COMMITTEE CALLS NORTHERN CAPE RESIDENTS TO MAKE SUBMISSIONS ON MARRIAGE BILL

3 August 2025 – The Portfolio Committee on Home Affairs will, from 4 until August 2025, will hold public hearings on the Marriage Bill [B43-2023] in the Northern Cape. The committee urges the residents of the Northern Cape to take the opportunity to make contributions aimed at shaping the legislation rationalising marriage laws in South Africa. The Chairperson of the Committee, Mosa Chabane said the hearing in the Northern Cape follows similar consultations held in Gauteng, KwaZulu-Natal, Eastern Cape, Mpumalanga and North West and most recently in the Free State.
 
“South Africa’s democratic society is anchored on consultation, hence the need for public participation in the work of Parliament and in law-making was enshrined in section 59 of the Constitution. The hearings represent a genuine platform to guarantee that the laws that Parliament passes incorporate the will and aspirations of the people.

“The committee has endeavoured to ensure that the process is inclusive and far-reaching and that a conducive platform is created for people to make meaningful submissions on the Bill. In this context, the committee resolved to hold nationwide hearings to garner views on the Bill, especially considering South Africa’s diverse cultural and religious background,” he said. 
 
Chabane further said to ensure meaningful public engagement, Parliament, through its public education unit, has in each province undertaken an extensive public education process to ensure that participants make informed and qualitative submissions that will add value to the Bill. He added that the public education sessions have proved invaluable, with participants in different provinces raising province-specific views on the Bill.   
 
“The Marriage Bill seeks to rationalise the marriage laws of various types of marriages and introduces a single marriage statute to replace the three existing marriage laws governing civil marriages, customary marriages and civil unions. The Bill further seeks to recognise all marriages irrespective of religion, custom, sexual orientation or other beliefs. All marriages, concluded either following the tenets of any custom, religion or belief, will, therefore, be recognised.

“The Bill will further ensure that all marriages concluded before the commencement of the Bill continue to be recognised as marriages under South African law. Also, the Bill seeks to prohibit marriages involving children in line with South Africa’s obligations as it relates to international human rights instruments, as well as the protection of children. In this regard, the Bill introduces a requirement that both prospective spouses must be 18 years and older. The Bill further introduces offences and penalties for entering or concluding marriages with minors, as well as solemnising such marriages,” said Chabane.
 
He said the Bill will further ensure that the Minister of Home Affairs can designate marriage officers from all sectors of society, including traditional leadership, and sets out the requirements for designation as a marriage officer.
 
Chabane said in the hearings held in the Free State, a majority of participants welcomed the intentions of the Bill but raised concerns with various aspects that the committee must consider when deliberating on the Bill.

“A major point raised was the need for stricter measures to regulate marriages between foreign nationals and South Africans to halt the increasing trend of marriages of convenience. Additionally, participants agreed to the increase in the legal age of marriage to align it with international human rights instruments.

“Participants suggested that the Bill increase the legal age of marriage to 21 years, as they were of the view that an 18-year-old is still not mature enough to make such a decision,” he said.

SAPS members from Northern Cape took part in National Practical Pistol Shooting Champion

20 March 2025- The Northern Cape South African Police Service (SAPS) participated in the National Practical Pistol Shooting Championship, held in Nelson Mandela Bay, Eastern Cape, from 9 to 14 March 2025. A total of 106 SAPS members from across the country competed in various categories, showcasing their skills in precision shooting.

The Northern Cape police spokesperson, Sergio Kock said practical pistol shooting enhances marksmanship, discipline, and focus—critical competencies that contribute to accuracy and effectiveness in high-pressure situations. Kock said the Northern Cape team comprised five members, with Lieutenant Colonel Ralda Breedt and Warrant Officer Neo Mosienyane, achieving remarkable results.

“Lieutenant Colonel Ralda Breedt was announced as the winner for Category C (Ladies), overall 2nd place for ladies’ category and received a gold medal for team event. Warrant Officer Neo Mosienyane received a gold medal for team events and earned a marksman status.

“Additionally, Lieutenant Colonel Ralda Breedt and Warrant Officer Brakkies Breedt served as SAPSA Range Officers throughout the championship,” he said.

Meanwhile, the Northern Cape Provincial Management said it extends its congratulations to all participants. The management said their outstanding performance not only highlights their dedication but also reinforces the critical skills required to uphold SAPS’ core mandate, which is protecting and serving the people of South Africa.

SAFA held successful NEC meeting in Johannesburg

25 January 2025 – The South African Football Association (SAFA) said it held a very successful Ordinary NEC Meeting in Johannesburg on 24 January 2025. According to SAFA, the meeting was a continuation of the adjourned Ordinary NEC Meeting that was held in Gqeberha, Eastern Cape, on 12 October 2024 and concluded on Friday night, wrapping up all the outstanding matters that were on the agenda.

SAFA president, embattled Dr Danny Jordaan said discussions were robust and engaging. Jordaan, who chaired the proceedings, said he was happy that the members engaged all the items passionately as they always do.

“Well, we have just concluded our meeting. We’ve dealt with about 20 items, and we are very happy. There were robust debates and questions, and we focused on football.

“We dealt with the question of our teams, and of course, with Bafana Bafana going into the Africa Cup of Nations draw in Morocco on Monday (27 January 2025) night,” he said.

Jordaan further said they will see what happens there, and they wish them all the best and hope that they will be able to perform. He added that all the teams, the national teams, have improved. “Morocco is quite good. It’s an improved team, and so is Nigeria, so is Senegal, and South Africa is there with them. We will want to see who we meet this time around.

“I am very happy that we dealt with many issues relating to the technical area, the coaches. We have now appointed a coach for Under-17, Under-20, as well as technical teams,” said Jordaan.

He said overall, he is happy. Jordaan said it was quite a successful meeting.

“We will focus now on moving forward. The NEC was also told about the massive progress that has been made in schools’ football,” he said.

COSAFA Banyana now set their sights on Eswatini

25 October 2024 – With the COSAFA Women’s Championship in Gqeberha, Eastern Cape, expected to shift a gear in the coming days, coach Maud Khumalo’s youthful squad now shifts their attention to Eswatini in their second match of the regional tournament.

A lone strike from Tshegofatso Motlogelwa settled COSAFA Banyana Banyana’s opening match of the tournament against Namibia on Tuesday and Khumalo will hope her players retain that winning feeling and also find more goals when they meet Eswatini in the second match of Group A at the Wolfson Stadium at 3pm on Friday, 25 October 2024.

Khumalo said their main focus going into today’s group match will be on keeping the winning momentum and securing maximum points.

“We plan to pick up where we left off against Namibia and we need to score goals. It’s more of an emphasis on scoring goals and making sure that we collect maximum points so that we don’t put ourselves under pressure in the group stages and things like that.

“It is more on planning to score more goals, but we are also not going to undermine Eswatini,” she said.

Meanwhile, Banyana Banyana Captain Thalea Smidt said she is proud of the way the team performed against Namibia.

“I think the team did fairly well, I think we got what we set out to do, and the objective was to win. We would have loved to score more goals, however, I think the most important thing for us on the day was getting the three points and we managed to do that.

“We need to make better use of the many opportunities they create and not leave anything to chance. The main focus for us in today’s game is on taking care of the ball more, being more comfortable, not rushing our decisions and most importantly when creating opportunities, to make sure we bury them and be more clinical,” she said.

Banyana Banyana ready to face Namibia in COSAFA Cup tournament

22 October 2024– South African senior women’s national team will get their 2024 COSAFA Women’s Championship campaign underway when they face Namibia at the Nelson Mandela Bay Stadium in Gqeberha, Eastern Cape, on Tuesday afternoon at 5pm. Banyana Banyana will be looking to regain their title in this year’s tournament after three years without success and add to their record seven victories in the regional event.

Banyana Banyana interim coach, Maud Khumalo said she understood the importance of winning the first game.

“To be honest with you, we are in a relaxed mood. In the right set of mind, in a sense that we know it is match day minus one. We know that we have a few hours to play our first game of the tournament, which is very crucial.

“In this camp, everybody is ready, everybody is relaxed and focused. We are hopeful that this year’s title will remain at home. Definitely, we have to lift the hopes of South Africans, and also it is going to give us the right direction in terms of next year’s Women’s Africa Cup of Nations (WAFCON) in Morocco,” she said.

Khumalo further said, everyone who plays against them, is going to come strong. She added that they are ready mentally and physically.

“The girls are ready to go out there to represent the country,” said Khumalo.

Meanwhile, COSAFA Banyana Banyana captain, Thalea Smidt said while they have not had much time together ahead of the tournament, they will take advantage of the opportunities presented to them tomorrow.

“The preparation so far, I think it has been good. We have not really had as much time as we would have desired, but I think we must just make use of the time that we had. I think we did what was important and what would be important for us during the game and what would be needed from us during the game.

“Obviously, the main focus for us these past few days was on the preparations for Namibia because that is our first game. It is currently the most important game because it is the game that is going to set the tone for us in the tournament,” she said.
