Two patients died in NC hospitals due to negligence

30 July 2025- The Northern Cape MEC for Health, Maruping Lekwene said they acknowledge receipt of the comprehensive investigation report from the Office of the Health Ombudsman regarding incidents at the Northern Cape Mental Health Hospital and Robert Mangaliso Sobukwe Hospital. 

This comes after the Health Ombud released investigation findings into psychiatric patients in the Northern Cape hospitals. The health ombud, Professor Taole Mokoena said they were investigating the treatment, complications and deaths of psychiatric patients at the Northern Cape Mental Health Hospital and the Robert Mangaliso Sobukwe Hospital. 

Mokoena said this investigation addresses cases involving the death of two patients and inadequate medical care for another.

“The investigation was initiated following a complaint lodged by the Minister of Health, Dr Aaron Motsoaledi against the Northern Cape Mental Health Hospital in Kimberley in October 2024. We found that the general care provided at the two institutions was ‘substandard’ with two patients dying and another left bedridden following brain surgery.

“These incidents occurred in July and August 2024, were investigated in terms of Section 81A (11) of the National Health Amendment Act, 2013. The report revealed gross mismanagement, failure to provide urgent medical care, lack of functional equipment, and extreme infrastructural deficiencies,” he said.

Mokoena further said one of the patients, Cyprian Mohoto, was transferred from NCMHH to RMSH on 13 July 2024, with a suspected abdominal obstruction. He added that the tests showed he had pneumonia, which went untreated for three days until his death. 

“Another patient, Tshepo Mdimbaza was found unresponsive in bed at NCMHH on 3 August 2024. Resuscitation was delayed due to non-functional equipment. The resuscitation process was delayed due to the unavailability, malfunction, or unpreparedness of resuscitation equipment.

“A post-mortem determined he died from exposure to the elements. Petrus De Bruin collapsed at NCMHH on 30 July 2024, and was transferred to RMSH. The medical care and investigations conducted in the Emergency Centre were appropriate. However, the monitoring by nursing personnel was found to be inadequate,” he said.

Mokoena said the fourth patient, John Louw, was diagnosed with an acute subdural haemorrhage. He said Louw underwent craniotomy and craniectomy procedures and was returned to NCMHH on 28 October 2024. 

“He currently remains bedridden,” said Mokoena. 

Meanwhile, Lekwene said his department welcomes this thorough investigation by Mokoena. He said the department takes these findings very seriously and is committed to ensuring the highest standards of patient care and safety across all its healthcare facilities. 

“We will be conducting a comprehensive study of the Health Ombudsman’s findings and recommendations. The department is committed to thoroughly studying all findings and recommendations contained in the report. 

“Developing implementation plans to ensure accountability and transparency throughout this process. Prioritizing patient safety and quality of care in all our facilities

The department recognizes the critical importance of mental health services and the vulnerability of psychiatric patients,” said Lekwene. 

He said they are dedicated to implementing necessary improvements to prevent similar incidents from occurring in the future. Lekwene said his department once again extends its condolences to the families affected by these tragic incidents and reaffirms their commitment to providing safe, quality healthcare services to all residents of the Northern Cape.

Additional suspects nabbed in murder case of DA councillor

30 July 2025- Two suspects (56) and 26 were arrested for the alleged murder of Democratic Alliance (DA) councillor, Nhlalayenza Ndlovu, who was shot and killed in December 2023 at his home in the Mpophomeni area, in Howick. The police said two additional suspects were arrested today by the said Political Killings Task Team.

The national police spokesperson, Brigadier Athlenda Mathe said one of the suspects is Inkosi. Mathe said one suspect coordinated the murder of the councillor, whilst in Pietermaritzburg Prison.

“The pair will appear before the Howick Magistrate’s Court on Thursday. They will join the two suspects who were previously arrested and charged for the murder. They will face charges of conspiracy to commit murder, murder and possession of unlicensed firearms and ammunition.

“Ndlovu was attached to the Umngeni Local Municipality at the time of his murder,” she said.

The Eagles ‘plunges’ on alleged car thieves

30 July 2025- The North West MEC for Community Safety and Transport Management, Wessels Morweng lauded the members of The Eagles Unit for recovery of stolen vehicles in Zeerust. Morweng said the traffic officers were on their regular patrol when they stopped a vehicle with Botswana registration number. 

He further said the driver was allegedly driving recklessly entering Zeerust CBD on the R49 road from Mahikeng direction. Morweng added that, after stopping the vehicle, the traffic officers did the inspection as per procedure and discovered that the Vehicle Identification Number (VIN) displayed on vehicle licence discs and on the vehicle are not the same. 

“The vehicle was taken to Zeerust Police Station for further investigation and it was discovered that it had been reported stolen earlier on 17 July 2025, in Brooklyn, near Pretoria. 

Later on the same day, another vehicle also reported to have been stolen in Brooklyn, was stopped by the provincial traffic officers on N4 road, near Groot Marico hamlet. 

“The traffic officers had stopped the vehicle for a routine check and discovered that it had also been circulated as stolen. Both drivers who are Botswana nationals have been arrested,” said Morweng.

He said on another unrelated matter, a tracking company sent out a notice of a stolen vehicle on Tuesday around early afternoon. Morweng said the vehicle was tracked to Zeerust and onto R49 driving towards Mahikeng. 

“The law enforcement officers pursued it. They found out that it is a civil matter between the husband and the wife. The wife, who was panic-stricken and distraught when stopped, said she did not understand why the husband had reported the car stolen after what appeared to have been a family tiff. 

“The matter was resolved amicably and she was allowed to go after a verification procedure that proved that indeed the vehicle belongs to the family and was not stolen as reported. 

However, we appeal to the members of the community that they should desist from falsely reporting incidents of wrongdoing,” he said.

Morweng said people could be charged for perjury, defeating the ends of justice and wasting state resources for misleadingly reporting crime that did not take place. He said it is also risky because as was nearly the case with this one, the law enforcement would have shot the speeding car, if it did not stop.

Electricity connection restored in five schools

29 July 2025- The North West Department of Education said it is pleased to announce that electricity has been restored to five schools and two offices in the Ditsobotla Local Municipality on 28 July 2025. The department said this development is expected to significantly improve the learning environment and operational efficiency in the affected institutions.

The North West Department of Education Superintendent-General, Lengane Bogatsu said they remain committed to ensuring that all schools and offices function effectively in the delivery of quality education. Bogatsu said this is in efforts of salvaging the situation in the area.

“We met with representatives from affected schools of Ditsobotla Local Education Office, the Department of Public Works, and the Ditsobotla Local Municipality to discuss the recent electricity cut-offs in certain schools.

“The affected schools and offices were Laerskool Lichtenburg, Laerskool Burgersdorp,Lichtenburg English Secondary, Yusuf Dadoo Memorial Primary

and Shukran Primary School, Lichtenburg Circuit Office and

Local Education Offices,” he said.

Bogatsu further said the meeting successfully identified the challenges, which caused the problem. He added that all the affected departments committed to addressing the outstanding backlogs to the Ditsobotla local Municipality.

“Electricity disconnection will have a negative impact on the results of the affected schools. As the department, we were extremely concerned about the electricity disconnection experienced by the five schools and the offices. We were shocked to learn that some of the schools which were disconnected didn’t owe the municipality.

“The electricity disconnection was affecting schools negatively in their performance. It also exposed them to burglary activities from the criminals. This year the Department is targeting 95% performance in the matric results but such disconnection will lead to poor performance,” said Bogatsu.

He said the department resolved that schools should update their accounts with the municipality on regular basis.

29 July 2025- Banyana Banyana returned home on Monday night after more than a month in Morocco and participating in the CAF Women Africa Cup of Nations (WAFCON). Several weary faces emerged from the OR Tambo International Airport Arrival gates after coach Dr Desiree Ellis’ charges managed a fourth-place finish in the WAFCON a few days ago.

They went down 3-4 on penalties to Ghana in the bronze medal match after the two sides were deadlocked at 1-1 in regulation time at Larbi Zaouli Stadium in Casablanca, Morocco on 25 July 2025.

Gabriela Salgado (who was injured in the semi-final clash against Nigeria) arrived on Monday morning with team manager Lauren Duncan and they were met at OR Tambo by SAFA CEO Lydia Monyepao. Ellis said they knew that they would have a target on their back as the defending champions and the script played out exactly as they anticipated.

“As the defending champions we knew that every game we were going to play was going to be a cup final and it was exactly like that. I think we gave as best as we could. Sometimes when a team just does something better than you, you have to acknowledge that as well.

“But these are some of the things that you learn to manage, especially against Nigeria, and in the later minutes (of a match). It’s unfortunate that (Salgado’s) injury came at the time and if you saw the injury and what it looked like, I think emotionally it was very difficult,” she said.

Ellis further said it affected a lot of the players. She added that they tried to calm them down, but that’s not something one can do in two or three minutes.

“At the end they were not focused or shall I say it affected them emotionally. But as I said, if we had scored that goal – that sort of ball took very long to trickle over the line – we could have been speaking differently now.

“It is those small, little margins, I think in the final third, better decision-making at times would have got us in on goal a few times,” said Ellis.

She said her technical team and the Banyana staff will take a few days to rest before planning for the next battle.

Residents suggest vetting on marriages to foreign nationals

28 July 2025- The Portfolio Committee on Home Affairs was urged by Thabo Mofutsanyana District residents yesterday at Bethlehem where it conducted public hearings on Marriage Bill, to ensure that the Bill has strong vetting procedures to protect the population register against fraudulent marriages, enabling access to foreign nationals through marriage.

The committee successfully hosted three public hearings in the Free State where the Bill enjoyed support of the majority of the people who participated in the public hearings. Although the majority supported the Bill, they also raised an alarm at the increasing rate of marriages of convenience.

The Chairperson of the Committee, Mosa Chabane said they argued that the trend exposes the population register to fraudulent entry, and also places participants in difficulty, especially in cases where they want to dissolve the marriage. Chabane said the committee acknowledged the persistence of the challenge and committed to engaging the department to do a full-scale analysis of these marriages to ensure that officials who participate in this fraudulent process are investigated.

“Also, some participants urged the committee to ensure that provisions regulating marriages to foreign nations are in line with international standards by adopting effective practices elsewhere in the world.

“They told the committee that the application of international best practices and constant monitoring of these marriages will be an effective deterrent to the rise of convenience marriages,” he said.

Chabane further said some participants argued for the insertion of a section in the Bill that codifies sanctions and penalties to explicitly include harsher penalties for any South African who participates in such marriages. He added, there was broad agreement on the intention of the Bill to increase the age of consent for parties who intend to get married from the current 16 to 18, but many argued that the provision does not go far enough.

“Participants argued that 18 years remains too young, and that the committee consider increasing it to 21 years to ensure that participants are mature enough before entering into marriage.

“Marriage officers welcomed the expansion of those who can be designated as marriage officers, but cautioned the department to ensure that they are trained,” said Chabane.

He said they highlighted their concern that while the Bill protects them from solemnising marriages that go against their belief system, they also expressed a fear of reprisal if they refused to solemnise those marriages. Chabane said, also, they called for the Bill to be explicit on the process to be followed when there is an objection to a marriage.

“On the same sex marriage, like in other public hearings that took place at other parts of the country, participants at Bethlehem differed on the issue of same sex marriages.

“Representatives from faith-based organisations underscored that same sex marriages go against their religious beliefs and teachings,” he said.

Chabane said those who support same sex marriages, including representatives from traditional leadership organisations, argued that the South African Constitution was clear on the prohibition of discrimination against sexual orientation and that people’s rights ought to be protected. He said at the end of the hearings, the committee thanked the participants and commended them for their inputs, which he described as invaluable.

“All their inputs will be taken into consideration when the committee deliberates on the Bill at Parliament. The committee will, from 4 August, conduct public hearings on the Bill in the Northern Cape,” said Chabane.

Mashatile to visit North West as part of outreach programme

28 July 2025- The Deputy President, Paul Mashatile is set to visit the North West Province. Mashatile’s visit is a part of an outreach programme that will commence on 1August 2025, with the official handover of a 25 ML Moretele South Bulk Water Supply Scheme Water Reservoir at the Dilopye village, as part of improving the provision of reliable water supply to communities.

Mashatile spokesperson, Keith Khoza said he will then embark on a Clean Cities and Towns campaign in Mogogelo village. Khoza said this is a nationwide campaign led by Mashatile and aimed at fostering cleaner, greener and more inclusive urban spaces, while advancing sustainability, equality and solidarity among all citizens.

“Mashatile and delegation will have the opportunity to provide feedback on progress made in addressing service delivery issues affecting members of the surrounding communities.

“The community meeting is scheduled to take place at the Mogogelo Community Hall. On 2 August 2025, Mashatile will officiate at the Launch of the Provincial Human Resource Development Council (HRDC) at the ORBIT TVET College at Mankwe Campus,” she said.

Khoza further said amongst others, the HRDC mobilises various key stakeholders to rally behind the country’s revised Human Resource Development Strategy 2030, which is aimed at developing the requisite skills relevant which supports economy growth of the country.
