to the left side of his groin and his penis had been scalped,” Schmidt said, adding that he later died from his “gross mutilation” injuries in hospital.

 

“The autopsy report showed that he had suffered defensive wounds. It follows that the victim was not unconscious while the offender inflicted all of the injuries which he suffered.”

 

Schmidt jailed Jian for a minimum of three years and nine months, finding she was suffering from an “abnormality of the mind arising from an underlying long-standing depressive illness” which had “substantially impaired” her judgment.

 

She also noted Jian’s early guilty plea, remorse and prior good character in handing down the sentence. She will be eligible for release in November 2014 with time already served.

Women can occupy senior positions in government

Female Senior Managers in the Office of the Premier believe that women have got strong qualities that can enable them to occupy any senior position in the public service.

 

Speaking at the gathering of women senior managers in the office of the Premier held at Protea Hotel recently, women defined themselves as strong and powerful enough to occupy any senior position which were predominantly occupied by men in South Africa.

 

The gathering was part of the Office of the Premier’s programme for women’s month.

 

 The Deputy Director General in the office of the premier, Faith Mashimbye said:

 

  “I do believe that women have got the ability to complete any task given to them.

 

 I am a strong woman who believes that there are solutions to all the challenges that many women are facing in the world today.”

 

Keipelege Moseki, Chief Director at the Human Resource Management Directorate said women must not only occupy senior positions but they must have the power to influence decisions in government.

 

“As women, we must not only occupy senior position but we must play an active role in decision making especially when it comes to women empowerment and equality in the public service.

 

We must not fold our arms and say nothing in meeting when we feel that the decisions that are taken are not favourable to women,” she said.

 

Moseki further commended government’s effort of increasing the employment of women in senior positions.

 

She said in the North West province the employment on women in senior position is below 30 percent while men continue to dominate.

 

“We have the responsibility as woman senior managers to push the agenda of women empowerment and equality in the public service.

 

The statistic of employing women in the public service will not increase if we do not lead by example, we need to do more work in empowering other women so that they become fit to hold these senior positions,” she said.

 

Mmamathe Makhekhe – Mokhuana, Government Information Technology Officer mentioned that she is happy to be a woman in South Africa and she salutes all the women who took a stand and fought for the rights of women.

 

 She mentioned that there are lots of opportunities that are opening for women to develop themselves and that they need to grab them.

 

“We can say we are free now as women but there are some challenges that we are facing especially at work. We as women need to prove ourselves that we can get top positions because we deserve them not because of the affirmative action.” She said.

 

Okgabile Dibetso – Bodibe, Chief state law advisor also said: “I am a strong who believes in God and all my achievements especially at work are the results of my God.

 

I confidently believe that God will give us direction as we fulfill our duties in our positions as women.

 

Dibetso – Bodibe highlighted that rural women are still facing some challenges especially unemployment and abuse even after17 years of our democracy.

 

 “Women need to go out there and see what they can do. Life was difficult in the older days, now things have changed.

 

 Women need to brave themselves and know their rights. “I am still hopeful that things can change,” she said.

 

In 2007, the Head of the departments (HoD’s) 8-Principle Plan of Action for Promoting Women’s Empowerment and Gender Equality within the Public Service Workplace was launched.

The model and her rapper fiancé Wiz Khalifa did not plan the alleged pregnancy but are reportedly delighted to have a little one on the way.

 

According to Dailymail Online, the engaged couple may tie the knot sooner than they originally intended to, moving the date to October.

 

A source close to the couple said: ‘Amber and Wiz unexpectedly got pregnant, but they’re really happy to be starting a family together.’

 

It will be the first child for both of the stars.

 

A baby on the way means the 28-year-old will be making some serious alterations to her lifestyle, including quitting smoking and accepting that her figure is going to change.

 

Wiz, whose real name Cameron Jibril Thomaz, announced the pair were set to wed in March when he posted on Twitter: ‘She Said Yes!!!’

 

Amber then posted a snap of her stunning oval-shaped diamond ring to her own page and said she was the ‘happiest woman in the world.’

 

Amber came into the limelight when she famously dated rapper Kanye West, who is now dating another ‘it’ girl Kim Kardashian.j

Another young South African drug mule arrested

Bloemfontein – A young Kroonstad woman is facing the death penalty in Indonesia after she was caught with 6kg of crystal meth or tik at the international airport in Manado.

Volksblad reported that Donja Preston, 22, had presumably become mixed up with a Nigerian drug gang who had recruited her as a drug mule.

There had been attempts in SA to prevent her from leaving for Indonesia and the police had even been involved in trying to dissuade her from going on the drug run.

Preston is the mother of a 1-year-old baby who is being looked after by the young woman’s mother, Margaret.

 

“My child must just come home. Once she is home, I promise you she will never again go anywhere. She must just first come home,” said the woman’s mother.    

 

A friend said he couldn’t believe what had happened to Preston.

 

“Donja is a good, clever, educated girl. She had a permanent job until recently. I can’t believe that this happened to her.” 

Fraud Municipal workers nabbed in Taung

Taung-Following charges of fraud leveled against five Greater Taung municipal workers ,the spokesperson Charity Molikoe has welcomed the decision taken by court yesterday(Monday) of prosecuting the workers.

They were arrested and charged with defrauding South African Security agency(SASSA), child support grants worth more than R15000.

Charity Molikoe outlined that no one is ever be above the law. So they wil deal swiftly with perpetrators.

“As municipality,we are working hand in hand with the special investigating unit to get everyone found guilty to come out clean”

“We are awaiting a report from the unit to give recommendations to the municipality which will then have a clear map of the way forward” She said. 

Meanwhile,Cope parliamentarian in the North West province, Nikiwe Num, has also lashed hard the involvement of one of Cope councilor who was among the convicted municipal workers.

Keitumetse Chalmans was elected as a Cope councilor on the previous elections.

Soon after that, according to the statement she gave in court she started receiving old age worth R1180.00 from Department of Social Development Children and People with Disabilities, through (SASSA) since from June 2011 till June 2012, despite her public service work.

During an interview with the media Nikiwe Num, said they will conduct a thorough internal disciplinary measures on a bid to instill the value of none tolerance to corruption and fraud.

She further welcomed the decision taken by court and said Cope will also ensure that the money that the convicted owes, goes back to the coffer of the state to benefit those are in need, Num has also called upon the members of Cope and the Public to elect people with integrity in leadership positions and deal away with electing bubblies and self-centered individuals who aim to enriching themselves

 

All five convicted were given a six months suspended sentence and given an instruction to repay all the money they owe to SASSA on a monthly base.

Matlosana to launch new projects in September


 
 

The Management Committee (MANCO) of Matlosana Development Forum (MDF) resolved at the meeting of the 27th August 2012 to implement the following projects and campaigns from September 2012 onwards:

 

1.The Matlosana Jobs Fair to be hosted with the Department of Labour alongside a job summit that will offer work seekers soft skills, information and a face-to-face search for placement opportunities be they be further learning, self-employment, co-operatives, community works or public works programmes and formal employment.

 

2.Launch the Apply Now campaign in conjunction with the Department of Higher Education and Training. Central to the campaign is to encourage learners to apply before end of September 2012 for the enrolment of their post matric studies in 2013. The campaign addresses barriers to post matric studies by presenting various alternatives other than universities. It further provides different funding models for deserving learners. 

 

3.Launch the Matlosana Olympics with the Matlosana Municipality; Department of Sports, Arts & Culture; the Matlosana Sports Council; Sports Federations. The Olympics will culminate with the final to be held on the 16th December every year.

4.Buy Local, Promote Matlosana; where all products of Matlosana will be promoted and the community’s attention is drawn thereto to support growth and economic development of the city. The campaign will introduce producers from Matlosana to the local market so that funds circulate in the community for a longer period and grow the economy of Matlosana. 

 

5.Monitoring and Assessing Charters; Social & Labour Plans of all mining houses with Municipality and Dept of Mineral Resources. 

6.Township Tourism concept will be popularized and implemented throughout the entire Matlosana.

Tutu withdraw from the summit

JOHANNESBURG – Archbishop Emeritus Desmond Tutu on Tuesday withdrew from speaking at the Discovery Invest Leadership Summit because he does not want to appear alongside former British Prime Minister Tony Blair.

The summit, set to get underway on Thursday, was due to feature speakers from across the world to discuss leadership.

Tutu, Blair and Chess master Garry Kasparov were set to address the summit.

The archbishop’s office released a statement saying he spent days considering his decision, but that Blair’s support of the war in Iraq was “morally indefensible”.

Since agreeing to speak at the summit, Blair has been the centre of controversy among several Durban-based Muslim groups, who rallied for a citizen’s arrest of the former prime minister.

One group, Al Jama-ah, said Blair was complicit in the murder of thousands of people in Iraq and should face war crime charges at the International Criminal Court in The Hague.

Two men arrested for grave violation

Police in Tlhabane recently arrested two men for violating graves.

On Tuesday, 21 August 2012, at about 08:00, police received information from a member of public about three suspicious-looking men that were apparently stealing tombstones at a local graveyard.

 
“Police rushed to the identified area and arrested two suspects. The third suspect, believed to be the mastermind behind these thefts escaped arrest.  He fled in white Kia bakkie with false GP-registration numbers” Captain Aafjee Botma said.
 
More than ten graves were vandalised at cemetery. At this stage, the police believe that the thieves are targeting maroon marbles as they are used for the kitchen cabinets. 
 

The minor was released in the custody of his parents and will appear in court soon. On Friday, 24 August 2012, Billy Palai (34) appeared at the Bafokeng Magistrates’ Court facing charges of violating graves.

He was released on free bail and warned to appear in court again on 25 September 2012.

Pirates might be off the hook for now

ORLANDO Pirates appear to be off the hook following violence on Saturday night by their fans during an MTN8 semifinal.

Pirates fans threw firecrackers onto the pitch at Orlando Stadium and fought with fans from SuperSport United.

The Pirates fans were angered by the sending off of Benni McCarthy, and a 3-0 win by United.

The PSL, however, refused to apportion blame to a specific group of fans, saying only that a “faction” was responsible.

Attempts to clarify the PSL’s stance were unsuccessful.

The PSL official in charge of the disciplinary committee, Ntietso Mofokeng, was not available for comment yesterday. PSL acting CEO Cambridge Mokanyane said the league would “not tolerate such behaviour”.

 

On three occasions firecrackers were thrown at United goalkeeper Rowen Fernandez, once resulting in a minute-long stoppage when referee Robert Smith took the players to the centre circle.

 

Plastic bottles were thrown onto the pitch. Mokanyane said: “What we saw. cannot be condoned.

 

“It is not good for us or for the image of football.”

But on Pirates’ website yesterday, fans expressed their disgust. “Referee or not, we as fans were pathetic and barbaric destroying our own stadia,” said a Pirates supporter named Okonkwo. Assassin of Orlando said: “This time we are going to pay! How many suspended sentences do we have pending?”
