Advocate Neo Sephoti appointed as new North West Public Service Commissioner

25 March 2026- The Speaker of the North West Provincial Legislature, Dr Desbo Mohono presided over a legislature meeting of the Ad-Hoc Committee on the appointment of the Public Service Commissioner, where Advocate Neo Sephoti was introduced as the new North West Public Service Commissioner. Mohono said this follows rigorous interviewing processes of the Ad-Hoc Committee chaired by the Chief Whip of the Legislature, Motlalepula Rosho, for the position which has been vacant for over four financial years.

“Prof Mandla Makhanya has been acting as the Provincial Commissioner. Sephoti is a former Head of Department at the Department of Human Settlements and the Department of Tourism in the North West and former Corporate Affairs Manager at the South African Breweries for Central Region.

“She also brings 10 years of corporate experience, as a strategic corporate affairs leader specializing in public affairs, stakeholder relations, sustainability and communications with highly regulated industries,” she said.

Mohono further said her educational background is rooted in law having obtained a B.Juris and LLB degrees from the University of Bophuthatswana and received numerous awards and recognition for her academic achievements and leadership roles during her education. She added that the process of appointment of the North West Public Service Commissioner was not concluded by the 6th Legislature and during the 7th Legislature, the Rules Committee resolved that she should establish an Ad Hoc Committee to facilitate recruitment of the North West Public Service Commissioner.

“The establishment of the Ad Hoc Committee was done in accordance with Rule 186,187 and 188 of the Standing Rules of the Legislature and Section 196 of the Constitution. After numerous interview processes, the Ad Hoc Committee recommended the name of Sephoti for the position.

“The Provincial Public Service Commissioner serves as the oversight authority for the public service within a province, operating under the mandate of the Public Service Commission South Africa in terms of the Constitution of the Republic of South Africa, 1996,” said Mohono.

She said the role is primarily to promote good governance, accountability and high standards of professional ethics across provincial departments. Mohono said in practical terms, the Commissioner monitors and evaluates service delivery, ensuring that government programmes are implemented efficiently, economically and in line with Batho Pele principles.

“They also investigate complaints and grievances from the public and public servants, including cases of maladministration, unfair treatment, or unethical conduct. The legislature and the provincial government were excited that the processes have been completed after numerous appointment processes.

“We are very happy that finally the process has been completed and we have a women Commissioner who will ensure that public service is held accountable and the gender equity targets have been met,” she said.

Introduction of newly-appointed PSC in North West

23 March 2026 – The Speaker of the North West Provincial Legislature, Dr Desbo Mohono will host the formal introduction of the newly-appointed Public Service Commissioner for the North West, advocate Neo Sephoti. Mohono said the introduction follows a request by the Chairperson of the Public Service Commission, Prof Somadoda Fikeni, to officially present the Commissioner to the Legislature and relevant stakeholders.

“The engagement will include remarks by the North West Premier, Lazarus Mokgosi and will afford Members of the Provincial Legislature (MPLs) an opportunity to formally interact with the Commissioner and extend messages of congratulations.

Members of the media are invited and the event will take place at Committee Room 2 in the North West Provincial Legislature, Mahikeng on Tuesday at 10am.

North West Provincial Legislature Speaker, Dr Desbo Mohono welcomes Amogela Matuane as a new MPL

24 February 2026- The Speaker of the North West Provincial Legislature, Dr Desbo Mohono has welcomed Amogelang Jeannette Matuane as the new Member of the Provincial Legislature (MPL). Mohono said this follows the passing on of the late Modiegi Dikolomela from the Economic Freedom Fighters (EFF) on 2 February 2026.

She further said the EFF nominated Matuane who hails from Moretele village, near Taung. Mohono added that she is a former ward councillor at the Greater Taung Local Municipality (GTLM) as the next candidate to fill the casual vacancy.

“In terms of Section 107 of the Constitution, before a MPL begins to perform his or her functions in the legislature, he or she must swear or affirm faithfulness to the Republic and obedience to the Constitution in accordance with Schedule 2 of the Constitution.

“Matuane will benefit the legislature on its three mandates of oversight, law making and public participation. We welcome her as our member as we believe that she will work hard on fulfilling the work of different Portfolio and Select Committees of the Legislature,” she said.

Mohono said they will continue to celebrate the spirit of the late Dikolomela, who played a significant role on various committees which include Agriculture and Economic Development as well as the Multiparty Women Caucus.

Action SA deploys Kodisang as its MPL in North West Provincial Legislature after Mangope’s resignation

12 January 2026- The Speaker of the North West Provincial Legislature, Dr Desbo Mohono has welcomed Masego Dorcas Kodisang as the new Member of the Provincial Legislature (MPL). This comes after the swearing-in of Kodisang after the resignation of Kwena Mangope as the Member of the Provincial Legislature (MPL) representing the Action South Africa (Action SA). 

Mohono said the Action SA nominated Kodisang as the next candidate to fill the casual vacancy. She further said in terms of Section 107 of the Constitution, before a MPL begins to perform his or her functions in the Legislature, he or she must swear or affirm faithfulness to the Republic and obedience to the Constitution in accordance with Schedule 2 of the Constitution.

“Kodisang who holds a B.A Honours in Business Management and is a former PR Councillor at Moretele Local Municipality and a former Chairperson of the Municipal Public Accounts Committee since 2021. Kodisang will benefit the legislature on its three mandates of oversight, law making and public participation work.

“We welcome her as our member who will assist on the work of the legislature, including within our committees’ work and overall performance of the institution in the 7th Provincial Legislature,” she said.

Plethora of activities lined-up for Mandela Day

16 July 2025- On 18 July 2025, the Speaker of the North West Provincial Legislature, Dr Desbo Mohono, together with Members of the Provincial Legislature (MPLs) and Legislature staff, will commemorate International Nelson Mandela Day at various centres and schools across all four districts of the North West. Mohono said the commemoration aims to inspire citizens to take-action and help build a better world by fostering a spirit of service, responsibility, and compassion—values championed by the late global icon Nelson Mandela.

“The day is also intended to encourage communities to observe this humanitarian occasion by promoting the ethos of ‘Vukuzenzele’ (self-initiative) in honour of Madiba’s enduring legacy. Activities planned for the day include Presiding Officers, MPLs and Legislature staff will participate in various community service activities such as painting, cleaning, and plumbing at selected centres.

“Donating 50 blankets to each of the identified care centres.

Distributing grocery hampers sanitary towels, snake repellent solutions, beanies, socks, and other essentials. In some centres lunch will be hosted for the elderly and beneficiaries. Donating netball kits to vulnerable teams in the Madikwe area,” she said.

Mohono further said this includes distributing 200 school shoes per district to schools across all districts after reopening as part of the Mandela Day continuation. She added that the programme will begin at 9am.

“Accompanied by some MPLs and staff, I will lead activities at Madikwe clinic, Lesedi Day Care Centre in Madikwe and Cywerskraal in the Moses Kotane Local Municipality. The Deputy Speaker, Collen Maine, will visit the Thusong Centre in Ntswanahatshe village and Molelema Primary School in Taung.

“The Chief Whip, Motlalepula Rosho will be at Itirele Service Club and Sizanani Old Age Centre in Kgakala Township, in Maquassi. The Chairperson of Chairpersons, Tebogo Modise will lead activities at Thari Mpepe Feeding Scheme, Bua MoAfrika Centre (Sangalala), and Sebakwane Social Club in Imperial Reserve, Ext. 38, and Golf View, Mahikeng,” said Mohono.
