The Pilanesberg Bulk Water Supply Project created 259 jobs

The Minister of the Department of Water and Sanitation (DWS), Senzo Mchunu, accompanied by his Deputy Judith Tshabalala, the acting North West Premier, Nono Maloyi and the executive mayor of Rustenburg Local Municipality, Sheila Mabale-Huma, launched the Phase 2 of Pilanesberg Bulk Water Supply Project in Mafenya, Chaneng in Rustenburg as part of the North West Provincial Government Accelerated Service Delivery Programme, Thuntsha Lerole on 24 May 2024.

The project, which is part of the “Operation Bulela Metsi” Programme, Phase 2 of the Pilanesberg Bulk Water Supply Project is funded under the Department of Water and Sanitation’s Regional Bulk Infrastructure Grant (RBIG) consisting of the construction of a 30ML Tlhabane reservoir, the construction of Mafenya pump station and a 28km pipeline to Tlhabane reservoir. 

Mchunu said the construction of the 30ML reservoir has been completed and that the Rustenburg communities will soon receive water after connecting the remaining 2-kilometer pipeline. He further said the state-of-the-art pump station with three pumps, one which will be in use and the other two for reserve, is one of the best in the province. 

Mchunu added that it will enable continuous maintenance while simultaneously supplying water to communities.

“Come September, the problem of water will be a thing of the past when phase two of the Pilanesberg Bulk Water Supply project will be completed. Then the implementation will proceed to phase three of Magalies Water Master Plan, which involves extending water pipes to the south of the province, where municipalities such as Kgetlengrivier, Ramotshere Moiloa Local Municipalities and further to Supingstad near the border to Botswana will then complete the master plan in terms of implementation,” he said. 

Maloyi cautioned the unwanted involvement or disturbance of the construction mafia, whom he says are delaying the implementation of the water infrastructure projects. He encouraged communities to guard their water infrastructure to ensure that water flows to them.

“More than 63 238 households in the Royal Bafokeng Administration, which consists of areas such as Phokeng, Rasimone, Ga-Luka, Mogono, Kanana, Mosenthal and Boitekong stand to benefit from the project. 

“This includes Bokamoso, Boschoek, Buffelsfontein, Elandsfontein, Freedom Park, Frischgewaagd, Meriting, Oorzak, Paardekraal, Platinum Mine, Popo Molefe, Rustenburg, Seraleng, Setlhokwe, Tlhabane, Waterkloof, Waterval and Wildebeesfontein in Rustenburg. The project has already created 259 jobs for locals,” said Maloyi.

North West govt implement strategic measures to address water shortages

The acting North West Premier, Nono Maloyi said there is a plan to ensure that they address water challenges across the province. Maloyi said in Bojanala Platinum District – the Mazista Internal reticulation and installation project in Kgetlengrivier Local Municipality is nearing completion to address water challenges in the area. 

He further said new boreholes are being drilled to augment water provision at Phela village. Maloyi added that the sanitation and water provision projects are currently underway in Mmotla and Mmatlhwela villages in Moretele. 

“This includes the renovation of several boreholes in Ratlou Local Municipality, the refurbishment of Oppi Toppi pump station in Ramotshere Moiloa Local Municipality and the laying of new pipelines in Senthimole, Ditshoswane and Iraq in Tswaing Local Municipality.

“Similar projects are being rolled out in City of Matlosana Local Municipality through installation and renovation of water tanks in Tigane Extension 6, as well as Dr Ruth Segomotsi Mompati District, where we are installing new boreholes at Kolong village and refurbishing others in Cokonyane village in Greater Taung Local Municipality,” he said.

Maloyi said these projects include water infrastructure projects in Wenztel Dam in Vryburg, Naledi, Tlhabologang in Coligny Water Augmentation and Christiana Sewer Reticulation and Agisanang Bulk Sewer Line. He said all these projects are at different advanced stages with Rooigrond in Mahikeng only awaiting energization by Eskom to start uninterrupted supply of water.

“The provincial government has also distributed 7 228 title deeds during the Thuntsha Lerole Programme, which reflects significant progress in eradicating the title deeds backlog. 

“There are 11701 title deeds available at municipalities to be distributed to the beneficiaries. The municipalities have formulated an operational plan to issue title deeds on a weekly basis,” said Maloyi. 

He said the North West Department of Treasury in collaboration with the North West Cooperative Governance, Traditional Affairs (COGTA) and the Office of the Premier, conducted a series of roadshows providing traditional authorities with the information related to financial transactions effected since 1994 of their respective councils for 29 years.

Maloyi said these roadshows marked a significant step towards fostering transparency, collaboration, and accountability within our traditional communities to address the historical concerns surrounding the transparency of the D-Account, currently under the management of Standard Bank of South Africa.

“Through transparent and collaborative efforts, we are poised to utilize available resources effectively, empower our communities, and build a brighter future for all,” he said.

Maloyi: ‘Significant strides have been made in North West’

The acting North West Premier, Nono Maloyi said significant strides have been made, since the country’s breakthrough in areas such as provision of water, electricity and housing, as well as education and social security. Maloyi, who addressed the media at Sun City Resort in Rustenburg said as the provincial government, they are not oblivious to the challenges of unemployment and poverty afflicting the communities. 

He further said they have worked around the clock to turn the tide against these challenges to reverse the skewed legacy of the unjust past, which continues to have an adverse impact on the developmental trajectory.

“The end of the 6th administration coincides with the celebration of 30 years of democracy and freedom in our country. In September 2021, the North West Premier, Bushy Maape was elected following which the provincial government introduced Accelerated Service Delivery Programme to expedite the provision of services in municipalities and create jobs. 

“The programme was launched on 16 December 2021 in Tlhabologang Township, in Coligny. In 2023 when Maape became ill, I was appointed to act on his behalf. Together with the North West Province Executive Council, we subsequently decided to give it impetus through visiting municipalities on a weekly basis,” said Maloyi.

He added that this was to strengthen the service delivery interventions, accountability and participatory democracy. Maloyi said it was at this stage that they renamed the programme Accelerated Service Delivery Programme, Thuntsha Lerole.

“Through Phase 1 of the Thuntsha Lerole programme, which we launched on 28 July 2023 in Ipelegeng Township, Schweizer Reneke. We also visited all four districts of the province to address service delivery challenges confronting municipalities through the District Development Model (DDM).

“This was immediately followed by Phase 2, which saw the government visiting all 18 local municipalities to interact with councillors, municipal officials, as well as residents to try and find lasting solutions to various challenges affecting municipalities,” he said.

Maloyi said in February 2024, they implemented Phase 3, where they intensified their interventions through a collaborative effort between various spheres of government. He said the North West Provincial Government through the Executive Council set aside a dedicated budget of R60 million through COGTA to intervene in municipalities through provision of water and sanitation infrastructure.

Mahikeng Student City Development Project expected to create 3,500 job opportunities

The acting North West Premier, Nono Maloyi said the Mahikeng Student City, is not merely a housing endeavour, but a holistic vision for student living. This comes after the North West Housing Corporation (NWHC) hosted the momentous sod-turning ceremony for the Mahikeng Student City Development Project at Lokaleng road, near the North West University (Mafikeng campus).

Maloyi said the event marked the official launch of a visionary project aimed at providing high quality accommodation for 10,000 students in the vicinity of the provincial capital. He further said the plans for the development include a state-of-the-art fitness centre, modern amenities, convenient access to transportation, and essential health facilities. 

“This comprehensive approach aims to enhance the overall student experience and foster a thriving community. This project is significant and has potential to generate both short and long-term job opportunities for the residents of Mahikeng. 

“The first phase of this project will create more than 3,500 job opportunities for locals. It will also be part of the commitment to economic empowerment within the region. It is important to ensure that local businesses benefit directly from the project,” said Maloyi. 

He added that they expect the main contractor to prioritise sub-contractors from Mahikeng. Maloyi said the government is dedicated to maximising local participation and economic impact. 

Meanwhile, the government’s unwavering commitment to job creation and service delivery programmes was echoed throughout the ceremony. 

The North West Housing Corporation (NWHC), CEO Bishop Sello Mogodiri said: “The concerted effort is needed to realise the government’s vision to reposition the province as a hub of development and opportunities. We would like to commend Maloyi’s leadership in spearheading initiatives for smart and mega cities. 

“Your commitment to supporting smart city development is evident. The NWHC’s dedication to swiftly advance the smart city project, with construction slated to commence by June this year.”

Mogodiri expressed optimism for a fruitful collaboration as the project progresses, ensuring that the benefits reach the people of Mahikeng. He said the sod-turning ceremony for the Mahikeng Student City Development Project stands as a symbol of hope, progress, and collaboration. 

“As construction commences and the vision becomes reality, the province embarks on a transformative journey toward prosperity and development,” said Mogodiri.

The acting North West Premier, Nono Maloyi to officially opened Boikhutso Clinic in Ventersdorp

The acting North West Premier, Nono Maloyi will officially open the Boikhutso Clinic at Ventersdorp on 11 April 2024. Maloyi, who will be accompanied by the North West MEC for Health, Madoda Sambatha, said the revamped facility valued at R5.6 million, serves over 88 000 residents and forms part of health facilities which render Comprehensive Primary Health Care Services in Ventersdorp and surrounding areas.

“The clinic provides amongst others, Integrated Child Health Services (IMCI & EPI), Maternal health services, Acute Health services, Chronic health services HIV testing and Reproductive health (Family Planning), Emergency Services, Outreach services such as School Health and Adolescent Youth Friendly Services (AYFS),” he said.

R80m newly-built Saruchera Primary School to bring basic services to Vryburg residents

The acting North West Premier, Nono Maloyi has today officially opened and handed over a state-of-the-art primary school at Huhudi Township, in Vryburg. Maloyi said built at the cost over R80 million, the school comprises 24 classrooms, library, computer centre, science lab, multipurpose hall, ablution facilities and several other facilities. 

“It currently has an enrolment of over 1300 learners from Grade R to Grade 6. The official opening of the school serves as an indication that provision of basic services and in particular provision of free basic education, remains one of the apex priorities of the government.

“This is one of the ten state of the art schools that will be handed over to communities this year. As a government, we set aside close to R800 million for this exercise. This school is built in a new settlement, where we have also built low-cost houses for locals,” he said. 

Maloyi further said this is primarily aimed at bringing amenities such as schools closer to where people live. He added that the Saruchera Primary School, which is named after the late Clement Saruchera who was a principal, activist and community builder in the area, is a no-fee paying school. 

“This will see learners being provided with free meals during school days,” said Maloyi.

Meanwhile, the North West MEC for Education, Viola Motsumi said: “Last year, the provincial government introduced breakfast in 300 schools across the province to mitigate the high levels of poverty and unemployment in economically depressed communities. 

“Over 740 000 learners across the province are benefiting from this initiative which is being implemented through the National School Nutrition Programme. Schools of similar magnitude will be implemented across the province, particularly in township and rural communities.”

Newly-built Saruchera Primary School in Huhudi set to open its doors to the public

The acting North West Premier, Nono Maloyi will officially open and handover a newly constructed Saruchera Primary School in Ext 25 in Huhudi Township, near Vryburg on Wednesday. Maloyi will be accompanied by the North West MEC for Education, Viola Motsumi, the department’s senior managers and the executives from the local and district municipalities.

Maloyi spokesperson, Sello Tatai said, the school will be opening its doors for learning for the first time tomorrow when schools are re-opening for the second term. Tatai further said the school is set to enroll about 1 380 learners from Grade R-6.

“These learners were previously attending at various schools around Huhudi Township and the official opening of this new school is set to bring the much-needed relief to the releasing schools as they were already overcrowded.

“This state-of-the-art primary school comprises amongst others, 24 classrooms, library, computer centre, Grade R facilities, multipurpose hall, toilets and changing rooms, and will employ 33 educators, including a principal and two deputy principals, majority of whom are from the releasing schools,” he said.

Tatai added that, the construction of Saruchera Primary School, was necessitated by the establishment of a new settlement and the building of RDP houses in Extension 25 and 28 in Huhudi, which resulted in overcrowding in the already existing schools around the township.

North West Premier, Nono Maloyi wishes christian community peaceful Easter holiday

The acting North West Premier, Nono Maloyi said they wishes various Christian-faith based organisations a blessed and safe Easter weekend as thousands will be travelling to different churches and denominations to seek divine intervention and spiritual upliftment.

Maloyi said in the past few days, he has been crisscrossing the province, visiting various churches and attending prayer sessions ahead of this important weekend in the calendar of the christian religion. He further said the visits form part of ongoing efforts to foster social cohesion and promote moral regeneration programmes in various communities across the province.

“Our communities are riddled with social ills such as drug abuse, gangsterism and teenage pregnancy among others. My visit and interaction with various leaders of faith-based organisations and denominations in the Christian community is primarily aimed at cementing our relationship with them to help address various issues of socio-economic concern afflicting our communities.

“The religious sector must be applauded and commended for the role it continues to play in the province. As we enter this holy weekend, we do so cognisant of the gains we have made in the past thirty years and the challenges that lie ahead,” he said.

Maloyi further said they implore their leaders in various churches and denominations to pray for the government and its leaders to prioritize the needs for the people. He added that, he has also made an appeal to those who will be visiting the province to be cautious on the roads, stick to the speed limit, take rest intervals, be tolerant towards each other and desist from drinking while driving.

“We wish the christian community a peaceful Easter and the celebration of the Resurrection of Christ,” said Maloyi.

Maloyi: “Traditional leaders displayed heroism and resilience during the struggle”

The acting North West Premier, Nono Maloyi said traditional leaders displayed heroism and resilience during the struggle for liberation. Maloyi said most of them were also being forced into exile, while fighting apartheid and its draconian laws.

Maloyi said this while addressing the official opening of the North West House of Traditional and Khoi-San leaders for the year 2024. He further said they take the hats off for leaders like Kgosi Lentswe II of Bakgatla ba Kgafela, who was at the centre of a trans-frontier network that played a crucial role in the struggle for liberation in our country.

“They were steadfast in their resolve to fight colonialism and apartheid. It is these heroic acts that have trickled down from one generation to the other that have served as a beacon of hope in the emancipation of our people. We are here today because of their sacrifices. 

“During the State of the Province Address (SOPA), I gave a candid assessment of the journey we have traversed since 1994. It is true that we have made significant progress in the roll-out of services such as provision of water, housing, and electricity. These services have benefited millions of our people,” said Maloyi.

He said, however, they are not oblivious to the challenges of the day. Maloyi further said they are doing everything in their power to address them.

“Our communities under the jurisdiction of the traditional leadership, still bear the imprints of an unjust past, while there is progress that has been made, more needs to be done to promote rural development and encourage investments in our villages, rural and traditional communities.

“Through the Accelerated Service Delivery Plan-Thuntsha Lerole, we are visiting our townships, rural and traditional communities to resolve service delivery backlogs in our communities,” he said. 

According to Maloyi, since the inception of this initiative, they are crisscrossing the province handing out projects, opening schools and health centres to address challenges of socio-economic concern afflicting our communities. He said they are rolling out water provision projects through Operation Bulela Metsi to ensure that there is uninterrupted provision of water in our communities. 

“We are registering our people in the indigents database so that they can qualify for free electricity and water. We have sent officials in municipalities to assist with financial recovery plans. The skills audit initiative is in full swing and there are some municipalities that have completed this exercise.

“This is aimed at ensuring that municipalities employ qualified and skilled personnel. We are committed to align our District Development Model (DDM) objectives with the aspirations of Dikgosi in addressing service delivery backlogs in our rural and traditional communities,” said Maloyi. 

He said he would like to appeal to the house to join the provincial government in raising concerns with the implementation of Social Labour Plans and Corporate Social Investments by mining companies in their host communities. Maloyi said whilst the province is endowed with vast mineral resources, the communities continue to live in abject poverty with high levels of unemployment dictating the socio-economic narrative.

“North West forms part of the largest belt, which accounts for 70% of the world’s platinum reserves, yet unemployment in the province hovers around 38%. The implementation of SLP and CSI projects must be done in consultation with the provincial government and our traditional councils to address challenges of unemployment and poverty in our province.

“Last year, I had a series of meetings with you to try and address concerns you raised with the government. To that end from 12-14 April 2023, I had a working session with all Dikgosi. The working session entailed robust engagements with the MECs, HoDs, Business People, Representatives of the Mining Houses and Business Forums,” he said.

Maloyi: “North West has expressed unprecedented levels of development”

The acting North West Premier, Nono Maloyi said the province has experienced unprecedented levels of development in the last 30 years, with the number of households increasing from 591 145 in 1996 to over 1.14 million in 2022. When delivering the State of the Province Address (SOPA), Maloyi revealed that, this depicts an upward trend of 88% of formal housing in the province.

He further said since 2019, the provincial government has built over 19 000 houses. Maloyi added that, in 2023 alone, over 2700 were handed over to beneficiaries.

“The focus will now be centered on eradicating mud houses. R198 million has been allocated to eradicate 1 356 mud houses in the province, with 579 of these units already delivered.

“Furthermore, efforts to eradicate mud houses have been strengthened by the Memorandum of Understanding (MoU) between the provincial government and the Chinese National Import and Export Corporation to build gas to electricity power stations in the province,” he said.

Maloyi said as part of their project investment, the Chinese have made a commitment to invest further resources to assist eradicate mud houses in the province by building 500 houses every year, for the duration of the project. He said the project is expected to create a minimum of over 10 000 jobs.

“Providing an update on the Deelpan Floods intervention programme, The provincial government has cleared all the hurdles that delayed the project and that 104 houses will be completed by end of March 2024.

“A further 317 houses will be built following the donation of land by Kgosi Kogodi Molete of Bakolobeng and his Traditional Council. In addition, the provincial government will be launching the R2.6 billion N14 mixed development project in Ventersdorp,” he said.

He said the development will see installation of bulk services for 4000 sites and create over 600 jobs for local people through the construction of Breaking New Ground, Social Housing and bonded stock. Maloyi said this is part of ongoing efforts by the provincial government to change the lives of the residents of North West and restore their dignity.

“The provincial government will continue to ramp up the title deeds restoration programme by handing over title deeds to rightful owners. To date 6 283 title deeds have been handed over to beneficiaries across the province,” he said.
