A policeman who was arrested for alleged attempted murder remanded in custody

1 October 2024- A policeman (26) briefly appeared before the Lichtenburg Magistrate’s Court on 30 September 2024, for attempted murder, common assault and malicious damage to property. Thapelo Frederick Seiphehlo, who is a constable attached to Lichtenburg Police Station, was arrested in the early hours of the morning on Sunday, 29 September 2024, in Masutlhe village in Mmabatho.

The North West police spokesperson, Colonel Adele Myburgh said Seiphehlo was apprehended after he allegedly assaulted his girlfriend (30) at her house. Myburgh said furthermore, he allegedly forced entry into the house by kicking the door open.

The victim indicated to the police on the scene that, two weeks before this incident, she was also shot at and showed the officers a bullet hole in her wardrobe.

The matter was referred to the Independent Police Investigative Directorate (IPID) for further investigation,” she said.

Seiphehlo was remanded in custody until14 October 2024.

Meanwhile, the North West Police Commissioner, Lieutenant General Sello Kwena, condemned the incident in the strongest possible terms and said that employees involved in criminal conduct will face the full might of the law.

North West MEC for COSATMA, Wessels Morweng calls for a probe after 23 buses gutted by fire

1 October 2024- The North West MEC Community Safety and Transport Management, Wessels Morweng has implored on police to expedite investigations into what appears to be an arson. This comes after 23 buses belonging to Bojanala Bus Company based in Rustenburg, were found gutted by fire this morning.

Morweng said he is imploring on the police officers to leave no stone unturned in the investigation of Bojanala Bus fire that was reported this morning, from the company’s two depots. He further said two cases of malicious damage to property were reported to Phokeng Police Station in the early hours of this morning, 1 October 2024.

“It is alleged that the fire erupted at Bojanala Bus Company’s two depots and completely gutted a total of 23 buses. According to reports, six buses were destroyed by fire at Chaneng and 17 at Tlaseng depots.

“The company estimates the loss to be around R69 million. We further appeal to the members of the public to assist the police with any information that can assist them on their investigation,” said Morweng.

He added that they do have trust in the police to investigate this matter. Morweng said, however, it is important for the members of the public to also assist with whatever nuggets of information they may have.

“It is an unfortunate incident that at some point will affect community members, who rely on these buses that transport them on a daily basis. We strongly condemn the incident.

“The Bojanala Bus Company is one of the two bus companies that provide subsidised commuter transport services in the Bojanala District,” he said.

A man who allegedly killed a woman denied bail

1 October 2024- A man (21), who is facing a charge of robbery with aggravating circumstances, unlawful possession of a firearm and unlawful possession of ammunition, as well as a charge of murder for killing Renee Lea (57) in Standerton. Cuan Karelse briefly appeared in the Pretoria Magistrate’s Court today.

The National Prosecuting Authority (NPA) regional spokesperson in Gauteng, Lumka Mahanjana said it is alleged that on 24 August 2024, the accused slipped into the deceased’s place of residence as she was driving in her vehicle. Mahanjana alleged that Karelse tied her up, robbed her of her belongings, wrapped her with a carpet, put her in the boot of her car and drove with her to Pretoria. 

“When the deceased’s daughter could not get hold of her on the phone, she called the tracker company to allocate the car. The tracker company then located the car at a petrol station in Moreleta, Pretoria while the accused was inside the shop. 

“The petrol attendants identified the accused as the person, who was driving the vehicle. The tracker company personnel then apprehended the accused when they opened the boot of the car,” she said.

Mahanjana further said The deceased body was found with cables around her neck and mouth covered with tape. She added that the police were called and the accused was arrested.

In court, he asked to be released on R1000 bail because he wanted to take care of his pregnant girlfriend. However, the state prosecutor, Chris Maruma, opposed the accused release on bail and told the court the state had a strong case and overwhelming evidence against the accused.  

Furthermore, Maruma said, should the accused be released on bail, he might evade trial. 

Magistrate Msulwane agreed with the state and found that the accused failed to convince the court that exceptional circumstances exist that warrant his release on bail. Therefore, bail was denied and the accused was remanded in custody.

The matter was postponed to 5 December 2024, for further investigations.

1 October 2024- Three undocumented foreign nationals were arrested during an integrated multi-disciplinary intelligence-driven operation dubbed Operation Phakisa that was executed in the Namakwa District from 26 until 29 September 2024.

The maritime operations were jointly executed by the Department of Forestry, Fisheries and Environment (DFFE), Provincial Border Policing, Border Policing, Search and Rescue, Springbok K9, Springbok Vehicle Crime Investigation Unit (VCIU), Springbok Crime Intelligence, the Stock Theft and Endangered Species unit, Department of Home Affairs (Immigration) and South African National Parks (SANPARK).

The Northern Cape police spokesperson, Sergeant Molefi Shemane said the operation was also executed in Kleinzee, Groenrivier, Port Nolloth, Hondeklip Bay and Alexander Bay. Shemane said during the coastal patrols, including foot, vehicle and vessel patrols, a total of 115 vehicles and 329 persons were stopped and searched at vehicle check points.

“Compliance inspections were conducted at businesses, harbours, launching pads, camp sites, and aquaculture premises. During coastal patrols, two suspects were arrested in Kleinzee for operating a fish processing establishment without a permit under the Marine Act.

“A fine of R2500 was issued for employing undocumented persons during construction site visits in Port Nolloth, and one suspect was arrested for possession of drugs in Port Nolloth,” he said.

Shemane further said the police confiscated several items, including drugs, cash, two Bosch engine hammer mills, and fourteen and a half bags of dry kelp with a total value of approximately R87 960.

Meanwhile, the Northern Cape Police Commissioner, Lieutenant General Koliswa Otola, commended the cooperation between the police and other government entities in ensuring that there is a collective effort in policing and preserving marine resources along our coastal areas situated in the Namakwa district.

Portfolio Committee on Mineral and Petroleum Resources welcomes the reduction of fuel price

1 October 2024– From 2 October 2024, the price of petrol will go down by between R1.06 and R1.14 per litre, whereas diesel will go down by between R1.12 and R1.14 per litre. The Portfolio Committee on Mineral and Petroleum Resources said it welcomed the reduction of fuel price in October, bringing much-needed relief to motorists for the fifth consecutive time.

The Chairperson of the Portfolio Committee on Mineral and Petroleum Resources, Mikateko Mahlaule said that the price cuts are a testament to what the Department of Mineral Resources and Energy reiterated to the 6th parliament committee to the effect that petrol prices are the result of various international and national elements.

He further said to this end, the Department of Mineral and Petroleum Resources, cited the appreciation of the South African rand against the US dollar in September 2024 to R17, compared to R18 in August as one of the reasons for the price cut in October.

“We welcome these price cuts with open arms and hope that they continue steadily for the foreseeable future,” added Mahlaule.

Former ANCYL president, Collen Maine to be appointed as the Deputy Speaker of North West Provincial Legislature

1 October 2024- The ANC in North West said it welcomes the resignation of South African National Civic Organisation (SANCO) provincial chairperson, Tshepo Khoza, as a Member of Provincial Legislature (MPL) in the North West Provincial Legislature (NWPL).

The ANC provincial spokesperson, Tumelo Maruping said Khoza has canvassed this thoroughly thoughtful decision with his organisation and ANC.

“The ANC Provincial Executive Committee wishes to thank Khoza for his continued dedication to the movement and the people of the North West. He remains a dependable cadre of the movement, who has committed to continue to contribute to our National Democratic Revolution (NDR), through various roles and responsibilities, which both SANCO and the ANC shall proceed to bestow on him.

“The ANC PEC has thus resolved to deploy Collen Maine as the ANC Deputy Speaker candidate for the North West Provincial Legislature. Maine is the former ANCYL president, former ANC NEC member and therefore brings about vast experience of both the organisation and governance,” he said.

Maruping further said Maine is a former Member of Executive Council (MEC) of the 5th and 7th administration respectively. He added that Maine’s deployment to the legislature given the experience, shall therefore give new impetus on the oversight role of the house.

“Subsequent to these developments, the ANC further welcomes the decision by the North West Premier Lazarus Mokgosi, to appoint Virginia Tsotso Tlhapi as a Member of Executive Council (MEC) responsible for Arts, Culture, Sports and Recreation Department.

“A very thoughtful decision indeed. Tlhapi served diligently in the same portfolio during the 6th administration and has in-depth knowledge and experience of the portfolio,” said Maruping.

He said ANC wants to thank Maine on the remarkable successful strides he made in the past three month as the MEC and firmly confident that the new MEC will continue with the good work.

Social Development Committee commemorates International Older Persons Day

1 October 2024 – The Portfolio Committee on Social Development joins the South African nation and the international community at large in commemorating and celebrating the International Older Persons Day today by honouring the rich inheritance older people past and present pass to younger people.

Older persons are a foundation of the nation, its beauty and are a reservoir of its wisdom.

The Chairperson of the Committee, Bridget Masango said on 14 December 1990, the United Nations General Assembly designated 1 October as the International Day of Older Persons. Masango further said this was preceded by initiatives such as the Vienna International Plan of Action on Ageing, which was adopted by the 1982 World Assembly on Ageing and endorsed later that year by the UN General Assembly.

She added that in 1991, the General Assembly adopted the United Nations Principles for Older Persons (resolution 46/91).

“In implementing the above mentioned international obligations, the sixth Parliament’s Portfolio Committee on Social Development considered and passed the Older Persons Amendment Bill.

“It conducted extensive public participation on the Bill countrywide. It received substantial inputs from older persons, most of which related to service delivery issues,” said Masango.

She said the Department of Social Development noted them and committed itself to address them through regulations once the Bill has been enacted into law. Masango said inputs related to the Bill were considered by the committee and some were added as amendments to the Bill.

“The committee welcomed this process as it provided older people with an opportunity to be part of a process of drafting legislation that seeks to protect their basic human rights and also educating them about their rights and protections in law.

“On 27 March 2024, the committee adopted its report on the Older Persons Amendment Bill. In the report, the committee recommended that the National Assembly adopt the report and approve the Bill,” she said.

Masango said the National Assembly then passed the Bill and referred it to the National Council of Provinces (NCOP) for further consideration and public participation by provincial legislatures. She said the Bill seeks to amend the Older Person’s Act (No. 13 of 2006) to address its implementation challenges.

“The Bill seeks to insert new definitions and new provisions relating to the monitoring and evaluation of all services to older persons, to make provision for the removal of older persons to temporary safe care without a court order, to tighten up the existing implementation and compliance measures, and to effect some textual amendments for greater clarity.

“The Bill seeks to address, among other things, the lack of coordination between areas of government to deliver services to older persons, non-inclusion in the Act of the valuable role older persons play in their families in terms of passing knowledge and wisdom to the younger generation,” said Masango.

She said this includes lack of legal provision for older persons to be capacitated with knowledge on non-communicable diseases and the lack of legal provision for services to older persons with disabilities and chronic illnesses.

Masango said the key amendments in the Bill include strengthening the protection and prevention of abuse of older persons, strengthening of coordination mechanisms between government departments, elimination of harmful traditional practices including witchcraft accusations against older persons, making provision for recognising the responsibilities of older persons in passing inter-generational knowledge and wisdom.

“We reiterate the commitment of the committee to its mandate of overseeing the executive in rendering services that include services to older persons. The committee takes the good social welfare of the older persons as a fundamental right,” she said.

North West Premier, Lazarus Mokgosi removes former ANCYL president, Collen Maine as MEC

1 October 2024- The North West Premier, Lazarus Mokgosi has appointed Member of Provincial Legislature (MPL), Virginia Tlhapi as the new North West MEC for Arts, Culture, Sports and Recreation. This comes after the resignation of former ANCYL president, Collen Maine as the Member of the Executive Council (MEC), who was responsible for Arts, Culture, Sports and Recreation.

“I wish to take this opportunity to inform the people of the North West of my decision in terms of Section 132 (2) of the Constitution of the Republic to effect changes in the composition of the Provincial Executive Council by appointing Tlhapi in the same department.

“I wish to take this opportunity to thank Maine for his contribution during his tenure as MEC. Let me also congratulate the new MEC as she officially assumes this responsibility with effect from 1 October 2024,” he said.

Meanwhile, Mokgosi’s changes come after he was instructed by the ANC National Executive Committee (NEC) to remove a male MEC and replace him with a female MEC to address gender disparity.
