Bophirima FM marred with fraud and corruption

Vryburg-based community radio station, Bophirima FM is marred with alleged mismanagement, corruption and fraud. Some of presenters alleged that the management is using the embattled community radio for self-enrichment.

One of presenters who wished to remain anonymous said: “The station is not operating, owned and driven by the communities they serve anymore. It seems the management has forgotten the role of the community radio station. It does not serve geographic communities and its interests, but is been used as a cash cow.

“The station management and its interim board are misusing funds. The station received R800 000 from Dr Ruth Mompati District Municipality in 2015. It also continue to receive the amount of R200 000 monthly from the municipality. It is heartbreaking that we are paid paltry salaries, while other presenters who have close ties with the management getting around R3 900 per month.”

Another presenter alleged that the station manager, Funnie Morontsi uses his company to request funds from businesses on behalf of Bophirima FM. He/she also alleged that Morontsi registered the station’s equipment under his name and uses them for Outside Broadcast purposes.

The Bophirima FM is also in loggerheads with Metla Kgola Trust which was running the station. However, the trust has since taken the station to court which and the case sat at Vryburg Magistrate’s Court on 21 February 2018.

The Dr Ruth Mompati District Municipality spokesperson, Joe Motlhasedi said: “The municipality has indeed funded the Bophirima FM in 2013 at the amount of R300 000 for the pre-establishment phase of the radio. We have also funded them to the amount of R250 000 in 2015 for operationalization purposes.

“However, there is no monthly allowance of R250 000 that was ever been funded to the station until to date. The station has no tax certificate due to ownership challenges that are currently under legal process. We are also aware that the station is not producing adequate revenue to either pay for services or other stipends of the presenters currently.”

Motlhasedi added that the station has been accommodated at the building that was leased for free to them by the North West Public Works. He said the department has declared the building unsafe and it will be demolished soon.

Motlhasedi further said the municipality has also funded Morongwa Media which is a community newspaper in Vryburg to the amount ofR49 000 thus far. Morontsi failed to respond to our e-mails and text messages despite numerous attempts.

Mahumapelo to address media as The Hawks raid his office

North West Premier, Supra Mahumapelo will address the media at 1pm at Ga-Rona Building in Mahikeng on Thursday after The Hawks raided his office.

The Hawks Provincial spokesperson, Captain Tlangelani Rikhotso said they have acquired a ‘search warrant’ and they are investigating a case of fraud and corruption.

“We are currently conducting a search for valuable documents at the North West Premier’s office. We have already searched few offices and we are currently busy.

“However, I am not at liberty to tell you what the search is in connection with because that will jeopardize our investigations. The Hawks will release a comprehensive statement later after we are done,” Rikhotso said.

It is alleged that The Hawks are raiding Mahumapelo’s office after Standing Committee of Public Accounts (SCOPA) opened a criminal case against Mahumapelo’s office.

Mahumapelo’office appeared before Scopa on Tuesday. The committee questioned his office after it is alleged that it paid NEPO close to R215m.

NEPO IT Dynamic Solutions was hired by the Premier’s office to provide Information Communication Technology (ICT) services on their behalf.

There are also more than 111 projects that were done, but cannot be accounted for. However, Director-General, Dr Keneilwe Sebego said they will respond in writing regarding that.

Kagisano-Molopo mayor, Bitsa Lenkopane found guilty

South African Communist Party (SACP) in Dr Ruth Segomotsi Mompati district calls for the removal of embattled Kagisano-Molopo local municipality mayor, Bitsa Lenkopane. The attempt to recall Lenkopane comes after she was found guilty of assault by Ganyesa Magistrate’s Court on Monday.

Lenkopane assaulted Economic Freedom Fighter (EFF) ward councillor, Boipelo Bareng on the 14 November 2017. Bareng said Lenkopane found her in the Municipal Manager’s office and chased her out alleging that she has a meeting with the Municipal Manager.

Lenkopane was fined R5000 or six months imprisonment and the sentence was suspended for three years in condition that she will not be found guilty of the same offence.

“Lenkopane barged into the Municipal Manager and found us in the middle of the meeting. She instructed me to go out as she has a meeting with the Municipal Manager. However, I politely requested her to wait for few minutes as I was also in the middle of the meeting. Lenkopane became raucous and hauled insults towards me.

“I was shocked when she manhandled and assaulted me. I suffered few bruises on my neck and elbow as she stifled me. I am grateful after she was found guilty and this will be a stern warning to all those who occupy leadership positions. No one is above the law and I believe that the judgment has restored public’s confidence in the judiciary system,” she said.

SACP regional secretary, Maria Seimelo said: “We want the ANC to depose Lenkopane from her position as a mayor. She is not a good leader and we have raised this in previous occasions, however, the ruling party ignored our call. There are also allegations of maladministration at the municipality and we urge the ruling party to remove her before is too late.

“We cannot have a leader who take the law into her own hands. She must an exemplary and abide by the law. Lenkopane’s time to go has arrived and we need another leader who has the interest of our people at heart. We cannot continue to deploy incompetent leaders who will serve only their interests at the expenses of the communities.”

North West Premier, Supra Mahumapelo said he is still waiting for a formal report from MEC for Local Government and Human Settlements department, Fenny Gaolaolwe before he could comment on the matter.

Taung DailyNews understand that Lenkopane was summoned to appear before ANC Provincial Executive Committee (PEC) on Monday to explain what transpired. She will also appeal the judgment in quest to overturn it.

‘Wednesday School Sport Launched in Taung’

The community of Taung welcomed the Wednesday School Sport launch at Sebitloane Special School in Taung on Wednesday. North West MEC of Education and Sport Development department, Sello Lehari said the initiative will assist the department to go ‘Back2Basics’ and ensure that sport is active at schools.

Lehari further said children as young as six will be part of the implementation. He added that the aim is to prepare children from the tender age to ensure that they become complete players.

“Not all of us can excel academically and some people can use their natural talents to survive. It is our responsibility to ensure that those who want to embark on various sporting codes are given necessary support. Most of professionals started at school to nurture their talents. Our department will invite various coaches to come and scout talents during our school games.

“Former Bafana Bafana captain and Kaizer Chief defender, Lucas Radebe will be heading this programme. He will be working along with Motsweding FM news anchor, Boitumelo Korogo in this programme. We have also acquired services of twelve former soccer players who will assist in talent identification at schools,” he said.

Lehari added that those who will be assisting the department to identify talent will get stipends from the department. He said all these games will go according to stages.

“Our games will commence in villages, wards, municipalities and districts. When we reach the district stage, we will now invite those experts who specialise in soccer to assist us to identify talents. We will now form the North West Provincial School squad and invite other provinces to play against,” Lehari said.

One of the community members, Pako Khonkhobe said: “I have personally taken part in several structures of sport in the Dr Ruth Mompati District. So, I welcome the initiative by the North West Provincial government. The department needs to be applauded in attempt to bring back Sport Wednesday at schools. However, I still believe that there is a serious need in terms of infrastructure.

“There is a mindset that the district has monumentally under-performed in athletics to in terms of building the provincial team that is going to Paarl in Western Cape to represent the province sometimes this month. Out of all those learners who participated, the district managed to produce only two who formed the provincial team.”

One of teachers, Samuel Sekgota from Hikane Primary School in Morokweng village, near Ganyesa shared the same sentiments. Sekgota said they welcome the Wednesday League.

“The initiative will enable our learners to be more proactive in sport, particularly in soccer. We only have soccer in Morokweng because it is deep rural area. However, we would like to see our children being exposed to other sporting codes,” he said.

Former Bafana Bafana and Sundowns PSL player, Lovers Mohlala said: “This will ensure that our children are focused and stop indulging in alcohol, drugs and other socio-economic challenges. I am grateful that our services will be used to ensure that we empower our youngsters. We need to guide them as they are emerging talents that need to be nurtured. North West has the potential and it is where legends are born.”

Raphael Griffiths dusts off all the Muvhango hate


When actor Raphael Griffiths joined Muvhango as Vusi Mukwevho eight years ago‚ he was greeted by a lot of hate for his “lack of acting skills‚” but he has picked himself up to earn his stripes in the industry since then.

The actor burst into the spotlight in 2009 as a presenter on SABC 2’s youth programme Q-base 28‚ and bagged a role on Muvhangostraight after.

“When I started presenting‚ I knew for sure I could do it. But when I got into acting‚ I was not an actor and only after stepping into it I realised‚ ‘man‚ you actually suck at this.’ I also got a lot of people just brutalising me‚ everywhere even on social media and I thought‚ ‘yoh‚ maybe I should quit.”

Raphael said there was a time he got help from three acting coaches at once because he was not willing to accept that he was a bad actor.

He said he found mentors such as his on-screen mother Thandaza (Sindi Dlathu)‚ started reading more books and watched endless hours of online master classes.

However‚ Raphael admitted that things only started falling into place after he learnt to be humble.

“It took a lot of humility for me to say‚ ‘you know what‚ I was never taught to quit and if everyone thinks I’m bad‚ then I’m just gonna work at it until I get better.’ I respected the craft and I really wanted to be great at it and I had to humble myself to begin to learn‚ so I did. It wasn’t easy but it was worth it at the end.”

The actor said he was glad he stuck it out and didn’t quit because he would have otherwise missed out on opportunities such as his new gig on Imbewu: The Seed.

Raphael said he had Duma Ndlovu to thank for the constant motivation to do better.

“The faith that uBab’Duma had in me kept me going. Because when the whole country was saying‚ ‘fire this guy‚ he’s a bad actor’‚ he chose to believe in my potential.”

Now‚ after growing to be a firm favourite on Muvhango as Thandaza’a son Vusi‚ the actor is busy shooting on e.tv’s new drama Imbewu: The Seed starting in April.

The new drama focuses on the lives of two brothers in a multi-cultural KwaZulu-Natal and seeks to show cultural and traditional elements that the families are built on.

Raphael plays the son of one of the brothers and says his character is one to look out for in the drama.

‘School Sporting Days Are Back’

Glory days for Sporting Wednesday are coming back and thanks to North West Education and Sport department, MEC Sello Lehari. The department will be launching the Wednesday School Sport League in football for under 17 learners (boys & girls) at Batlhaping Secondary School in Taung on Wednesday.

Lehari said the primary objective of the Wednesday School Sport League is to revive school sport as it happened in the past. He further said abundance of talent was identified at schools back then.

“We intend to expose talent from the youth and keep them active. The intention is to reduce obesity among the young people who do not participate in sports. The department believes that sport to young people has an educational value as it imparts informal education to them too. Sports impart the important lesson of team spirit and give them the experience of working with different kinds of people in different situations.

“We launched Villages, Township and Small Dorpies (VTSD) Games which aimed at exposing the raw talent from the broader community. Now the department has prioritised learners who are still at school. The launch will be at 1pm,” he said.

Lehari also highlighted that sport help in character building if is infused at an early age to children. He said sport permeates a sporting spirit within children and takes the monotony out of their daily life.

“Sport is played according to the rules per sporting code and by obeying the rules; children will automatically develop a sense of discipline. In the Wednesday School Sport League, schools will compete from their respective classes per school, among different schools, ward, villages, municipalities, district and one team will emerge for the province in both boys and girls.

“The provincial teams of boys and girls will play against the Professional Soccer League Reserve Side during the Maize Cup Tournament,” Lehari said.

R103m paid before work done


They paid a firm of consulting engineers R103m before it did any work and awarded it the contract without it going to tender.

This week was the turn of North West public works department officials to face a late-night grilling in the provincial legislature from a portfolio committee. Members of the Provincial Legislature (MPLs) demanded to know why they went “all the way to Mpumalanga” in March last year to find a company to manage an “emergency” project to repair flood-damaged roads across the province.

The multimillion-rand contract was handed to a Mpumalanga-based company to oversee the project at more than 30 sites in three months. The company’s directors were unavailable for comment yesterday.

In the meeting, which began on Wednesday evening and ended after 01:00 on Friday morning, MPLs asked how officials could justify the R103m prepayment. They couldn’t do so and were allowed time to find a letter justifying it.

This follows a marathon meeting last week at which MPLs demanded answers from the province’s health department about how Gupta-linked company Mediosa received a R180m three-year contract – and a R30m upfront payment – for a mobile clinic service without it going to tender.

During the meeting, public works officials said the contract wasn’t put out to tender because it was an “emergency”. The committee heard that before working in North West, the Mpumalanga-based firm had worked on water projects for the Mbombela municipality.

Committee member Boitumelo Moiloa questioned why the company received the upfront payment “on the eve of financial year end last year”. She asked if the department thought: “We will take this money, dump it somewhere (for it to appear) as if it was put to use.”

Another member Wendy Matsemela said there was “no difference” between this contract and the one awarded to Mediosa.

MPL Alfred Motsi told the meeting the company, little known in North West, could have been earmarked for the project by someone influential.

He said the premier’s letter was signed on March 7, the company’s letter of acceptance on March 14 and, 10 days later, it was paid R103m. “Someone somewhere knew about this company.”

“We requested a report on the company last year October and it’s only coming now, at the end of February, meaning it was being doctored,” Motsi said.

In a letter to then transport minister Dipuo Peters titled “Request to redirect funds for addressing flood-damaged road infrastructure”, North West Premier Supra Mahumapelo explains the urgent need to prioritise damaged roads and to have other projects deferred to the following financial year.

“An amount of R103m has been put aside for this exercise. This amount is what could be salvaged while the actual quantification of the full extent for the flood damage is undertaken,” Mahumapelo wrote.

“It is on this basis that we request your approval to deviate from the approved 2016/17 project list, for the purpose of addressing flood- damaged roads and bridges infrastructure.”

Public works department head Pakiso Mothupi said they didn’t have the “human capital” and were dependent on external companies to manage the project.

During the committee’s questioning, a department official said the same company was given another R11m contract to repair a road leading to the Oberon holiday resort near Hartbeespoort Dam, which hadn’t been budgeted for.

Seven days later, on March 14 last year, the company formally accepted its appointment as implementation agent for the massive road rehabilitation project, to be undertaken over three months ending in June. According to Mothupi’s report, the project was “completed successfully”.

Sources in the department told City Press that a senior official “signed twice for one chief director who deliberately stayed away from the office because he didn’t want to be part of what would later become a scandal”. The department is expected to appear before the portfolio committee this week.

Education receives biggest chunk of provincial budget


The Department of Education and Sport Development received the largest chunk of Bokone Bophirima’s provincial 2018/2019 budget. MEC for Finance, Economy and Enterprise Development (FEED), Wendy Nelson, tabled the budget on Thursday before the North West Provincial Legislature.

R16.183 billion – which translates to 39% of the total provincial budget – was allocated to the department for the financial year starting on 1 April.
The budget allocation is the clearest sign that education remains a key priority for the provincial government to use as an instrument to develop future generations and improve their lives.

MEC Nelson said education would continue to receive the largest portion of the budget in the province.
“The Department of Education and Sport Development has received the largest portion of the budget and it will continue to receive the largest portion of the budget. This is because it is an investment into our future and investment into our children. The budget will cover running of operations, grants and infrastructure. To address the backlog in infrastructure, R1billion has been allocated to improve the conditions in which our learners are studying under. Schools will also be consolidated so that we do not have many schools servicing the same grades in one area,” she said.

Education and Sport Development MEC, Sello Lehari, said the department deserves the biggest budget because it has got the largest number of employees.

“We welcome the announcement and we will use the money wisely. It is important to remember that we have the largest department and we are tasked with a huge responsibility of educating the nation,” Lehari said.

The Department of Health received the second largest portion of the Provincial Budget at R11.154 billion for 2018/19, R11.934 billion and R12.884 billion in 2019/20 and 2020/21 financial years respectively.

The 2018/19 allocation includes the funding of R1.315 billion for the comprehensive HIV/AIDS and Tuberculosis (TB) Grant of which R167.729 million is allocated to a new component of the Community Outreach Services Grant. National Tertiary Services Grant is allocated R283.055 million and Health Facility Revitalisation Grant is allocated R585.886 million.

In line with the National Development Plan (NDP), the budget allocation is expected to strengthen the effectiveness of the health system by increasing life expectancy and thereby decreasing mortality rates.

“We strive to equip our medical institutions across the province to reduce shortages of medicines and medical supplies. To this end, an amount of R3.047 billion has been allocated over the 2018 MTEF with R1.350 billion allocated in 2018/19 Financial Year,” said Nelson.

The allocation for the Department of Rural, Environment and Agricultural Development (READ) amounted to R1.440 billion for 2018/19, increasing to R1.531 billion in 2019/20 and R1.645 billion in 2020/21 financial year.

The Department of Culture, Arts and Traditional Affairs (CATA) was been allocated a budget of R732.049 million for the 2018/19 financial year, increasing to R812.245 million in the outer year of the MTEF period. This allocation will amongst others, assist this department to preserve the rich history of this province and by so doing creating the tourism market.

MEC Nelson said community and road safety remains one of the provincial government’s paramount priorities.

“The Department of Community Safety and Transport Management receives an allocation of R6.815 billion over the MTEF period. An amount of R2.163 billion is allocated for 2018/19, R2.263 billion for 2019/20 and R2.388 billion for 2020/21,” she said.

The Department of Local Government and Human Settlements was allocated R7.767 billion over the MTEF, largely funded by the Human Settlement Development Grant. An amount of R2.477 billion is allocated for 2018/19, growing to R2.570 billion in 2019/20 and R2.719 billion in 2020/21.

“In pursuit of the province’s Five Concretes, this department’s allocation will contribute to the Rebranding, Repositioning and Renewal of Bokone Bophirima through the provision of houses. The allocation will also improve access to basic services such as water and sanitation,” said Nelson.

The Department of Public Works and Roads received R3.021 billion in 2018/19 increasing to R3.326 billion in 2020/21 financial year. Of this allocation, an amount of R960.604 million is earmarked as a conditional grant for provincial road maintenance.

Mahumapelo slams Motsoaledi’s grandstanding on Mediosa


Bokone Bophirima Premier, Supra Mahumapelo, said he was disappointed that Health Minister, Aaron Motsoaledi, made conclusions about the controversial Mediosa mobile clinic contract without even discussing the matter with him.

The Premier was reacting to Motsoaledi’s visit to Madibogo to one of the mobile clinics provided by Mediosa, where the Minister made calls in the media for Head of Department of Health, Dr Thabo Lekalakala to be fired. In his widely publicized media interviews, Motsoaledi also said the mobile clinic services provided by Mediosa were not needed in Bokone Bophirima.

In a statement issued by Office of the Premier following Motsoaledi’s utterances, Mahumapelo said: “Unfortunately the Minister came to the province without the courtesy to inform us as part of Intergovernmental Relations Framework Act. Had the Minister cared to talk to us, we will have not stopped him from doing whatever he wants to, but we would have appraised him on progress we are making on this matter”.

The Premier said it was wrong for Motsoaledi to conclude that he – the Premier – would even think of protecting HOD Lekalakala. Mahumapelo announced over a week ago already that his office was instituting a forensic audit into alleged irregularities with the Mediosa contract, including that the health department made an advance payment of R30-million to the company before it started work in the province. The Minister also said he regarded the R30m upfront payment as fraud, a comment Mahumapelo said was too premature considering that an investigation is still underway. Other allegations are that Mediosa is a front company for the controversial, wealthy Gupta family.

On Friday an irritated Mahumapelo said: “Because he [Motsoaledi] chose the populist approach, we will rather speak to the President in this regard and the Head Office of the ANC, Luthuli House.”

During his visit to Madibogo – with a large media contingent tagging along – Motsoaledi said he was there in an effort to understand what is going on in the health services in the province.

“I saw pictures of Standing Committee on Public Accounts (Scopa) interrogating the Head of Department (HoD), Dr Thabo Lekalakala. We also received report from media that certain services can no longer be provided because there is no money. There are workers who are on strike because they cannot be paid bonuses due to lack of money,” he said.

Motsoaledi said he characterizes Medioa as an Automated Teller Machine (ATM) card for the Gupta family to withdraw money from the health department. He added that if the Premier did not fire Lekalakala, he would force the matter through the courts.

“Our health system is in disastrous and overburden situation because of its tight budget. Our health facilities are congested because of the explosion of chronic diseases. The department needs to save each and every cent. We do not have any spare money to do what has been done here. So, whoever entered into this contract must find a way to terminate it.

“South Africa does not need these services because our own healthcare centres are offering them. Mediosa screens people and refer them back to state hospitals if they are sick. The private healthcare centres can charge much lesser than what Mediosa is charging the department,” Motsoaledi said.

On the sidelines of Motsoaledi’s visit, a small group of workers was protesting, saying Mediosa has not paid their salaries.

eNCA staff in distress amid allegations of ‘constructed retrenchments’


Distress and anxiety has struck at e.tv and eNCA studios with some staff reportedly leaving the channels amid allegations of “constructed retrenchments”.

Employees at the studios have told The Star that eMedia Investments, which owns the channels, has been unfair to them by formulating retrenchments “fronted as reconstruction”.

“People are being exploited here. The team I’ve worked with for the past three years was told yesterday that they will not be needed by end of March but they are employed as permanent staff. The same was done at archives and IT departments. Reporters at eNCA are in distress. It’s a mess,” said an e.tv programme anchor.

The Star has also been told that some employees have already started packing while others have not reported for work since the new changes were communicated.

These new developments follow the sudden resignations of the head of current affairs Debbie Meyer and the news channel court reporter last month. It’s believed that Meyer’s exit was sealed as part of a retrenchment deal but she has publicly rejected this.

Mark Rosin, chief operating officer of eMedia Investments, said that they were considering making changes that would benefit the business. “At times in the life cycle of a business, it is necessary to look at a company’s needs and requirements. eMedia Investments is currently considering its structure and making necessary changes to ensure it continues to be a profitable and strong business,” said Rosin.

However, he was cagey and did not want to explain how these changes would impact on staff or programming.

“This is an internal matter between the Company and employees and we will not discuss or debate it in the media. eMedia Investments is committed to ensuring that employees are treated fairly and respectfully during this process, which is of course difficult for everyone,” said Rosin.
