North West Premier, Supra Mahumapelo will launch Villages, Townships and Small Dorpies (VTSD) Retail Economy Mini Shopping Centre and VTSD Hyper at Ventersdorp and Potchefstroom respectively on Wednesday.

Mahumapelo said this is the efforts to revitalize community enterprises across the province. “VTSD initiative will be taken to greater heights and this will be the first of its kind. This enterprise programme is aimed at empowering local business people to run sustainable enterprises, while at the same time working collectively through social enterprises.

“The VTSD Retail Economy is powered by the North West Development Corporation (NWDC) which is a form of co-operative business model. Small Micro Medium Enterprises (SMMEs) who are running tuckshops, butcheries, hair salons and hardware stores in a social enterprise model will benefit from this,” Mahumapelo said.

Relevant stakeholders, including the beneficiaries of the VTSD Retail Economy projects will be attending the launch.

‘Motor vehicle theft on the rise in North West’

North West police urge motorists across the province to take superfluous care and safeguard their vehicles. Provincial police spokesperson, Brig Sabata Mokgwabone said theft of motor vehicle cases were reported in clusters such as Klerksdorp, Brits and Mahikeng recently.

“Most motor vehicle theft cases were also reported in the policing precincts of Phokeng, Marikana, Boitekong and Rustenburg within the Rustenburg cluster. The police investigations have shown that places such as Rustenburg Central Business District (CBD), Waterfall, Impala Shafts, Greenside, Luka, Marikana West, Mmaditlhokwa, Meriting Extension 2, Paardekraal and Ramochana are mostly affected.

“Further probe has revealed that bakkies are being targeted and are stolen generally during the night at parking lots. In some cases, it is alleged that perpetrator/s drug drivers before fleeing with their vehicles. Some of vehicles were stolen whilst taken for repair,” Mokgwabone said.
Motorists are urged to take precautionary measures especially during this period of the year. He further said motorists should apply safety measures at all times.

“Apply cautious measures in the parking areas and report unknown or suspicious persons/motor vehicles to the police. Avoid leaving or parking vehicles for a long time at areas or streets with no lights. Ensure that all vehicles and motor bikes are locked and safely parked inside premises.

“Community members are also urged to work together with the police through structures such as Community Police Forums (CPFs) in combating property related crimes. We have experienced an increase on property-related crime during the 2016 /17,” Mokgwabone said.

Pre-trial conference for Coligny murder case postponed

THE pre-trial conference for a murder case against Pieter Doorewaard (26) and Phillip Schutte (34) from Coligny was postponed by North West High Court in Mahikeng on Wednesday. 

The two are accused of murdering Matlhomola Moshoeu (16) four months ago.

The accused attorneys alleged that some of statements from the docket are unreadable. The accused alleged that they caught Moshoeu stealing sunflower on the farm and apprehended him. They said they put him at the back of the bakkie and ferried him to Coligny Police Station. However, the deceased allegedly jumped off the moving bakkie and died.

However, the state legal team argued that the accused allegedly pushed Moshoeu pushed off the moving bakkie.

The National Prosecuting Agency (NPA) regional spokesperson, Frank Lesenyego said the case was transferred to North West High Court in Mahikeng for pre-trial date. Lesenyego further said the pre-trial was postponed indefinitely to 11 December 2017.

“As the NPA, we are disappointed that the pre-trial has been postponed. We believe that this is a delaying tactic from the defence. The defence attorneys were called on the 7th of November 2017 after this matter was transferred to North West High Court in Mahikeng to get copies of the docket.

“However, they did not come on the scheduled date. The defence only came on the 13th of November 2017. We believe that this could have been averted because they would have highlighted to us that some statements are unreadable. The NPA could have typed them and handed them back to them on time,” Lesenyego said.

The accused are out on R3000 bail each and that did not set well with some of Coligny community members. Few houses were burnt down allegedly by aggrieved community members.

Two nabbed for kidnapping and hi-jacking in Taung

North West police said they have arrested two suspects over kidnapping and hijacking in Kuruman on Monday. Three suspects allegedly masqueraded as hitch-hikers and stopped a 38 year-old motorist under false pretence.

Tshepiso Monyadiwa from Kuruman said he is grateful that he is still alive. Monyadiwa said he was driving his red Hundai 120i on Sunday late on his way to Kathu when he picked three suspects.

“They hitch-hiked me and pretended to be going to Kathu. Along the way, one of the suspects drew a firearm and pointed it at me. They ordered me to get off the road before they tied me up and squeezed me in the boot of my car.

“They drove with me to Taung and we arrived at around 4am on Monday. They robbed me off my belongings including my cellphone, before releasing me. They dropped me at Taung circle and ordered me to walk away. I rushed to the nearest garage and assisted by good Samaritans,” he said.

North West police spokesperson, Lt Col Adele Myburgh said: “The police arrested a 35 year-old man on Monday and he was ferried to Kuruman Magistrate’s Court on Wednesday. Another suspect was arrested in the early hours of today (Wednesday) in Taung. A 38-old man was found to be in possession of a firearm and he will appear at Hartswater Magistrate’s Court on Thursday.

“The second suspect is linked to other two cases. He is linked to an armed robbery and bank robbery that took place in Taung. He might be also linked to other criminal cases too.”

African National Congress Youth League (ANCYL) in Dr Ruth Mompati region applauded the police for their swift arrest. ANCYL regional secretary, Crespo Menyatso said: “We want to commend the police for leaving no stone unturned. Crime is affecting the livelihoods of our people in Taung. We urge our people to be cautious especially that we heading towards festive season.

“There are so many criminal activities taking place in Taung recently. However, we need work together to curb this pandemic. We urge our people to report criminals because they live within our communities. We cannot let them run criminal activities and not be challenged. There are Community Policing Forums (CPFs) in our areas and we need to utilise that.”

‘Emtee wins big at AFRIMAs’

After the release of his momentous sophomore album Manando, Emtee has been dubbed the Best Male Artist in Southern Africa at the All Africa Music Awards (AFRIMAs) ceremony.

The event was held at the Eko Convention Centre Victoria Island, Lagos, Nigeria on Sunday. The top African acts gathered at this prestigious event where Emtee walked away with his first-ever ARIMA award. With two nominations on the night, he was announced Best Male Artist in Southern Africa and the African trapper trailed off as the room erupted in cheers.

“I was sitting over there with people I have been watching on TV when I was growing up. Now I’m in the same category as Bra Hugh Masikela who I consider a legend. I feel like a legend right now too,” Emtee said.

The multi-talented artist graced the stage with a stunning performance that left the crowd wanting more. The AFRIMA win brings Emtee’s award tally to statues.

‘Sanitary pads for the needy’


African National Congress Youth League (ANCYL) in Dr Ruth Mompati region applauded the Greater Taung Local Municipality (GTLM) ward 11 councillor, Tumisang Gaoraelwe for donating sanitary towels to the needy.

More than 60 pupils from Seile and Kasienyane Primary Schools benefited from the initiative. Gaoraelwe said it was imperative to ensure that female learners’ confidence is restored.

“Many pupils who benefited from the initiative come from destitute backgrounds. Those female learners are in their adolescent stage and are not aware of the new development within their bodies. We need to ensure that all stakeholders come together and contribute in changing the lives of our masses.

“Without your generosity, we would not be able to operate. Many female pupils miss schools during their menstruation period. However, we give them the opportunity to continue with their studies without any worry about menstruation period by donating sanitary towels,” he said.

Gaoraelwe added that the country should invest in education because is the only ‘gateway vehicle’ from unemployment, inequality and poverty challenges. He further said Taung is predominantly rural and affected by treble challenges.

“We need to change the mind-set of our young ones. Even though they come from isolated communities and faced with many challenges, they must be hopeful. We will continue to ensure that we spread our initiative to other schools across Taung,” he said.

ANCYL regional secretary, Crespo Menyatso shared the same sentiments. Menyatso said they support the initiative and call on government to make sanitary towels available at schools.

“Many female pupils use cloths, newspapers and other unhygienic things during menstruation period. We urge our government and other stakeholders to come together and ensure that sanitary towels are always available at schools. The donation of sanitary towels is paramount amidst the triple challenges facing the country.

“We need to always ensure that there is an uninterrupted attendance to school and restoration of female pupils’ dignity. The demand for sanitary pads is very high and we thank all donors who ensure the initiative takes place,” he said.

Card-skimming suspects back in court

VICTIMS of fraud case in Taung said they still have faith in the justice system after three suspects will be back in court today for bail application judgement.

Three men from Free State province were arrested three weeks ago in Taung in connection with card-skimming.

Meisie Hendricks from Lokaleng village, near Taung was allegedly robbed R1000 and R1600 in two occasions.

“I was robbed my hard-earned cash by the suspects. I have faith in the justice system and I am hopeful that they will not be granted bail. We cannot let people come to Taung and engage into criminal activities. There are so many people who were robbed and that left them crippled financially,” Hendricks said.

Michael Motate said: “My wife was robbed R1000 at the ATM through card-skimming. We need to fight this criminal behaviour together with the community. I want to applaud the police for sterling job and believe that our court will not be lenient on the suspects considering that they have similar previous cases.”

Mojalefa Springkan (30), Kgosana Tladi (49) and David Mokonyane (52) were allegedly followed by South African Police Service (SAPS) Crime Intelligence in partnership with Taung Police Station cluster from Vryburg to Taung after tip-off.

They allegedly defrauded unsuspecting victims their hard-earned cash at the Automated Teller Machines (ATMs) across Dr Ruth Mompati district. The Investigating Officer, Warrant Officer, Kagiso Phemelo told the court how the suspects were eventually arrested.

“The suspects allegedly robbed another woman her sassa card at Pudimoe complex in Pudimoe Location, near Taung. Police followed them until Taung Mall where they were allegedly stopped and searched. The police found loads of various bank cards in their possession.

“The suspects were arrested and police confiscated the vehicle that was used during the commission of crime. Two of the suspects who took the stand previously committed various accounts of fraud cases,” he said.

Phemelo also told the court that first accused in this case, Mokonyane has six cases against him such as malicious damage to property, common assault and fraud. He added that the suspect has also lied to court after he alleged that his passport has expired.

“I have obtained the details of Mr Mokonyane’s passport and it expires in 2018. The suspect is a former police officer and he is unemployed. He is a flight risk because he once visited his family in Lesotho. It will be perilous to grant him bail because the society will also lose hope in the justice system.

“I still need more time to obtain statements from the people who their cards were found in possession of the suspects. Some of them do not stay around Taung and it will be difficult to trace the suspect if he is granted bail. Two of the suspects have a pending fraud case against them at Ficksburg in Free State province. They were supposed to be in court on the 4th of October 2017, however, they were arrested a day before their court date in Taung for fraud,” he said.

Phemelo also told the court that there were other cases opened against the suspects for card-skimming after some of victims came forward and positively identified them as perpetrators.

All three suspects were cross-examined except Kgosana Tladi who submitted his evidence through affidavit. Magistrate Olaotswe Bojosinyana postponed the matter until 13th of November 2017 for court judgement on bail application.

Taung Police Station cluster spokesperson, Sergeant Tebogo Thebe said: “We have increased police visibility in Taung CBD. We urged bank users to be wary of criminals because we have realised that card-skimming operators ascend to our areas ahead of festive season.

“We are working together with other law enforcement agencies to curb these criminal activities. There are many fraud cases being reported thus far and we will work tirelessly in arresting the perpetrators. The majority of card-skimming incidents in South Africa are recorded around ATMs and, to a lesser extent, at retail merchants when bank cards are presented for payments.”

He further said card users should never give their card to someone at an ATM for any reason. Thebe added that the card users should never let anyone assist them at an ATM, even if they appear to be a bank official or security personnel.

“Beware of people standing close to you when you are concluding transactions at an ATM. Ensure you hide your pin when keying it into an ATM and never use an ATM that looks tampered with or damaged. Card users must always use an ATM in a well-lit area or use an ATM that is monitored by a CCTV camera if possible,” Thebe said.

MEC Nelson presents mid-term budget adjustment


MEC for Finance, Enterprise and Economy Development (FEED), Wendy Nelson tabled a mid-term budget adjustment at North West Provincial Legislature in Mahikeng on Thursday.

Nelson said the aggregate provincial performance for the first half of the 2017/18 financial year was R18.6 billion representing 47.53 per cent against the main appropriation of R39.1 billion. She added that the expenditure was dominated by spending on Compensation of Employees (CoE) and Transfer Payments.

“Performance on infrastructure and conditional grants by provincial departments is lower than 47.53 percent, with the exception of the departments of Health and Education and Sports Development. The 2017/18 budget of R39.081 billion tabled on the 7th March 2017 is adjusted with an amount of R808.992 million to R39.890 billion representing an increase of 2.1 per cent.

“An amount of R30 million is converted from the Health Facility Revitalization Component of the Indirect National Health Insurance Grant to the Health Facility Revitalization Grant from conditional grant. This will enable the Health department to complete crucial projects that were constrained by budget pressures,” Nelson said.

She said that the amount of R270.413 million has been approved as rollovers in respect of various conditional grants. Nelson further said conditional grants have been adjusted by R300.413 million, from R7.552 billion to R7.853 billion.

“The EXCO approved the centralization of bursaries in the Office of the Premier. This was done in order to facilitate the Implementation of Kgetsi ya Tsie Bursary and Skills Development Fund in the province as part of Ikatisong School of Governance. An amount of R33.7 million will be re-allocated to the Office of the Premier and this allocation will be carried through over the MTEF,” Nelson said.

She added that the departments will continue to service commitments for all bursary intake prior 2016 academic year. Nelson said the IT function that supports the financial system is moved from the Office of the Premier to Finance, Economy and Enterprise Development.

“The Office of the Premier budget increases by R131.665 million. Through the visionary leadership of Mahumapelo, the fifth administration took a decision to implement programmes and projects that aims to address unemployment and poverty alleviation in the province. For this purpose, an amount of R100 million have been set aside for amongst others VTSD Township Economy, Environmental project and Mining Beneficiation Initiatives. An amount of R33.666 million is reallocated to the department from other departments to finance the bursaries that have been centralized in the office of the Premier.

“An amount of R2 million has been shifted from the Office of the Premier to Finance for the IT function that supports the financial system. Consequently, the budget for the Office of the Premier increases from R648.857 million to R780.522 million,” she added.

Nelson said an amount of R60 million is added to the North West Provincial Legislature’s budget specifically for the infrastructure project. She further said the Provincial Legislature receives R34.4 million in addition to address it’s pressing operational and maintenance costs.

“Furthermore, an amount R3.516 million has been added to the appropriation as a result of the approved unauthorized expenditure of the previous financial years. The budget of the Provincial Legislature therefore increased from R449.484 million to R547.400 million thus enable this arm of the state to carry out its constitutional mandate.

“The Health department receives R30 million for the Health Facility Revitalization Grant for completion of crucial projects that were constrained by budget pressures. Furthermore, an amount of R110 million was added to the baseline to assist the department with the project of mobile clinics and pressures on Medicine, Medical Supplies and Laboratory services,” she said.

Nelson added that an amount of R60 million has been reprioritized within the departmental baseline towards core functions. She said the department’s budget will now amount to R10.600 billion from R10.461 billion.

“The Culture, Arts and Traditional Affairs (CATA) department receives a net increase of R33.859 million after discounting R7.116 million made up of a downward revision of the revenue target by R500 thousand and a reduction of R6.616 million on Compensation of Employees (COE), Machinery and Equipment and the bursary allocation.

“CATA received a rollover amount of R10.975 million for Community Library Services Grant. An amount of R10 million is availed for the procurement of vehicles for Traditional Leaders and R20 million for the VTSD SAMA Awards. The budget of this Department has increased from R711.440 million to R745.299 million,” she said.

The Community Safety and Transport Management department’s allocation increased by R94.459 million from R1.984 billion to R2.078 billion. This net increase is a result of a reduction of R9.516 million on COE, Machinery and Equipment and the transfer of bursary funds to the Office of the Premier inclusive of the additional amount of R103.975 million which amongst others include funding for learner transport, safety education and rollovers.

“Included in the additional allocation is an amount of R70 million to address budget pressures for learner transport, a rollover of R2.144 million for Public Transport Operations Grant and other rollovers amounting to R22.591 million. The Finance, Economy and Enterprise Development department baseline allocation recorded a net decrease of R7.560 million from R305.3 million to R297.708 million.

“The net decrease is a result of the downward revision of the own revenue target by R20 million and an additional amount of R16 million for the implementation of the Liquor Licensing System, the VTSD Economic Forum and Mining Development Lekgotla. Resultantly, the Gambling Board’s budget has also been decreased by R11.8 million from an original budget of R89.6 million to R77.8 million,” Nelson said.

She added through reprioritization and the implementation of efficiency measures, Finance identified an amount of R19.294 million to fund pressing budget pressures in some of the provincial departments. Nelson further said the IT function that supports the financial system has been shifted from the Office of the Premier to Finance. As a result, the budget is reduced from R486.299 million to R467.005 million.

“The Education and Sport Development department received a rollover of R35.466 million for Learner Teacher Support Material, and R2.673 million for conditional grants rollovers. Furthermore an amount of R12 million is availed for the completion of Manthe and Ipelegeng Sport Facilities, which process will be led by the Provincial Treasury. An additional R3 million has been allocated for the VTSD Golf Tournament.

“The budget of this department was reduced by R60.407 million from COE, Machinery and equipment and the transfer of bursary function to Office of the Premier. Resultantly, the overall net reduction for this department amounts to R7.268 million from the budget of R15.282 billion to R15.274 billion,” Nelson said.

The Local Government and Human Settlements department received rollovers amounting to R234.043 million. Nelson said R192 million is for the Human Settlements Development Grant, R10.531 million for the completion of Disaster Management Center and R18.830 million

“The net increase of R173.610 million is as a result of a reduction of R60.433 million from COE and under-performing infrastructure projects. The total budget of this department is therefore increasing from R2.710 billion to R2.883 million. The Tourism department received a rollover of R5 million for the Taung Hotel school project and an amount of R10 million to fund budget pressures in the Tourism Board.

“Amongst others, 70 percent of these funds should be utilized for the marketing of the province as a destination of choice and the balance for the filling of critical vacant positions. After discounting savings from COE and machinery and equipment the budget of Tourism increased by R12.155 million from R245.761 million to R257.916 million to be enables them to market the Province as a tourist destination,” she said.

Nelson added that the Public Works and Roads department receives a net increase of R137.282 million as a result of an additional R100 million earmarked for payment of rates and taxes, R53.655 million rollover for Provincial Roads and Maintenance Grant and a reduction of R22,465 million from COE, machinery and equipment and bursary allocation. She said consequently, the budget of the department increases from R2.895 billion to R3.032 billion.

“Social Development department budget reflects a reduction of R7.214 million on COE, machinery and equipment and bursaries. Furthermore an amount of R1.5 million has been reduced from uncommitted capital projects towards key provincial priorities. Resultantly, the overall budget of this department has been adjusted downwards from R1.533 billion to R1.525 billion.

“The Rural, Environment and Agricultural Development department baseline allocation have been reprioritized and an additional R45 million added to the baseline to fund programmes that support agricultural economic growth initiatives by facilitating the establishment of an Agricultural Fund.

As a result of the downward revision of the revenue target by R3.5 million and the reallocation of the COE, Machinery and Equipment, the departmental allocation increased with a net amount of R30.525 million from R1.371 billion to R1.401 billion,” she outlines.- Newsnote

Pastor’s murder trial date set

The province’s women’s league welcomed the new date set for a Taung double murder case.

Provincial Secretary, Bridgette Mogakwe said the league condemned the senseless killings of women and children.

The North West High Court in Mahikeng set December 11 to 13 for trial. Popular pastor Sabata Mannie (30) has been charged with two counts of murder after he alleged killed his girlfriend, Katlego Zethi (28) and their two-year-old daughter, Qawekazi in October last year in Extension 6, Taung.

“We urge our people to declare an end to the senseless killings of defenceless women and children. The ANCWL in North West has hope in our justice system and we want to see justice prevails. We also urge men to take the stand and fight against these barbaric actions.

“This is a very sad chapter in our history as a nation. We cannot stand when such barbarism rises to take over our lives. We call on all people across the province to stand together and declare an end to these senseless killings against women and children. ANCWL will firmly stand by all the victims’ families to help them deal with their tragic losses,” Mogakwe said.

“We believe that we have a strong case against the accused and we are ready for the trial date. The double murder case was transferred to North West High Court by Taung Magistrate Court because of its merits.”

Illegal miners want De Beers’ ‘abandoned diamonds’


THE KIMBERLEY Artisanal Mineworkers (KAMW) has welcomed Petra Diamonds’ sustainability reports, with the chairperson of the KAMW, Lucky Seekoei, stating that the mining giant’s announcement vindicates hundreds of illegal miners of wrongdoing on sites that had been assessed and declared fully rehabilitated.

This comes after Petra last week announced that while illegal mining activities continued to damage rehabilitated areas, certain sites had been fully restored to the conditions stipulated prior to the commencement of operations.

In response to an article published in the DFA last week, Seekoei said that the “scavenging” of diamonds that have been “wasted” by De Beers should not be used to justify the non-compliance of mining companies.

“The article in last Tuesday’s DFA vindicated the argument that it has always been the culture of De Beers to abandon kimberlite residues,” said Seekoei. “Therefore, is it a crime to find use for any type of abandoned substance? We, the KAMW, are of the firm belief that the Petra Diamonds sustainability report vindicates our case.”

Seekoei stated that, for the better part of two decades, the informal miners had reported the “wastage of mineral resources” to no avail, with sites being either rehabilitated or earmarked for development while there is still enough unprocessed kimberlite, containing enough rough diamonds to make it economically feasible for mining to continue.

“We can’t help, nor ignore, the so-called rehabilitated areas which contain the floor (residues) of kimberlite,” he said.

“We have reported incidents where houses, recreational facilities, cemeteries and farms were built on top of the minerals residues or floors.

“People were retrenched in the mining sector for absolutely no given reason but it was alleged that these retrenchments were due to a lack of production.”

The KAMW called on government to issue permits for the remaining diamonds to be excavated to ensure that no minerals go to waste.

“The greedy monopoly is channelling all minerals resources to Britain and America, costing our country dearly. They took the whole big cake and refused to share.

“They excluded blacks to participate in the mainstream economy and today we are even refused to scavenge for leftovers.”

Petra’s operations in Kimberley consist of Kimberley Ekapa Mining JV, which employs a total of
1 709 employees, as well as 451 contractors. The mine has a planned life of 18 years.

Its other Northern Cape mine is Finsch, where the total workforce is 1 158, while there are more than 2 000 contractors. The mine plan is 13 years.

Although not in the Northern Cape, the nearby Koffiefontein Mine employs 613 workers, and 248 contractors. The mine plan is eight years.
