Portfolio Committee welcomes Broos as the new Bafana Bafana coach

The Chairperson of the Portfolio Committee on Sports, Arts and Culture, Beauty Dlulane, has welcomed the appointment of the former Cameroon mentor, Hugo Broos as the new Bafana Bafana head coach.

SAFA president, Dr Danny Jordaan announced Broos as the new coach for struggling Bafana Bafana in Johannesburg on Wednesday. Dlulane said Broos’ appointment was punctual and will ensure that there will be no management vacuum in the national team.

“The coach and those he assembles as management team just need the support from SAFA and the public. Furthermore, stability is critical for the team to improve its performance and achieve acceptable results in its future competitions.

“Broos brings a rich experience to the South African soccer squad as he coached at continental and international levels. He seems to possess the right credentials and has an impressive pedigree that will make Bafana Bafana reach new heights,” she said.

Dlulane further said South Africa expects and deserves a winning team where talent scouting and harnessing are fundamental. She said equally important, is continuity and consistency in the boardroom and on the field.

“We call on the new coach to ensure that Bafana Bafana moves above the level they are currently occupying in international rankings,” said Dlulane.

Meanwhile, Broos is expected in the country next week where he is scheduled to meet all football stakeholders including members of the media. He said South Africa has a rich football history and is among the powerhouse on the continent.

“The country has full of quality and I am coming to coach a truly football nation with massive potential. My main focus will be to weave in new players who have hunger and desire to achieve things.

“Young players are ambitious and want to prove a point. I need to start from there because I want to build a strong Bafana Bafana side for the future. My first priority would be to build a completely new Bafana Bafana team that will make huge statement in coming major global tournaments such as the Africa Cup of Nations and the FIFA World Cup,” he said.

Broos further said the impending postponement of the 2022 FIFA World Cup qualifiers from next month to September this year will give him more time to prepare his team for Qatar 2022, where Bafana Bafana are in the same group with Zimbabwe, Ghana and Ethiopia.

Lenyai in court for formal bail application

A 32-YEAR-OLD man is expected back in Taung Magistrate’s Court for a formal bail application today. Tshepo Lenyai from Manthe village in Taung, allegedly stabbed Kamogelo Lekaota (18) to death at a local tavern called Disoufeng during the Easter weekend.

North West police spokesperson, Capt Sam Tselanyane said the atrocity took place at around 3:30am. Tselanyane said it is alleged that the duo was fighting over alcohol.

“Taung police received a call from the Manthe clinic at around 3:30am. The police rushed to the scene and found Lekaota’s lifeless body in a pool of blood with stabbing wounds. He was stabbed on the left side of his chest.

“According to information, the deceased was ferried to the clinic for medical attention, but he succumbed to his injuries. A 32-year-old man was arrested and is expected to appear at Taung Magistrate’s Court for a formal bail application,” he said.

Lenyai was remanded in custody during his first appearance to give police more time to investigate.

ANC IPC in North West submit its list of ‘corrupt’ leaders

ANC Interim Provincial Committee in North West confirmed that it has submitted its list consists of five names that are charged with corruption or serious crimes to step aside or face immediate suspension.

This follows the ANC NEC’s request to all members who have been charged with corruption or serious crimes to step aside voluntarily in 30 days or face immediate suspension. The NEC also requested all provinces to submit the lists of members who are charged with corruption or serious crimes.

It is alleged that the embattled JB Marks Local Municipality mayor, Kgotso Khumalo who is facing theft charge tops the IPC list, followed by the former North West MEC for Finance, Wendy Nelson who is also facing a corruption and fraud charge.

The ANC National Working Committee also issued a ‘stern warning’ to all members who have been charged with corruption or serious crimes to step aside or face suspension. The structure reiterates the ANC National Executive Committee’s call on the matter.

ANC National Spokesperson, Pule Mabe said this was agreed on during the ANC’ Working Committee meeting on Monday, where lists of all members who have been charged with corruption or serious crimes from all provinces were collated.

“In terms of Rule 25.70 of the ANC constitution, which provides that where a public representative, office-bearer or member has been indicted to appear in a court of law on any charge, the Secretary General or Provincial Secretary, acting on the authority of the NEC, the NWC, the PEC or the PWC, if satisfied that the temporary suspension of such public representative, office-bearer or member would be in the best interest of the organisation, may suspend such public representative, elected office-bearer or member and impose terms and conditions to regulate their participation and conduct during the suspension.

“The NWC received reports from provinces on members who have been charged with corruption or other serious crimes, the status of their matters, whether the affected members have been informed of the decision of the NEC, and whether they have stepped aside,” he said.

Mabe further said the NWC also received a report from the national officials, through a team lead by the Treasurer General, Paul Mashatile on proposed terms and conditions regulating the participation and conduct of members during the period that they step aside voluntarily.

He added that the affected member must update the relevant secretariat on a monthly basis regarding progress with their cases.

“The decision by a member to step aside will be reviewed by the relevant structure of the organisation every six months. The NWC resolved that the decision of the last NEC, as outlined above, must be implemented. Those who have been charged with corruption or other serious crimes and who have not stepped aside should be suspended in terms of Rule 25.70 of the ANC Constitution.

“The NWC instructed that the necessary letters must be written to the affected members implementing this decision, and outlining the terms and conditions regulating their participation and conduct during the suspension,” said Mabe.

He said the NWC also noted various reports of the Integrity Commission and resolved that these reports will be discussed at the Special NEC meeting on 8 – 10 May 2021. Mabe said the NWC also received proposals by the national officials regarding the constitution of an appeals panel provided for in the guidelines and procedures adopted by the NEC for those who wish to appeal decisions of the Integrity Commission.

Meanwhile, South African Communist Party (SACP) secretary in the North West, Madoda Sambatha said: “ANC members should not see the party’s resolutions only when they suit them. When is difficult for them accept, they must just say instead of allowing factional accusations.

“The resolution says people who are charged with serious offences and corruption should step aside or face suspension. So, it means if I am charged today, the ANC Integrity Commission will determine the seriousness of the offence and request me to provide reasons on why I should not step aside.”

North West teacher arrested for stabbing another teacher

A 64-YEAR-OLD man has been arrested by the police for allegedly stabbing a fellow teacher (45) multiple times with a knife. The incident took place at Tshefoge Primary School in Vaalboschloot near Brits on Monday.

It is alleged that a teacher from Tolamo Primary School in Letlhakaneng village, outside Brits, forcefully entered the community hall wearing a balaclava where learning and teaching was underway and demanded to see the victim.

North West MEC for Education, Wendy Matsemela said: “Tshefoge Primary School has been under construction since from the last quarter, so learners were moved to a community hall as a temporary measure. The suspect allegedly refused neither to sanitize nor to be screened.

“It is reported that when he arrived at the hall, he called the victim and went outside where the argument ensued between them. It is alleged that, the suspect stabbed the victim multiple times on the neck and her back,” Matsemela said.

She further said, some of the school staff came to the victim’s rescue and managed to apprehend the culprit. Matsemela added that the police were called and the suspect was arrested.

“The injured educator is still in a critical condition at the Intensive Care Unit of the local hospital. We would like to condemn the incident in its strongest terms. As the department, we are disturbed and disappointed by such a heinous and barbaric incident that happened in our schools and allegedly committed by one of our educators.

“I wish to condemn it in its strongest terms and indicate that Gender-Based Violence (GBV) is not welcomed in our schools. Anyone who does that will be subjected to the full might of the law,” she said.

Meanwhile, Matsemela said the incident has traumatized learners since it happened in front of them. She also lauded the staff members who showed bravery by apprehending the suspect. 

She said both learners and educators who were exposed to this horrible incident will be provided with counselling.

Matsemela is expected to visit the school on Tuesday.

COSATU: ‘Corruption and malfeasance rife in North West ’

Congress of South African Trade Unions (COSATU) said it is concern about the mass retrenchments, wage freezes and austerity measures imposed by the capitalist leaning treasury.

COSATU was celebrating its International Workers Day in Klerksdorp. COSATU’s provincial secretary, Kopano Konopi said North West is one of the provinces that corruption and malfeasance continue to rear its ugly head and this has affected the ordinary citizens. 

“We regard this as the abuse of entrusted power for private gain. Its background and context in our province are protracted. Be that as it may, we have been alarmingly shocked at the rate of increase and impunity during this difficult period.

“Both public and private sectors have demonstrated unbelievable levels of grand-scale corruption without regard for the suffering of our people and their needs. Therefore, this is a struggle against greed, parasitism and institutionalised profiteering at the expense of the working-class and workers in the province,” he said.

Konopi further said corruption is anchored in the unholy intersection between public and private officials and interests abusing the system for private personal gains. He said they are also disenchanted by the extent to which law enforcement agencies are slow in prosecuting the criminals, both in the public and private sectors who abuse public and workers’ monies with impunity.

“We call on the Director of Public Prosecutions in the province to move with speed in putting away from society all who steals from the people and workers. We have provided concrete proposals to deal with thuggery decisively to send a strong message that we shall not and never tolerate all norms of corruption and greed,” said Konopi.

He further said as COSATU, they are concern about the high rate of unemployment. According to the statistics, the rate of unemployment in the province has increased from 28.3% to 33.3% between the third and last quarter of

2020.

“This is an increase of 5% on a quarter-to-quarter basis. Between December 2019 and December 2020, it increased from 28.8% to 33.3% which is an increase of 4.5% on a year-on-year basis.

“At the same time, the quarterly labour force survey released by Statistics SA in February 2021, shows a quarter-to-quarter increase in employment in the province from 930 000 to 944 000 which is an increase of 14 000 jobs between the 3rd quarter of 2020 and the last quarter of the same year,” he said.

However Konopi said nonetheless, there is a decline on a year-on-year jobs which shows that in December 2019 there were 992 00 employed people in the province whereas in December 2020 there were 944 000 employed people. He said this is a decline of 48 000 jobs on a year-on-year basis.

“These statistics illustrate that the North West economy is continuing to shed jobs instead of creating them. It is evident that the current economic state of our province represents a high unemployment rate amidst the triple challenges of racial poverty, gendered inequalities and class unemployment,” he said.

Meanwhile, the South African National Civic Organisation (SANCO) in the North West said it has identified labour peace as key to South Africa’s economic recovery.

SANCO provincial chairperson, Paul Sebegoe said: “We call for workers’ rights to be protected and the collective bargaining framework strengthened. An urgent return to the bargaining chamber to negotiate a new public sector salary agreement would be critical for the COVID-19 stricken economy to recover from the aftermath of the devastating pandemic.

“Averting strikes through constructive and meaningful engagements to grapple with the economic realities facing the country should be the first step towards economic recovery.”

Sebegoe also emphasised that workers were the ‘first line of defence’ and the hardest hit by the merciless global pandemic. 

He said while most fatalities affected the vulnerable with comorbidities, job losses affected low skilled workers in the private sector and the informal economy whom despite multiple interventions could not be protected from the jobs bloodbath therefore economic recovery must be targeted at these categories of workers.

The National Assembly speaker, Thandi Modise said in a statement that the struggle for better and improved rights in the workplace, which were intertwined with the struggle for social justice, freedom and democracy, has come a long way since 1994.

However, Modise said great strides have been made to transform the labour legislative landscape to eliminate restrictive and oppressive labour laws.

“This has ensured progressive laws that guarantee inalienable rights, such as freedom of association, collective bargaining, the right to strike and workplace freedom.

“Celebrating the contributions of workers inevitably draws attention to the scores of South Africans without jobs. We also note with concern the unemployment in South Africa, which particularly affects the working class, most notably women and young people,” she said.

Modise said the country has experienced a high rate of unemployment and parliament cannot turn a ‘blind eye’ to the reality that workers across the length and breadth of the country live with millions of their unemployed brothers and sisters. She said the situation has further been exacerbated by the realities of COVID-19.

A burnt body of a girl (7) discovered in the bushes

A 31-YEAR-OLD man is set to appear at Brits Magistrate’s Court on Monday for murder, kidnapping and defeating the ends of justice. North West police spokesperson, Capt Aafje Botma said a man was arrested after he allegedly kidnapped and murdered a girl (7) at Bafhaung Section in Maboloka near Letlhabile on Thursday.  

“It is alleged that the girl was playing near the dam with two boys aged 10 respectively when they were called by the suspect to his house. According to the boys, the man offered them a fish, but instructed the boys to go and wear shoes at their houses before they could get it.  

“The pair left the girl behind with the man and went back to their places to wear shoes. However, on their return, they found the house abandoned. As the result, the boys reported the incident to the victim’s aunt,” said Botma.

She said the latter together with the girl’s grandmother, went with the boys to the suspect’s place to enquire about the girl’s whereabouts. Botma said the suspect allegedly told the family that the victim left with other children. 

“The matter was subsequently reported to the police and the search for the missing girl ensued. According to the reports, the girl’s father took the suspect to the police station for further questioning.

“The suspect apparently made a clean breast on killing the girl and took the police to the area where the girl’s burnt body was dumped. The lifeless body of the deceased was found in the bushes on Saturday after a long search,” she said.

Meanwhile, the North West Police Commissioner, Lieutenant General Sello Kwena condemned the incident which he described as ghastly. Kwena also lauded all police from various units who worked tirelessly together with the family to ensure that the innocent girl’s body is found.

ANC ‘gives’ Mahumapelo and Lenkopane a five year ‘cool off’ time

Former North West Premier and ANC Provincial Chairperson, Supra Mahumapelo and the ANC Women’s League acting secretary in North West, Bitsa Lenkopane who is also a Member of Provincial Legislature (MPL) in the North West Provincial Legislature (NWPL), Bitsa Lenkopane were handed a five year suspension from the ANC by the Interim Provincial Committee with immediate effect.

Embattled Mahumapelo and Lenkopane were hauled before the ANC Provincial Disciplinary Committee (PDC) after being charged for various offences. Mahumapelo was charged for ‘sowing divisions’ within the party and organizing parallel ANC campaigns.

He also accused of instructing the beleaguered JB Marks Local Municipality mayor, Kgotso Khumalo to ‘ignore’ the IPC’s instruction after it ordered Khumalo to step aside amid criminal case.

Mahumapelo and Lenkopane were part of ANC members who addressed ANC branches at Delareyville on Sunday. They vowed that they will not appear before the disciplinary committee unless some of its members recuse themselves.

The disciplinary hearing for Mahumapelo and Lenkopane was scheduled on 26 and 27 April 2021.

The ANC PDC Chairperson, Wendy Matsemela said: “We, as the Provincial Disciplinary Committee of the ANC in the North West wish to report that, we at a duly constituted disciplinary hearing of the ANC against the respondents, Supra Mahumapelo and Bitsa Lenkopane.

“The hearing was held on 26 and 27 April 2021 concluded the disciplinary matters against the above-mentioned respondents on 27 April 2021 after considering the charges and evidence led.”

Matsemela further said the PDC, therefore arrived at the verdict that both Mahumapelo and Lenkopane have been found guilty as charged. She added that after considering the aggravating factors as submitted by the presenter of evidence on the behalf of the ANC represented by the IPC in the North West province, the committee therefore concluded that both members are hereby suspended from the ANC for a period of five years with immediate effect.

“Both respondents must be removed from the lists of public representatives of the ANC. Mahumapelo should undergo a mentorship program on political leadership under the former president of the ANC and the Republic of South Africa, Thabo Mbeki for a period of three years.

“Lenkopane be also placed under the mentorship program under veteran Barbara Masekela or any other designated senior leader to assist her for a period of five years. Both respondents are advised of their rights in respect of the appeal review the verdict and or sanctions accordingly with the National Disciplinary Committee of Appeals in terms of the rule 25.36 and rule 25.38 of the ANC constitution respectively,” she said.

Matsemela said the said application for appeal and or review must be launched with the National Disciplinary Committee of Appeal within 21 days from the date of receipt of the ruling.

‘Democratic Alliance qualifications saga hit North West’

Democratic Alliance continues to be marred with qualifications scandal. The latest person to be accused of misleading the public over his qualifications is the DA Member of Parliament (MP) Joe McGluwa, who is also the former leader in the North West province.

It is alleged that on 5 April 2019, McGluwa released a media statement titled: “DA North West proudly introduces its candidates for the 2019 Elections” that he had Postgraduate Diploma in Public Administration obtained from the University of Witswatersrand while contesting for the premiership position in the province.

However, Taung DailyNews understand that McGluwa has a postgraduate Diploma in Management obtained from the same institution which is contrary to what is written in the statement.

The statement says: “This list of candidates represents the diversity of North West. Our lists are diverse in every sense- race, gender, religion, sexual orientation, skills set, geography, class and the blend between youth and experience.

Our DA North West Premier candidate, Joe McGluwa who is also the provincial leader and a Member of Parliament holds the first position on the list.

I am Joe McGluwa, married to Nadia and father of two. I am a grandfather. I have been engaged in politics since a very young age, mainly through my father’s involvement and passion for always wanting to help people wherever I can.

My childhood stems from humble beginnings in Alabama, Klerksdorp. I am one of two brothers in a family of five children. My brother also share my passion for politics and is a Member of the Provincial Legislature in the Northern Cape.

McGluwa poured cold water over these allegations and said ‘there is a smear campaign’ against him.

“Yes I do hold a post-graduate diploma in Management from Witwatersrand since 2015. Yes, Wits offers a post-graduate Diploma in Management, therefore, as per your request, I will WhatsApp you a copy of my post-graduate diploma.

“I also hold an Advanced Certificate in Governance and Public leadership for the year 2013. I have also registered the same year for my Masters in Management in the field of governance and Public Leadership of which I have only done/passed my qualitative research methods,” he said.

McGluwa added that due to his deployment to North West as the leader at a time, he was unable to complete his Masters Degree. He further said he takes the allegations that his qualification is questionable in a very serious light. 

“There has been a concerted effort lately to make DA leaders academic credentials questionable and it is quite unfortunate. I am also mindful that 2021 is elections year and I am not surprised by these allegations as the same was raise in April 2019, of which I am under the opinion that it was responded to.

“I am not surprise, but politicking must not be done in such a malicious way. Yes, it could have been a sheer mistake but I take full responsibility for it because as the then provincial leader, I approved all statements and would want to admit that it is possible that I have approved the press statement during a very busy election time,” said McGluwa.

Meanwhile, the DA leader in North West, Leon Basson said: “We understand that McGluwa has postgraduate Diploma in Management and we are happy. What is depicted in a media statement might have been a typing error and we would not take him to task regarding that.”

The University of Witswaterand confirmed that they offer Postgraduate Diploma in Public Administration, but it is not at liberty to divulge the confidential information about individuals unless certain processes were followed.

However, one of the DA leaders who did not want to be named for fear of reprisal said: “Clearly, the qualification that McGluwa stated is false and misleading. He basically misrepresented his qualifications because he cannot claim to have a Postgraduate Diploma in Public Administration which basically he does not have.

“In terms of the Act, a person is guilty of an offense, if such person falsely or fraudulently claims to be holding a qualification or part qualification registered on the NQF or awarded by an education institution, skills development provider, QC or obtained from a lawfully recognised foreign institution.”

The source said the law states that a person, who is found guilty of such an offense will be liable for a fine or to imprisonment for a period not exceeding five years, or to both a fine and such imprisonment.

“In addition, if the wrongdoer is an employee, he/she might likely be charged and dismissed for misrepresentation/dishonesty. The government is cracking down on officials with fake qualifications after Parliament passed a bill that will force the state to root out people with such qualifications.

“The National Assembly agreed in the bill that those found with bogus qualifications will be named and shamed. So, there are two possible charges against McGluwa which are misconduct in terms of the SAQA Act by misrepresenting or lying about his academic qualifications on his Curriculum Vitae submitted to Parliament and knowingly making false statements in an affidavit concerning the said qualifications in contravention of the Justices of Peace and Commissioners of Oath Act.”

Source alleged that it was expected for the party leadership to take no actions against McGluwa because they targeting only black people.

The DA has recently suspended the Western Cape MEC for Transport, Bonginkosi Madikizela after revelations that he’s been misleading the public about the status of his academic qualifications. It is alleged that Madikizela claimed that he had completed his BCom Degree, while he did not.

A group of disgruntled African National Congress (ANC) members in the North West continue to lash out at the ANC Interim Provincial Committee (IPC). This comes after the temporary suspension of the former North West Premier and ANC Provincial Chairperson, Supra Mahumapelo’s membership.

The group picketed outside the ANC provincial headquarters in Mahikeng on Thursday. They accused the IPC of ‘sowing divisions’ and ‘skewed’ towards its decision on suspending Mahumapelo.

Mahumapelo was suspended last week for allegedly sowing divisions and undermining the ANC IPC. It is alleged that Mahumapelo organised parallel ANC campaigns and instructed the embattled mayor of JB Marks Local Municipality, Kgotso Khumalo not to ‘step aside’ as per instruction by the IPC.  

A representative from the ANC branches in Mamusa Sub Region, Papa Jood said: “We want to make it clear that, the purported suspension of our leader has nothing to do with being ill-discipline, but it is clear that, this matter has everything to do with the planned Regional Conferences, Provincial Conference, National General Council and ultimately the 55th National Conference that is planned to sit as per the constitutional requirements of the ANC.

“Mahumapelo’s active membership in the ANC North West gives these lapsed IPC leaders a headache as it is inevitable that he will lead this province again as the Chairperson of the ANC. As part of the branches in this province, we have noted this unconstitutional suspension as an illicit activity, laughable and a joke to our organisational constitution.”

Jood further said they have always sustained that since the unlawful disbandment of the legitimate ANC Provincial Executive Committee led by Mahumapelo, the CR 17 camp is out to purge those that do not tow the same line with them.

“We are of an understanding that our leader, Mahumapelo, is purged for his participation at the by-elections at Mareetsane, in which his contribution made the ANC come out victorious in those elections.

“Secondly, it is alleged that Mahumapelo has influenced another member of the ANC to not step aside as per the IPC instruction. We are still awaiting the finalisation on the lists and 30 days issue from the ANC National Executive Committee (NEC), but as expected, the champions of purging in a form of an unconstitutional IPC has already jumped the gun on the issue of Khumalo,” said Jood.

He alleged that the ANC IPC enjoys predetermining things to their undue favour and this behaviour expose its weaknesses of being a reactionary structure that always jumps unnecessarily in the interest of eliminating those that are opposed to their leadership interests in the coming conferences.

He said they view all these unlawful efforts as just a concoction to ensure that their antagonist, Mahumapelo does not participate in all organisational activities including being elected in the upcoming conferences.

Jood said actually, the IPC should start by suspending themselves for not adhering to the NEC decision of 2018 that branches should not be disbanded or be converted.

ANCYL regional secretary in Ngaka Modiri Molema, Wessels Morweng shared the same sentiments. Morweng said the IPC has for the longest time seriously abused its position.

“One can say they are constitutional delinquents because even these charges they levelled against Mahumapelo are baseless as far as the ANC constitution is concerned.

“What is concerning is that there is quite a number of comrades that are been charged for inviting Mahumapelo to deliver lectures on various topics. Last time I checked, they were 23 and this is the abuse of the ANC constitution,” he said.

Morweng further said they will be heading to the South Gauteng High Court next week to challenge the NEC to reinstate the ANC PEC in the province as per court ruling. In 2018, the ANC NEC disbanded the PEC, but the court ruled that the disbandment was unlawful and unconstitutional.

However, ANC IPC coordinator, Hlomani Chauke said Mahumapelo has committed a ‘series of transgressions’ that undermined the ANC in the province.

“We can confirm that the ANC IPC last week reflected on the conduct of Mahumapelo. So, the IPWC consequently resolved to place Mahumapelo’s membership on temporary suspension pending the finalisation of the disciplinary process.

“This is subsequent of series of transgressions, Mahumapelo committed against the ANC in the North West province. We can confirm that Mahumapelo was invited to the ANC IPWC with a view of explaining the recent public remarks that he made which sow divisions within the ANC in the province,” he said.

Meanwhile, Mahumapelo and other four ANC members whose memberships were suspended are expected to address the media at Delareyville on Sunday at 1pm. Mahumapelo’s disciplinary hearing will commence on 26 and 27 April 2021 after been adjourned on Thursday.
