North West Premier and MECs must be held accountable for municipal failures

4 September 2025 – The joint parliamentary oversight delegation, during its oversight visit to the North West this week, emphasised that the North West Premier and Members of the Executive Council (MECs) for Cooperative Governance and Finance, must also be held accountable for municipal failures, and that provincial inaction or delays in intervening only exacerbate dysfunction in municipalities.

The joint delegation has been critical of cases where the provincial government has failed to act despite having the legal authority to do so, and stressed that the provincial executive must now demonstrate how it will monitor and enforce compliance.

The Chairperson of Portfolio Committee on Cooperative Governance and Traditional Affairs (COGTA), Dr Zweli Mkhize said this reflects a shift from blaming municipalities alone to recognising that provincial accountability is central to stabilising governance. Mkhize said as a case in point, the delegation welcomed the urgent intervention plan presented by the North West Premier, Lazarus Mokgosi, to stabilise the Ramotshere Moiloa Local Municipality on Tuesday.

“The planned intervention in Ramotshere illustrates why the provincial executive must use its constitutional powers early and decisively to address governance and service delivery failures.

“The delegation, comprising the Portfolio Committee on Cooperative Governance and Traditional Affairs, the Standing Committee on Public Accounts, and the Standing Committee on the Auditor-General, is conducting oversight together with the North West Provincial Legislature,” he said.

Mkhize further said this visit forms part of a broader engagement with underperforming municipalities across provinces. He added that Ramotshere municipality is one of 18 in the province that had appeared before the joint delegation by Tuesday evening to account for governance and other challenges.

“Concluding the second day of its oversight visit, the delegation issued a firm reminder to the provincial executive council to utilise its Constitutional powers to intervene decisively.

“Like many other municipalities in the North West, Ramotshere Local Municipality has operated with successive unfunded budgets, is buckling under debt, especially to Eskom, and has also been experiencing service delivery protests over water shortages.

“The delegation was particularly alarmed hearing that political infighting and factions vying for control in the municipality culminated in intimidation by outsiders, and a shooting incident at the municipal offices,” said Mkhize.

He said following a firm directive to the provincial leadership to intervene and restore governance and service delivery in Ramotshere Local Municipality, Mokgosi presented an action plan aimed at stabilising the municipality. Mkhize said the plan includes engaging with municipal workers and residents, as well as establishing an ad hoc committee to investigate the conduct of councillors.

“Presenting the plan on Tuesday, the delegation heard that the Premier and MECs for COGTA and Finance had decided to invoke Item 16(5) of the Code of Conduct for Councillors, as provided for in the Municipal Structures Act.

“This enables the MEC for COGTA to initiate an investigation into any alleged breach of the code. An ad hoc committee will now be established by today (Wednesday), 3 September, to investigate the conduct of councillors at the Ramotshere Local Municipality,” he said.

Mkhize said the committee is expected to have its first briefing on Thursday this week, where the MEC for COGTA will outline the terms of reference to the committee members. He said the decision will also be communicated to the council at a council meeting scheduled for Friday.

“Also, on Thursday, the Premier and the MEC, along with the MEC for Finance, will meet with labour organisations for input on stabilising the municipal administration.

“This will be followed by a meeting with staff at the municipality to relay information on how to ensure their safety. By Friday afternoon, the Premier and MECs are expected to meet with the community and stakeholders to discuss efforts underway to stabilise the municipality and improve service delivery,” said Mkhize.

Welcoming the plan, Members of Parliament and Members of the Provincial Legislature noted that intervention by the provincial government was long overdue and that without Parliament’s oversight, the crisis would not have been addressed. The delegation also called on the provincial government to be more proactive in addressing the challenges that are surfacing in municipalities.

Members stated that governance failures cannot be treated as fires to be extinguished once they have already flared up, but that residents deserve stability and continuity.

During engagements with municipalities, Mkhize, who is leading the joint delegation, has consistently reminded the Premier and MEC of their constitutional responsibilities to support municipalities and address persistent governance failures and maladministration.

“You have the authority given to you by the Constitution, and we expect you to use it,” he said.

He also emphasised the importance of regular progress reports to both the provincial legislature and Parliament, allowing members and the public to monitor improvements and hold leaders accountable.

Greater Taung Local Municipality mayor, Tumisang Gaoraelwe involved in an accident….again!

4 September 2025- The embattled Greater Taung Local Municipality mayor, Tumisang Gaoraelwe has damaged a newly-bought municipal bakkie in an accident. It is alleged that Gaoraelwe crashed the municipal vehicle on a tree at his residential area on 17 August 2025.

The Greater Taung Local Municipality spokesperson, Ricky Oliphant said the equipment damage report indicates that the vehicle was driven into a tree. Oliphant said the damages for this incident amounted to R120 000, which is going to be covered by the insurance.

“The municipality will cover the access fee. The vehicle was purchased three months ago for use by the mayor. The council has taken steps to ensure accountability by establishing an ad-hoc committee to investigate the matter.

“The mayor’s driver is available to drive the mayor although the law does not forbid the mayor from driving the mayoral car. The municipality has recorded two accidents against the mayor,” he said.

According to Oliphant, the municipality has spent a total of R35 500 in access for accidents involving the mayor.

Meanwhile, two years ago, Gaoraelwe also crashed a luxurious BMW X3 worth R700 000 in an accident.

ANC: “We are the dependable choice of the people”

4 September 2025- The African National Congress (ANC) said it celebrates the decisive by-election victories in Ward 4 (Emalahleni Sub- Region, Chris Hani Region, Eastern Cape) and in Ward 34 (Fetakgomo Tubatse Sub-Region, Sekhukhune Region, Limpopo).

The ANC said these results unequivocally reaffirm that it is the dependable choice of the people which is firmly rooted in their struggles, hopes, and determination for a better life.

The ANC national spokesperson, Mahlengi Bhengu said they thank the community of Emalahleni and Fetakgomo Tubatse, as well as the voters, ANC volunteers, activists and everyone whose unwavering support has made these victories possible.

“Your loyalty, commitment, and participation are a testament to the fact that the ANC is not just trusted but passionately loved by the people as their movement for liberation and transformation,” she said.

Bhengu further congratulated  ouncillor Thembinkosi Klaas and councillor Mahlatse Mathipa on their election victories. She added that they must lead with humility, dignity, respect, and honesty; always prioritizing the needs of the people above all else.

“These victories come as a powerful prelude to the Special National Executive Committee (NEC) meeting on Local Government and the Roll Call of Councillors Meeting.

“At this critical gathering, we will redefine the ANC

agenda for service delivery, sharpen our interventions, and accelerate the pace of development in line with our renewal mandate,” said Bhengu.

She said the people of South Africa have made their choice crystal clear that they place their faith and trust in the ANC. Bhengu said these results starkly contradict the narratives of decline pushed by naysayers and hostile forces, including

their opinion polls.

“The outcomes are indisputable and firm that the ANC stands stable, united, and effective in delivering results. Our renewal project is succeeding, and the ANC remains the stable force that the people can count on.

“With every ward retained and every mandate renewed, the ANC recommits to intensifying service delivery, strengthening local government, and ensuring that the people’s needs are always placed first,” she said.

Mashatile to honour fallen police officers

4 September 2025- The Deputy President of the Republic of South Africa (RSA), Paul Mashatile will on Sunday join families of the police officers and reservists, who lost their lives in the line of duty at the annual South African Police Service (SAPS) Commemoration Day.

The national police spokesperson, Brigadier Athlenda Mathe said the event will take place at the South African Police Service (SAPS) Memorial Site at the Union Buildings in Pretoria. Mathe said this year’s event commemorates 27 members of the SAPS who have fallen in the line of duty in the 12 months between 1 April 2024 and 31 March 2025.

“The commemoration will take place at SAPS Memorial Site, Union Buildings, Pretoria on Sunday,” she said.

Deputy principal nabbed for allegedly raping a learner

4 September 2025- A Deputy Principal (53) at Bronkhorstspruit Primary School appeared at the Bronkhorstspruit Magistrate’s Court. He is facing charges of 3 counts of rape for allegedly raping a learner (8) from the school.

It is alleged that from June 2024 until August 2025, on three occasions, the accused raped the child in the school premises during school hours. 

The National Prosecuting Authority (NPA) regional spokesperson in Gauteng, Lumka Mahanjana said this was discovered after the mother of the child noticed that the child was walking strangely. Mahanjana said upon enquiring, the child disclosed to the mother what had happened. 

“The mother reported the matter to the police, and the accused was arrested on 01 September 2025. In court, the matter was postponed to 11 September 2025, for a scheduled 6 bail application, and the state intends to oppose the accused’s release on bail,” she said.

Four districts to battle it out fro provincial trophy

4 September 2025- After weeks of tight district level debate competitions, all four districts in the North West Province are now set to battle it out for the provincial trophy in the 2025 Provincial Road Safety Schools Debate and Participatory Education Techniques (PET) Competitions. The provincial event will take place in Rustenburg in the Bojanala District, hosted by the Department of Community Safety and Transport Management alongside key stakeholders.

The North West Community Safety and Transport Management spokesperson, Charles Matlou said the Dr Kenneth Kaunda District will be represented by Reabona Secondary School, Ngaka Modiri Molema District will be represented by Tau-Rapulana Secondary School, Bojanala Platinum District will be represented by Malatse Motsepe Secondary School, while Dr Ruth Segomotsi Mompati District will be represented by Vryburg High School.

Matlou said the provincial competition is part of a nationwide programme aimed towards creating awareness and encouragement of safe road user behaviour through debates and PET models.

“The programme not only promotes road safety advocacy but it also nurtures leadership, research, and presentation skills among learners.

“PET allows learners to creatively constract their argument and showcase innovative models that provide sustainable solutions to everyday road safety challenges,” he said.

Matlou said the event will take place at the Kings Palace Hotel, Rustenburg on Friday at 10am.

Steenhuisen visits troubled North West municipalities

4 September 2025- The Leader of the Democratic Alliance (DA), John Steenhuisen, will be engaging residents, business and farming stakeholders in the JB Marks, Ditsobotla and Matlosana Local Municipalities in the North West today to champion the DA’s six-point economic growth plan.

Steenhuisen said the plan is a blueprint for fixing failing municipalities, lowering the cost of living, securing reliable energy and water, repairing infrastructure, creating jobs, and attracting investment.

“I will be joined by the DA North West Provincial Leader and Member of Parliament (MP), Leon Basson, Deputy Provincial Leader, Cornél Dreyer, Provincial Chairperson AND Member of Provincial Legislature (MPL), Freddie Sonakile, Members of the Provincial Legislature (MPLs) and councillors at the various stops.

“Our first engagement will be a meeting with agricultural stakeholders and farmers from JB Marks and surrounding areas at Lekwena Wildlife Estate, N12, Potchefstroom on 4 September 2025, at 12:30pm,” he said.

Steenhuisen further said he will then visit the historic railway station destroyed by fire in 2020 at

Potchefstroom Railway Station, Stasie Road, Potchefstroom at 2pm. He added that his third engagement will be a public meeting with community leaders, local chamber of business and members of the North West University (NWU) at Snowflake Venue, 2 Kock Street, Central, Potchefstroom at 5:30pm.

“On Friday, I will visit Matlosana Local Municipality as part of oversight of failing road infrastructure at several streets in Central Matlosana. That will commence at 1:15pm in Lautz Street, Klerksdorp.

“We will also embark on an oversight to out-of-order Klerksdorp Wastewater Treatment Plant at 2pm. Then we will have a roundtable with business and stakeholders on the decline of the Industrial Hub and the impact on jobs and investment. At Uraniaville Industrial Hub, Klerksdorp at 3pm,” said Steenhuisen.

He said he will inspect persistent sewer failures and service collapse at Orkney CBD and Golf Club around 5:10pm too.

Seven accused nabbed for illegal hunting and trespassing granted R500 bail each

4 September 2025 – The case of trespassing and illegal hunting against seven accused, David Lefifi (52), Alphious Gaolaolwe (29), Tlogelang Mmono (39), Lebogang Lefifi (44), Mpho Mathakathata (38), Daniel Lefifi (32), and Bareng Lefifi (22), was postponed by the Atamelang Magistrate’s Court until 30 September 2025. The accused were granted R500 bail each.

The North West police spokesperson, Colonel Adele Myburgh said all accused persons were arrested in the early hours of Saturday morning, 30 August 2025, in Setlagole after the police were called to a farm where the suspects were found restrained by farm owners. Myburgh said the police allegedly found seven dead duiker buck with an estimated value of R35 000 loaded in a Nissan NP200 bakkie.

“A hunting rifle with silencer was also seized,” she said.

Meanwhile, the acting North West Police Commissioner, Major General Patrick Asaneng said: “In an effort to create a safe and secure environment within communities the SAPS has developed and implemented strategies such as the Community Policing and Rural Safety Strategies especially among farmers, tribal authorities, and adjacent communities.

“These strategies are intended to promote peaceful co-existence and respect not only of individual rights but also for the rule of law. The SAPS is therefore, calling upon members of the public and communities living adjacent to or near farms, including game farms, not to trespass or to hunt for game or collect firewood, without the permission or approval as such actions are prohibited by the law.”

Nine suspects in court for kidnapping, murder and malicious damage to property

4 September 2025 – Nine suspects including a woman (54), believed to be a mine operator, her son (20) and six others believed to be her security enforcers from KwaZulu-Natal are expected to appear in the Mogwase Magistrate’s Court on 4 September 2025, on charges of kidnapping, murder, assault, malicious damage to property and attempted murder.

The eight suspects were arrested on 2 and 3 September 2025, by a multidisciplinary Investigation Team comprised of Provincial Murder and Robbery, Crime Intelligence, Tactical Response Team (TRT) and Sun City Detectives, which was established by the acting North West Police Commissioner, Major General Patrick Asaneng following the killing of five men at an open cast mine in Tlhatlaganyane on 2 September 2025.

The North West police spokesperson, Colonel Adele Myburgh said the suspects’ charges relate to the case of kidnapping and murder that was reported to the police in Sun City on 17 July 2025, where a victim was kidnapped at gunpoint and forced to take the suspects to a person they were looking for, who was eventually shot and killed.  

Myburgh said out of nine suspects, two were positively linked with another case opened in Sun City on 14 August 2025, and they will face additional charges of malicious damage to property, kidnapping, assault and attempted murder.

“The police investigations are ongoing and there are possibilities for more arrests, including further charges against the suspects,” she said.

In reacting to the arrests, Asaneng said: “It is through the excellent and expeditious work by the multi-disciplinary team that was tasked to investigate circumstances that led to the killing of the five men at a chrome mining site in Tlhatlaganyane that has led to the arrest of these suspects and it is hoped that their arrest will help bring some semblance of stability and normalcy in the highly contested and violent and crime ridden chrome mining sector in that area, especially because they are linked to previously reported cases that were reported to the police in that area. 

“These arrests should send a stern warning to others who are still engaged in illegal mining and brazen lawlessness that they will soon face the full might of the law.”

Diko to deliver keynote address at the Digital Content Creators Colloquium

4 September 2025 – The Chairperson of the Portfolio Committee on Communications and Digital Technologies, Khusela Diko, will deliver a keynote address this morning at the Digital Content Creators Colloquium (DCCC) in Bloemfontein, Free State.

The DCCC is a three-day event which started on Wednesday, 2 September 2025, and it is organised through a partnership between several stakeholders, including the Free State Premier’s Office, Vodacom and the Central University of Technology, among others.

Diko will deliver her keynote address under the topic: Digital transition and regulation in South Africa. The keynote address will be delivered at   Performing Arts Centre of the Free State (PACOFS), 12 First Avenue, Bloemfontein on 4 September 2025 at 9:10am.
