Chairperson of Portfolio Committee on International Relations and Cooperation, Supra Mahumapelo welcomes ICJ order on Israel

The Chairperson of the Portfolio Committee on International Relations and Cooperation, Supra Mahumapelo, joins peace loving people in the world in welcoming the order handed down by the International Court of Justice (ICJ) yesterday ordering Israel, in conformity with its obligations under the Genocide Convention and in view of the worsening conditions of life faced by civilians in Rafah, to immediately halt its military operation.

The ICJ ordered, among other things, Israel to maintain open the Rafah crossing for unhindered provision of urgently needed basic services and humanitarian assistance and to take effective measures to ensure the unimpeded access to the Gaza Strip of any commission of inquiry, fact-finding mission or other investigative body mandated by competent organs of the United Nations to investigate allegations of genocide.

Mahumapelo said the committee welcomes the order of the ICJ aimed at saving ordinary Palestinians in Gaza, who are now facing 7th month of suffering through collective punishment for something for which they have no individual responsibility.

He further said the ruling is made when at least 35,709 Palestinians had been killed and continue to die of starvation, many of them children, and hundreds of thousands are at imminent threat of death because a deliberate decision has been taken by Israel to starve Palestinians by denying them food. 

“At least 80,000 Palestinians have been injured and 1.7 million displaced, often multiple times, with 900,000 displaced in the last two weeks alone. The court, whose powers are tied to the provisions of the Genocide Convention and cannot be exercised against “mere” war crimes or human rights violations, has done what it considers it can do to ensure the survival of the Palestinian people in Gaza as a group and their protection from further harm. 

“The committee calls on all state parties to observe the prescripts of international law, which obliged them to reconsider their relations with Israel following the court findings,” said Mahumapelo. 

He added that under international law, Israel is obliged to implement the court’s order, as well as the previous orders of 26 January (as reaffirmed by the Court on 16 February 2024) and 28 March.

ANC North West ready for provincial conference

It’s all systems go for the ANC North West to elect its new leadership. This comes after the ANC Interim Provincial Committee (IPC) co-coordinator, Hlomani Chauke announced during a media briefing in Rustenburg on Sunday that they have adopted a revised roadmap towards the ANC North West Provincial Conference.

The ANC in the province experienced political turmoil three years ago and that led to the disbandment of the Provincial Executive Committee (PEC) under the stewardship of Supra Mahumumapelo who was the provincial chairperson and also served as the North West Premier at the time amid malfeasance allegations.  

The ANC National Executive Committee (NEC) took a decision to disband the structure, however, Mahumapelo challenged that decision at The South Gauteng High Court. The High Court subsequently ruled in Mahumapelo’s favour saying the decision to disband the PEC was unlawful.

Now, Chauke said the roadmap outlines key tasks and activities to be executed as part of the preparations for the provincial conference.

“These tasks include the appointment of Interim Branch Committees (IBC’s), political support to Interim Regional Committees (IRC’s), full implementation of the New Online Membership System, training of branches on new systems, and guidelines for conferences.

“It also includes the appointment of Scanning Agents for purposes of implementing the

Electronic Evidence of Attendance System (EAS) at all branch meetings, convening of preparatory Branch General Meetings (BGM’s), arranging for elective Biennial Branch

General Meetings (BBGM)/ Branch Conferences, Induction of Branches and implementation of Branch Program of Actions,” he said.

Chauke further said in the last four days, they have conducted the regional briefing sessions with all their IRC’s on conference preparations and their regions are now finalizing roadmaps towards regional conferences. He said these regional roadmaps will give an indication of the possible dates for respective regional conferences.

“Over this long weekend, we are convening meetings with representatives from all our Interim Branch Committee (IBC’s). From 20 March until 21 March 2021, we are meeting our IBC’s in Dr Kenneth Kaunda and Dr Ruth Mompati Regions whilst Bojanala is planned for 21 March until 22 March 2021.

“The session with IBC’s in Ngaka Modiri Molema is planned for 22 March

2021. The aim of these sessions is to, amongst others, to inform IBC/BEC Members about the adopted road map to the provincial conference, present the branch membership statistics and start to work on reconciliation of membership statistics,” he said.

Chauke added that sessions include familiarizing IBC/BEC members with guidelines on branch/regional/provincial conferences, receive an update on the status of the IBC/BEC and where necessary propose improvements,” said Chauke.

He said they will also provide training for branch co-ordinators and Scanning Agents to ensure that branch coordinators can access New Online Membership system and be able to print membership lists and develop plans to encourage members to check their membership status in the membership list.

Chauke said they will also ensure that they start a process of resolving membership challenges such as members in good standing but not on the list that are captured, develop branch (IBC/BGM/BBGM) programme with the IBC and dates for branch members meetings.

“Based on the reports received yesterday from the two regions (Dr Kenneth Kaunda and Dr Ruth Mompati Regions), we are satisfied that ANC members in the North West are determined to work towards a successful and historically significant provincial conference.

“We will be publicizing the dates and venues of all Branch General Meetings scheduled to take place in the next two weeks and we urge all ANC Members to fully participate at these sessions. All these activities and key tasks once they are successfully implemented and with lockdown restrictions slightly relaxed, we plan to convene the ANC North West Provincial Conference on the 25th – 27th June 2021,” said Chauke.

ANC and SANCO in North West call for disbandment of the ANC IPC

Political turmoil continues to take place in the North West province. This comes after ANC branches in Ngaka Modiri Molema region picketed outside the ANC’s provincial office at Mpekwa House on Monday.

The branches spokesperson, Tholo Gotlagomang said they gathered at the ANC Provincial office to express their dissatisfaction with the manner in which the ANC Interim Provincial Committee (IPC) runs its affairs in the province.

Gotlagomang said the branches demand the intervention of the ANC National Executive Committee (NEC) because the IPC has totally failed to unite the branches.

“The ANC IPC has been busy with a self-serving agenda of targeting municipal TROIKAs along factional lines and seeking to subject them to unprocedural and inconsistent disciplinary processes with the intention to remove and replace them with their cronies.

“As the branches of the ANC in Ngaka Modiri Molema, we want the IPC to be disbanded. The ANC IPC has not done anything in terms of its mandate since they occupied the office. The mandate of the IPC was to unite and establish proper ANC branches. However, they have failed dismally on that matter,” he said.

Gotlamang alleged that the ANC IPC coordinator in North West, Hlomane Chauke interfere with the process of municipal managers appointment in various municipalities.

“We have signed a petition calling for the ANC Secretary-General, Ace Magashule to remove this self-serving IPC. We want the office to be closed until our grievances are addressed.

Meanwhile, the South African National Civic Organisation (SANCO) in the North West shared the same sentiments. SANCO provincial secretary, James Gadinabokao said: “We want to send a clear message to Chauke that his time is over in North West. He must go back to Giyani because we will not allow him to mess up this province.

“Chauke must go with immediate effect because the term of the IPC has expired. We are going to tell the ANC National Executive Committee to come and remove Chauke as soon as possible, unless they want to see the North West on fire again. We said to Chauke that, we are looking at you and we are monitoring you.”

He said Chauke must leave the municipalities alone. Gadinabokao alleges that there is no single branch that was launched by Chauke in the province. He said Chauke’s mandate was to come and build the province, instead he is running around in the municipalities and departments.

Gadinabokao threatened that the time will come to revolt against Chauke. However, Chauke dismissed the allegations as hogwash. He called Gadinabokao a ‘tribalist’ of note that he had never seen in his life.

“I find it very disturbing after spending 30 years of my political life in the North West. So, it is unfortunate to receive such a video coming from a person who came from UCDP. Gadinabokao is clueless and has no understanding of the operations within the ANC.

“We understand that there are people marching to Mpekwa House, but generally whoever is marching to Mpekwa House need to know that is illegal. Comrades need to understand that we are under COVID-19 lockdown restrictions, so gathering of people is not allowed,” he said.

Chauke added they do not say comrades should not raise their grievances, but they need to follow necessary procedures. He said they expect to see the ANC branches adhering to the lockdown regulations and help with the matters of COVID-19.

“They know their roles and what ANC caucused on. There is no evidence that I am involved in any matter of hiring at municipalities. There are ANC processes that always work when coming to the matter of deployment, and I happen to be at the forefront of matters of deployment as the coordinator of the ANC in the province,” said Chauke.

North West premier visits Botswana in commemoration

THE North West premier, Supra Mahumapelo in conjunction with The High Commissioner of the Republic of South Africa Mr Mdu Lembede will conduct a memorial lecture in honour of the late stalwart ZK Mathews at Moeding College in Otse, in Botswana on Friday.

Mahumapelo will also be part of the30th anniversary for commemoration of the 1985 Gaborone Massacre that will take place on Saturday. Those who are expected to attend the event, include government ministers from Botswana and South Africa.

Provincial acting spokesperson, Brian Setswambung said the move to honour Professor ZK Mathews and commemorate the Gaborone Massacre emanates from Mahumapelo’s State of the Province Address (SOPA) in March this year, which he directed that various activities and programmes will be initiated to honour cadres who passed away while on their way to and from exile.

“Subsequently, the Liberation Heritage Route Project was launched at Lobatla village in April this year with a view to document the history of the struggle launched through the province, and honour heroes and heroines who used this route to cross into Botswana on their way to other parts of the world as they resisted apartheid,” Setswambung said.

 

He further said the 1985 Gaborone Massacre took place on June 14 in 1985 when members of the then South African Defence Force (SANDF) crossed into Botswana and attacked South Africans and Batswana in Gaborone and neighbouring villages and twelve people died during the raid.

‘North West province strengthens ties with SANDF’

THE NORTH West provincial government led by premier Supra Mahumapelo and South African National Defence Force (SANDF) minister, Nosiviwe Mapisa-Nqakula gathered together at Palms hotel in Mahikeng, and signed a Momerandum of Understanding (MoU).

The partnership between SANDF and the provincial government was unveiled on Thursday. The partnership came to light after the initiative by SANDF to part skills to underdeveloped areas.

Minister Nqakula said her department will work together with the province in developing the province.

“Our plan is to assist  the province to achieve a competitive advantage in a global economy by providing the youth with professional advice, benchmarking opportunities, process facilitation, workshops, local and national conferences, network forums and annual research in the field of training resource development.

“We have noted that according to our feasibility study, agriculture is at the apex because it is the only industry that is very imperative in human being kind. Without agriculture, there is no life. What we doing now, we will bring our expertise from our department, SANDF to share the skill with the youth of the province, whether in agriculture, engineering and construction.  We’ve realized that most people are living beyond poverty line, and that need to change,” Nqakula said.

Nqakula said all plan will be unrolled in the next financial year in 2016.

North West premier Supra Mahumapelo said the plan is to eradicate poverty and change the lives of the people of North West.

“There are many lands not occupied in the province, and if we plan around carefully, we could make use of them. Many people are migrating to the suburbs, and that is a concern. We planning to decentralize that, that is why we bringing SANDF expertise and other stakeholders. We need to have that ability to imagine unimaginable, by doing so we will see our province increasing its economy,” Mahumapelo said.

Mahumapelo said they have brought in the expertise of commercial farmers to partake in the project of farming that will be unrolled in association with the SANDF department. He said that will help the youth and create job opportunities.

“Our plan as the province is to increase the province’s economy and created triangular key factors. Our aim is to increase the economy of the province by 6% and that is why we having Agriculture at the apex and followed by Culture and Tourism. We need a manifested plan to create job opportunities especially for the youth.

“The province decided to come up with initiative where we dedicate our budget to Villages, Townships, and Small Dorpies. By 2019, 90% of our budget will be spent on these areas because development plan is needed,” he said.

SANDF Chief-General, Solly Zacharia Shoke said they will bring skill developments to the province and create few projects were the SANDF will monitor them.  “As the department, we pledged to create job opportunities for our people, and by so doing we will encourage people to outsource local labour, and local procurement policy need to apply. Rural development and coherence structure, will come into place and also have North West University as partners,” Shoke said.

‘Upset for illegal gambling’

The North West Premier, Supra Mahumapelo led the Setsokotsane Programme in Matlosana to destroy illegal gambling machines which continue to infiltrate the gambling environment at the expense of legalized casinos and other recognized gambling facilities..

Mahumapelo said it should be recognized that the proliferation of such illegal gambling facilities have a very harmful effect on the economic growth of the Province as these people do not pay any taxes to the government.  

He said this exercise was part of Setsokotsane programme which was introduced by the Fifth Administration to fast track delivery of services within the communities of Bokone Bophirima.

During this exercise, the Premier was accompanied by two MECs for the Departments of Finance, Economy and Enterprise Development, Ms Wendy Nelson and that of Local Government and Human Settlement, Collen Maine, the MMC for Finance for Dr Kenneth Kaunda District Municipality and members of the North West Gambling Board.

The exercise which included the South African Police Service and the Hawks members started its programme through a compliance inspection in illegal business outlets operating in the town of Matlosana.  Most of these businesses operated limited payout machines (LPM’s) without proper licenses as outlined in the North West Gambling Act, Act 02 of 2001, as amended.

The Province has since the beginning of the year destroyed a sizeable number illegal machines and will continue enforcing the law especially, to outlets that operate illegally in Matlosana, Rustenburg and Brits as the most affected towns in Bokone Bophirima.

“Illegal gambling is affecting the revenue of the province tremendously as the traders are not paying for rates and taxes as required by the law and this impact negatively in the collection of revenue by local municipalities. The province end up not reaching the desired results of addressing the triple challenge of poverty, inequality and unemployment within our localities”, said Mahumapelo.

He said also indicated that the Province needs to pull together through “Saamtrek-Saamwerk” philosophy to fight illegal gambling which he termed as “capital accumulation super highway that takes advantage of the poor.  He said social grants allocated to the poor are used in illegal gambling and exposed the poor to gambling addictions.

It is reported that unlicensed gambling operations collect approximately R500 000 in the revenue per annum.

Mahumapelo encouraged the North West Gambling Board to strengthen its working relationship with municipalities and all law enforcement agencies and Department of Justice and Constitutional Development to address this challenge that affect the revenue collection of the province.

He pronounced that the Province will conduct a social mobilization programme to educate communities about gambling and its effects.
