More than 51 000 residents receive e-panic buttons

29 October 2025- The African National Congress (ANC) said it is pleased with the progress highlighted in the Gauteng State of the Province Address (SOPA), which demonstrates the fulfilment of commitments to improve safety, service delivery, and economic inclusion across the province. The party said the installation of street cameras at major intersections continues to strengthen law enforcement capacity and enhance the province’s crime prevention systems.

The ANC national spokesperson, Mahlengi Bhengu said complementing these efforts, the e-panic button has been successfully rolled out and adopted by more than 51 000 Gauteng residents, enabling immediate emergency responses to incidents such as vehicle collisions, assaults, and missing persons. Bhengu said nearly 1000 school patrollers have been equipped with “push-to-talk” devices featuring panic-button functionality, extending safety measures into schools and learning environments.

“In a bid to improve efficiency and reduce corruption, the province has also begun implementing a non-paper, cashless payment system across various government services. This includes an automated invoice management system and initiatives to promote digital, cashless transactions in public transport and provincial business processes, a major step towards financial security.

“The electrification programme, including the installation of transformers and solar high-mast lights, continues to transform lives, bringing light to areas that had been without electricity for years, particularly in the West Rand (Kagiso, Khutsong, Rand West) and parts of Johannesburg (Soweto, Orange Farm),” she said.

Bhengu further said through the Nasi Ispani programme, thousands of young people have gained work and income opportunities through initiatives such as the Green Army, road maintenance, and the teacher assistant programme. Similarly, the “Tswa Daar”programme provides critical rehabilitation and medical care to young people affected by substance abuse. She added that the rollout of E-Hubs has expanded digital access and free Wi-Fi across communities, bridging the digital divide and creating new economic opportunities.

“The deployment of Amapanyaza has had a visible and positive impact in reducing petty crimes such as cable theft and vandalism. While their operations have been temporarily suspended to further strengthen their legal mandate, the results of their work remain evident in the improved sense of safety within communities.

“At a service delivery level, the ANC extols the High Impact Service Delivery interventions executed by the Cities of Johannesburg, Tshwane, and Ekurhuleni. These efforts are aligned with the priority of investing in people and strengthening the capacity of local government to deliver efficiently and responsively,” said Bhengu.

She said the ANC welcomes the restoration of water supply in Westbury, Coronation, and other affected areas, a vital step in ensuring that all communities have access to reliable and dignified basic services. Bhengu said these accomplishments are a reflection of a determined leadership collective and a clear indication of the ANC’s commitment to the people of Gauteng.

‘Situation in Kagisano-Molopo Local Municipality is deeply concerning’

30 June 2025- The North West MEC for Cooperative Governance, Human Settlements and Traditional Affairs (COGTA), Oageng  Molapisi said he has noted the statement issued by the Standing Committee on Provincial Public Accounts (SCOPA) regarding the state of governance in the Kagisano-Molopo Local Municipality. Molapisi said he agrees with the committee that the continued failure by the municipal council to elect a mayor is a “clear violation of governance norms, with serious implications for oversight, service delivery, and accountability.”

He said he also supports the permanent appointment of the mayor for municipal governance stability. Molapisi further said during the invocation of Section 139(1)(a), he had directed the municipality to finalize the election of the mayor.

“Although notable progress and commitment on the side of the administration since the invocation of Section 139(1)(a), the situation in Kagisano-Molopo is deeply concerning and cannot be ignored. The residents of the municipality deserve effective, accountable leadership and a council that upholds the rule of law and serves the public interest.

“In addition to the report to be submitted by the Speaker of Council as directed by SCOPA, the Department of Cooperative Governance and Traditional Affairs will send a senior delegation to Kagisano-Molopo in the coming week to engage with the municipal council, provide legal guidance, and ensure that the municipality urgently complies with the legislative requirements for the election of a mayor or acting mayor,” he added.

Molapisi thanks SCOPA for its vigilant oversight and reiterates his department’s commitment to clean governance, ethical leadership, and the urgent restoration of the rule of law across all municipalities in the province.

‘Setsokotsane touch down in Tlokwe’

NORTH WEST’s accelerated service delivery drive has successfully completed its first month in Dr Kenneth Kaunda District Municipality with a resounding success in its effort to accelerate service delivery and ultimately addresses the triple challenges of poverty, unemployment and inequality.

North West provincial acting spokesperson, Brian Setswambung said on Thursday, Setsokotsane will pull out all the stops to focus on Tlokwe Local Municipality with its massive service delivery outreach being taken to Boskop, Ward 3, where over 15 government departments and public entities will converge to render essential government services.

“On Thursday, the Setsokotsane will be tackling two locations on the same day, namelyPromosa Community Hall in Extension 3, Ward 21 and Ikageng Stadium, Ward 10. All these service delivery drives will take place from 8:00am in the morning till 4:30 in the afternoon,” he said.

Setswambung said Setsokotsane will remain in DR KK District Municipality and will criss-crossing various local municipalities within the district until the end of September as it addresses all service delivery problems facing communities.

Schweizer Reneke women receive title deeds for their houses

Celebrations for Women’s month in August came a bit early for four elderly women in Ipelegeng township near Schweizer Reneke in Mamusa local municipality, after they received title deeds for their houses last week.

The handing over of these title deeds also coincided with the provincial government’ service delivery programme, Setsokotsane which is intended to bring government services closer to communities throughout the Province.

 

One of the recipients, Thethane Ntshilo (81), a pensioner,  widower and mother of seven, had been staying in a one room dilapidated house, said getting a title deed meant that her children ‘’will at least a place to call their own long after I am gone’’.  We are very happy to finally receive these title deeds, finally I know for sure that the house I live in is mine. I would like to thank the Department for giving me a house,” said Thethane.

Matshekiso Julie (56), a mother of six, who had been staying in a two roomed house, shared Thethane’s sentiments. “Nothing beats the feeling of finally owning a decent house that is registered in your name. I will now be able to continue with my life knowing that my children will never be destitute again because they now have a place to call home”, said Julie.

 

MEC for Local Government and Human Settlements, Collen Maine said by issuing out title deeds, the Department ensures that beneficiaries are able to raise their families where these is security and comfort and have a sense of ownership.

 

Meanwhile, MEC Maine also met with members of the community to afford them an opportunity to raise their concerns about general service delivery in the area. Most of the issued that were raised by the community ranged from illegal occupation of houses, houses that have structural defects and people who are unduly prioritised on the housing beneficiary list.

 

MEC Maine warned that cases of government officials who own RDP houses will be dealt with. He also warned the community against renting out their house for business purposes. “We will send out officials to register beneficiaries and this will purely be done to ensure that only those who are eligible, can benefit. In the meantime, we urge the community to be patient with us.  We have heard all your problems and we will be attending to them in due time, do not be afraid to report illegal occupation of houses, we need to stamp out corruption. We have a programme deal with rectifications and we will be sending a team to deal with all the problems that you are facing’’, he further stated.

Setsokotsane headed for Setabeng and Bona-Bona as it continues to fast-track service delivery in Kagisano Molopo

Bokone Bophirima Premier Supra Obakeng Ramoeletsi Mahumapelo has given thumps up to Setsokotsane’s progress in the Dr Ruth Segomotsi Mompati District Municipality.
 
Premier Mahumapelo was in Ganyesa this morning to speak to the Setsokotsane team and check on the progress being made by the Provincial Government’s accelerated service delivery programme as it continues to make headway in fast-tracking the delivery of government services to communities in the Dr Ruth Segomotsi Mompati District Municipality.
 
Since the beginning of June, Setsokotsane has been providing the much-needed services in the Dr Ruth Segomotsi Mompati District Municipality and has so far reached a commendable number of wards in various local municipalities within the district.
 
Thursday the provincial government has mobilised key service delivery departments such as Health, Home Affairs, Social Development and Labour to render services in Setabeng village near Pomfret in the Kagisano Molopo Local Municipality, as part of Setsokotsane.
 
Similar services have been arranged for Bona Bona near Morokweng on Friday 26 June 2015.
