Residents suggest vetting on marriages to foreign nationals

28 July 2025- The Portfolio Committee on Home Affairs was urged by Thabo Mofutsanyana District residents yesterday at Bethlehem where it conducted public hearings on Marriage Bill, to ensure that the Bill has strong vetting procedures to protect the population register against fraudulent marriages, enabling access to foreign nationals through marriage.

The committee successfully hosted three public hearings in the Free State where the Bill enjoyed support of the majority of the people who participated in the public hearings. Although the majority supported the Bill, they also raised an alarm at the increasing rate of marriages of convenience.

The Chairperson of the Committee, Mosa Chabane said they argued that the trend exposes the population register to fraudulent entry, and also places participants in difficulty, especially in cases where they want to dissolve the marriage. Chabane said the committee acknowledged the persistence of the challenge and committed to engaging the department to do a full-scale analysis of these marriages to ensure that officials who participate in this fraudulent process are investigated.

“Also, some participants urged the committee to ensure that provisions regulating marriages to foreign nations are in line with international standards by adopting effective practices elsewhere in the world.

“They told the committee that the application of international best practices and constant monitoring of these marriages will be an effective deterrent to the rise of convenience marriages,” he said.

Chabane further said some participants argued for the insertion of a section in the Bill that codifies sanctions and penalties to explicitly include harsher penalties for any South African who participates in such marriages. He added, there was broad agreement on the intention of the Bill to increase the age of consent for parties who intend to get married from the current 16 to 18, but many argued that the provision does not go far enough.

“Participants argued that 18 years remains too young, and that the committee consider increasing it to 21 years to ensure that participants are mature enough before entering into marriage.

“Marriage officers welcomed the expansion of those who can be designated as marriage officers, but cautioned the department to ensure that they are trained,” said Chabane.

He said they highlighted their concern that while the Bill protects them from solemnising marriages that go against their belief system, they also expressed a fear of reprisal if they refused to solemnise those marriages. Chabane said, also, they called for the Bill to be explicit on the process to be followed when there is an objection to a marriage.

“On the same sex marriage, like in other public hearings that took place at other parts of the country, participants at Bethlehem differed on the issue of same sex marriages.

“Representatives from faith-based organisations underscored that same sex marriages go against their religious beliefs and teachings,” he said.

Chabane said those who support same sex marriages, including representatives from traditional leadership organisations, argued that the South African Constitution was clear on the prohibition of discrimination against sexual orientation and that people’s rights ought to be protected. He said at the end of the hearings, the committee thanked the participants and commended them for their inputs, which he described as invaluable.

“All their inputs will be taken into consideration when the committee deliberates on the Bill at Parliament. The committee will, from 4 August, conduct public hearings on the Bill in the Northern Cape,” said Chabane.

Mashatile to visit North West as part of outreach programme

28 July 2025- The Deputy President, Paul Mashatile is set to visit the North West Province. Mashatile’s visit is a part of an outreach programme that will commence on 1August 2025, with the official handover of a 25 ML Moretele South Bulk Water Supply Scheme Water Reservoir at the Dilopye village, as part of improving the provision of reliable water supply to communities.

Mashatile spokesperson, Keith Khoza said he will then embark on a Clean Cities and Towns campaign in Mogogelo village. Khoza said this is a nationwide campaign led by Mashatile and aimed at fostering cleaner, greener and more inclusive urban spaces, while advancing sustainability, equality and solidarity among all citizens.

“Mashatile and delegation will have the opportunity to provide feedback on progress made in addressing service delivery issues affecting members of the surrounding communities.

“The community meeting is scheduled to take place at the Mogogelo Community Hall. On 2 August 2025, Mashatile will officiate at the Launch of the Provincial Human Resource Development Council (HRDC) at the ORBIT TVET College at Mankwe Campus,” she said.

Khoza further said amongst others, the HRDC mobilises various key stakeholders to rally behind the country’s revised Human Resource Development Strategy 2030, which is aimed at developing the requisite skills relevant which supports economy growth of the country.

ANCYL welcomes the arrest of Municipal Manager in Sindiso Magaqa’s murder case

28 July 2025- The African National Congress Youth League (ANCYL) said it welcomes the long-overdue arrest of the former Municipal Manager of Umzimkhulu Local Municipality, who has been implicated

in the politically motivated assassination of its former Secretary General, Sindiso

Magaqa. The ANCYL said the arrest follows damning revelations made under oath by the convicted killer, Sibusiso

Ncengwa, who was recently sentenced.

The ANCYL Secretary General, Mntuwoxolo Ngudle said the hitman detailed in an affidavivit how he was hired and protected by politically connected individuals, including the former Municipal Manager to silence Magaqa after he exposed rampant corruption linked to the R37 million Umzimkhulu Community Hall project. Ngudle said it is further reported that the firearm used in the assassination was sourced from within law

enforcement and that some officers were actively involved in ensuring the hit was carried

out without disruption.

“This reinforces long-standing suspicions of a criminal network within state and political structures working to suppress accountability and intimidate

whistleblowers. We are disturbed by the fact that the former Municipal Manager fled his residence to evade arrest, demonstrating that he is a flight risk and must be denied bail.

“It must also be noted that he has a prior criminal matter, which casts further doubt on his respect for the rule of law. We call for the immediate arrest of all remaining suspects, including those within law enforcement who facilitated the assassination by supplying firearms, providing

logistical protection, or obstructing justice,” he said.

Ngudle further said a firm commitment from the National Prosecuting Authority (NPA) to oppose bail and ensure

a speedy, transparent trial is necessary. He added that, Magaqa was not just a leader of the Youth League, he was a courageous voice for clean governance and a fearless fighter against corruption.

“His murder was an attack on

the youth of this country and on every public servant who chooses integrity over patronage.

We will not rest until every mastermind and enabler is brought to justice.

Justice for Magaqa is non-negotiable,” said Ngudle.

Banyana Banyana captain admits they had a disappointing WAFCON

28 July 2025- Banyana Banyana captain Refiloe Jane says the players are disappointed with their final results at the CAF Women Africa Cup of Nations (WAFCON) 2024, where they finished in fourth place. The South African senior women’s national team, who were the defending champions, were pipped to fourth place by Ghana 4-3 on penalties after the two nations were deadlocked at 1-1 during regulation time at the Larbi Zaouli Stadium in Casablanca, Morocco, on Friday.

Linda Motlhalo, Bambanani Mbane and Jermaine Seoposenwe converted their spot kicks while Sibulele Holweni and Hilda Magaia had their shots saved by Ghana goalkeeper Cynthia Fiindid Konlan. This is the first time in three editions of this tournament that Banyana Banyana failed to make it to the podium.

In 2018, they claimed silver and then they took gold in 2022.

“Obviously, we are disappointed to be going home empty-handed. Throughout the tournament it wasn’t an easy one for the players, and there were a lot of challenges on and off the pitch. But we tried to put in a great performance, we tried to do our level best, and we tried to retain the trophy as the main objective.

“But going home now there’s a lot of work still to be done and we’re hoping that the next WAFCON comes, which is very important, it’s a World Cup qualifying tournament, we hope that we can do well. But firstly we need to do well in the qualifiers,” she said.

Jane further said the team is going through a transition and a lot of changes can be expected.

“Given the situation within camp, given the players that we had and a lot of transition that was taking place in the team, we’re hoping that a lot of positives can be taken from this tournament and build on that,” she added.

The Ghana clash in the third and fourth playoff was the final match for Seoposenwe in national team colours after 112 appearances. She announced her retirement shortly before the start of the WAFCON and Jane showered her with praise.

Jane said Jermaine has been a key figure in the national team from when she was a teenager to now calling retirement. She said they know how much contribution she has given to the team on and off the pitch and she leaves a great legacy one to be followed by upcoming teenagers or upcoming players who look up to her.

“So, we are hoping that a lot of lessons can be taken from the type of person and player that she is,” said Jane.

The Banyana Banyana squad arrived back home in South Africa on Monday evening.

Police intensify probe on Basotho military training claims


28 July 2025- The South African Police Service (SAPS) has intensified its operations into the investigation of allegations that Basotho nationals are undergoing militarily training on South African farms, as part of a growing land reclamation campaign.

This was revealed during a Board of Commissioners (BOC) meeting, where National Police Commissioner, General Fannie Masemola met with all nine provincial commissioners to discuss crime combatting efforts in the country.

The BOC is the highest decision-making body of the SAPS inclusive of all Provincial Commissioners, Divisional Commissioners and the Acting National Head for the Directorate for Priority Crime Investigation (DPCI), also known as the Hawks.

“During the meeting, General Fannie Masemola highlighted his satisfaction that organised crime syndicates in the country are being dismantled, dislodged, displaced and arrested,” the SAPS said in a statement on Saturday.

The comments, initially made by the Lesotho Police Chief, Advocate Borotho Matsoso, were high on the agenda. A preliminary report from the SAPS Crime Intelligence Division was discussed, confirming that intelligence structures have highlighted their operations to investigate allegations made and where necessary, track down and takedown such illegal activities.

The DPCI’s Crimes Against the State (CATS) unit has also been roped in to investigate. Various searches have been undertaken by CATS at various identified farms, and no such evidence has been found to date.

“Further to this, the National Commissioner has reached out to the Lesotho Police Chief, where the two commissioners discussed the allegations made by Advocate Matsoso. Both commissioners agreed that both law enforcement agencies intelligence structures are on the ground to investigate the existence of such camps.

“General Masemola assures all people living in South Africa that the safety and security of the people of SA is of paramount importance, and anyone who is found to be in the country committing illegal acts will face the full might of the law. To this effect, intelligence structures and operatives are on the ground to establish facts,” the SAPS said.

Information Regulator roadshow to empower public about POPIA and PAIA

28 July 2025- The Information Regulator in partnership with the North West Office of the Premier, Ngaka Modiri Molema District Municipality and the Mahikeng Local Municipality, will host a Dikopano Community Engagement at the Lonely Park Multipurpose Community Centre in Mahikeng on 31 July 2025. The event will be led by the Regulator’s Chairperson Advocate Pansy Tlakula and the North West Premier, Lazarus Kagiso Mokgosi.

The Information Regulator spokesperson, Nomzamo Zondi said this will be followed by a Stakeholder Engagement Breakfast on Friday in Mahikeng. Zondi said these events are part of the Regulator’s Provincial Roadshows aimed at promoting human rights and empowering the community with information for them to exercise their right to privacy and their right of access to information.

“Following the Dikopano, a stakeholder engagement session will be conducted to engage with various public and private bodies, who are to implement and comply with Protection of Personal Information Act (POPIA) and Promotion of Access to Information Act (PAIA) on a regular basis.

“The session aims to equip the bodies with knowledge to better implement and comply with the two legislation in their respective organisations or departments. During the week, the Regulator

will conduct a series of public activities including school activities in and around the Signal Hill area and the Mahikeng at large to promote the Regulator’s visit to the province,” she said.

Zondi further said there will also be training sessions for Information Officers and Deputy Information Offices in the

province. She added that the theme for this roadshow is: “Taking the Regulator to the People”.

Women and children subjected to inhumane conditions

28 July 2025- The Democratic Alliance (DA) said women and children residing in Helen Joseph Women’s Hostel in Alexandra are living in the most shocking inhumane conditions. The party said sewage frequently clogs the entrances to the dimly lit stairways, creating an unpleasant and hazardous environment.

Da Gauteng Shadow MEC for Human Settlements and Member of Provincial Legislature (MPL), Mervyn Cirota said these poorly maintained pathways lead to overcrowded rooms, where residents struggle to navigate their limited space. Cirota there is a visible deterioration of sanitation infrastructure, a lack of water supply in many blocks, and structural damage.

“Zero visible security presence leaves residents vulnerable to crime and abuse. While issues like black mould and unattended broken fire equipment further compromise safety.

“Their growing concerns about inhumane living conditions remain ignored by the cruel Human Settlements Departments in the City of Johannesburg and the Gauteng Provincial Government,” she said.

Cirota further said they demand that all hostels, including the Helen Joseph Women’s Hostel, be included in the Gauteng Department of Human Settlements’ (GDHS) Hostel Redevelopment with the primary purpose of upgrading them into family units. She added that, despite continuous and repetitive undertakings by the MMC for Human Settlements in the City of Johannesburg to attend to the required short-term maintenance and long-term conversion of Helen Joseph Women’s Hostel into family units, its condition continues to worsen.

“These alarming safety and environmental issues were discovered by a DA delegation of national, provincial, and local leaders during an oversight prompted by urgent pleas from the Alexandra community for intervention.

“The disgraceful and inhumane treatment of women and children at this hostel is concerning, but not new. The Alexandra Renewal Project reportedly allocated R17 million for the maintenance and upgrade of this hostel,” said Cirota.

She said yet, there is no visible evidence of any improvements on-site. Cirota said should they be surprised?

“No, this project has been plagued by mismanagement, lack of transparency, and persistent allegations of corruption – all of which are the hallmarks of the current Gauteng Provincial Government.

“Gauteng Premier, Panyaza Lesufi and MEC Tasneem Motara must heed our call for the immediate incorporation of all Gauteng hostels in the Human Settlements Hostel Redevelopment Plan,” she said.

Cirota said expecting municipalities to upgrade hostels is pointless as they have shown their incapacity to do so for decades. She said the DA will submit formal questions to Parliament and the Gauteng Provincial Legislature demanding transparency on how the funding for the upgrades of Helen Joseph Women’s Hostel was allocated, who was awarded the contracts and why residents remain in squalor while funds go unaccounted for.

“A caring and effective DA-led administration in Gauteng would immediately upgrade existing structures where possible and demolish those that are beyond repair,” said Cirota.

A foreign national nabbed for house-breaking and theft

28 July 2025- A foreign national (33) was arrested by the members of the Visible Policing Unit in Mothibistad on Sunday during Operation Shanela II. The suspect was apprehended after a complainant, who had recently reported a house-breaking and theft incident, spotted the man wearing clothes allegedly stolen from his home at a petrol station in Mothibistad.

The Northern Cape police spokesperson, Lieutenant Colonel Sergio Kock said the complainant immediately alerted the police, who swiftly responded and arrested the suspect. Kock said subsequent investigations led police to the Magojaneng and Kagung villages, where several stolen items were recovered.

“The complainant was able to positively identify most of the recovered goods as those stolen from his residence in Kuruman. Among the recovered items were a television, refrigerator, washing machine, laptops, cell phones, clothing and other valuables, with an estimated total value of approximately R45 000.

“The suspect has been charged with housebreaking and theft, as well as possession of suspected stolen property. He is expected to appear in the Mothibistad Magistrate’s Court soon,” he said.

Kock further said investigations are ongoing and police are working to determine whether the suspect can be linked to additional cases of housebreaking and theft. He added that more arrests may follow.

NWBED to give necessary support to SMMEs

28 July 2025- The North West MEC for Finance, Kenetswe Mosenogi said she is pleased that they have launched the North West Business Enterprise Database, a strategic initiative designed to profile and support local enterprises in driving inclusive economic growth.

Mosenogi launched the event at Ga-Rona Building in Mahikeng and highlighted the database’s role. She further said it will address historical inequalities and unlock opportunities for Small Medium and Micro Enterprises (SMMEs), youth and women-owned businesses, and rural entrepreneurs.

“Our province has immense economic potential, yet opportunities have not always been accessible to all. This database is a bold step towards levelling the playing field and catalysing inclusive economic transformation.

“The North West Business Enterprise Database will enable the provincial government to build a comprehensive directory of active and dormant enterprises, enhance visibility of local suppliers, and connect businesses to public procurement and private investment opportunities,” said Mosenogi.

She added that while the Central Supplier Database (CSD) remains mandatory for all suppliers doing business with the government, the provincial database complements it by offering province-specific profiling and supporting targeted economic interventions.

“Enterprises can register through three convenient platforms, which are the departmental website, the official NWPT WhatsApp channel, and a QR code distributed during the launch.

“We call on all government departments, municipalities, state agencies and corporate partners to assist businesses in registering, ensuring widespread participation and maximum impact,” said Mosenogi.

She said this initiative reflects their commitment to ensuring that every rand spent by the government delivers tangible benefits to the communities—creating jobs, sustaining livelihoods, and building a more resilient provincial economy.

One person died others injured in Ganspan

28 July 2025- The police in Jan Kempdorp said they are investigating a case of murder and attempted murder following a tragic incident at a local shebeen in Ganspan. The police said the preliminary reports indicate that on 27 July 2025, at approximately 3:30am, a group of 14 adult men and women were socialising and drinking around a fire.

The Northern Cape police spokesperson, Lieutenant Colonel Sergio Kock said it is alleged that during a temporary power outage, an unknown individual allegedly threw an unidentified object into the fire, resulting in a violent explosion. Kock said all 14 individuals sustained burn injuries and were transported to a nearby hospital for medical treatment.

“A victim (35) later succumbed to his injuries. The police are appealing to members of the public for assistance in locating the unknown person of interest who may be able to assist in the investigation.

“Anyone with information regarding the incident or the suspect’s whereabouts is urged to contact Detective Sergeant Olebogeng Wesi on 060 976 9070, the SAPS Crime Stop number 08600 10111, or use the MySAPS App,” he said.

Kock further said all information will be treated with the strictest confidentiality. He added that the investigation is ongoing.
