Department of Justice and Constitutional Development takes free Justice to the People  


The Department of Justice and Constitutional Development in partnership with the South African Women Lawyers Association and Legal AID South Africa will host the Access to Justice Week from the 17-21 August 2015 in all nine provinces.

During this week, identified courts in North West Province together with private attorneys will offer free legal advice to needy members of the community. The North West Regional Office will go to all its six cluster courts to reach community members that are destitute, marginalised and vulnerable. 

In 2007, Access to Justice Week was launched responding to a call from members of society in need of legal service assistance.

This has now turned into an annual event. During this week, legally qualified officials from the department together with lawyers in private practice will provide free legal advice to the public or refer them to relevant institutions for further intervention and assistance.

“This year, the plan is to expand reach to communities living in rural areas.  The intention of the activities is to provide access to justice for all through decreasing the challenges brought by the cost of litigation, undue delays and excessive formalities within the legal process.” said Joseph Makutle, the Regional Head. 

The department and partners will be conducting variety of activities to ensure that majority of people across the North West Region receive free legal advice and assistance.

There will be information desks in different courts, radio talk shows, blitz campaigns at public places and outreach campaigns.

The SA Human Rights Commission states that to address the structural inequalities, it is imperative that justice be made more accessible, especially to the poor as it is a fundamental and non-negotiable right.
The commission recognises that the right of access to justice unlocks all other rights in the Constitution.

The right to access justice has the potential to foster an egalitarian and transformed society where everyone’s fundamental human dignity is respected and protected.

The focus of advice given to the public will relate specifically to matters affecting women and children. Attorneys and candidate attorneys have also been requested to volunteer their services and expertise any time during access to justice week, for any amount of time ranging from a few hours, to a whole day, as requested by the Law Society of South Africa. Participants will be required to register their names at the nearest courts to facilitate planning. 

Topics to be covered will range from marriage, divorce, domestic partnerships, succession and administration of estates, domestic violence, child abuse/violence against children, gender-based violence, child custody and access, guardianship, fostering and maintenance.

NO CRISIS ABOUT THE RESIGNED EDUCATORS IN THE N WEST


The North West department of Education and Sport Development hereby disputes the allegations levelled against the department regarding the resignation of 900 educators.

However, the department lost about 900 educators based on various reasons and not only on the alleged massive resignation. The loss varies from expired contracts, dismissals, death, compulsory retirement and medical retirement, amongst others.

All the above reasons are the primary causes of teachers leaving and the department has intervention strategies to deal with the problem.

To meet up with the challenge, the department has partnered with the two North West Universities to recruit all graduates who are the beneficiaries of Fundza Lushaka Bursary Fund. In December after they complete their degrees, a database with their identified schools is already in place for them to assume duty in different schools, January 2016. This helps curb the gap between those who are exiting the system due to retirement and those who finish their studies.

The North West Education and Sport Development MEC Maphefo Matsemela said:

“As a province we do not have a crisis due to the general termination of teachers. We are currently recruiting graduates who have completed their Post Graduate Certificate in Education from different universities across the country in addition to the Fundza Lushaka Graduates. Our teachers in different schools continue to be work shopped in their different areas of specialisation in order to upgrade them in their different fields.”

MEC Matsemela further said that a large number of educators have been appointed recently by the department and will be assuming their duties on Monday in different schools across the province.

Dagga and weapons found on learners by women in law enforcement


Women in law enforcement continues to stamp authority in all areas of possible criminality and lawless. This follows a successful campaign on awareness of drug usage when the women in uniform visited different school across the province.

During the campaign which is part of the Women’s Month commemoration, learners were searched through the arrangement with school’s management.

In some schools, learners were found in possession of cigarettes, dagga and dangerous weapons.

The Bokone Bophirima MEC for Community Safety and Transport Management MEC Gaoage Molapisi says there have been complaints from concerned teachers and parents about the usage of dagga by learners in various schools and it is high time that is addressed.

“Dagga have always been a major problem within our society and it is now the time to fight this pandemic that is killing our children. Our government believes on the future of our youth, and as our future leaders they need to be clean of drugs and be sober. We cannot be led by drunk leaders and has the potential to destroy the hard earned gains and success we fought for. Also these weapons they carry to school, who are they going to fight or kill because the only things that they must carry is food and books,” said the concerned Molapisi.

As part of the ongoing Setsokotsane programme which is currently been implemented in the Dr Kenneth Kaunda District, schools are been visited to educate learners about the dangers of using drugs, domestic violence and the road safety behaviour to minimize and totally eradicate the high number of road incidents and criminal activities around schools.

On the other hand, more than 1 361 vehicles were stopped and checked in two multipurpose roadblocks that were conducted by women in law enforcement and more than 113 summonses for different offences were issued to a total value of R83 400.

MEC Molapisi commended women in uniform for the exceptional job that they continue to do with commitment and dedication.

“These women are continuing to do a good job by ensuring that we are safe wherever we are, being at home, at school, work or on the road. They indeed prove to those hardheaded men that they are also meant for the law enforcement fraternity. They are proving wrong to the stereotypes that these jobs are only for men.

It is good and very impressive to see that we still have those women who are carrying the same fighting spirit of the 1956 women. We need women of this caliber to move South Africa forward,” said Molapisi.

Potchefstroom/Wedela pedestrian accident leaves man dead


A man has died during a pedestrian accident on the N12 towards Johannesburg in Wedela, approximately forty kilometres from Potchefstroom last night.

Netcare 911 paramedics and other services arrived at the scene and found the body of a man lying on the roadway, after he was knocked over by a vehicle.

“Upon assessment of the man, paramedics found that the man had tragically died prior to their arrival due to the extensive injuries sustained during the accident,” Netcare 911 spokesperson Santi Steinmann said.

There was nothing further that could be done for the man and sadly he was declared dead at the scene.

She said the exact detail surrounding the cause of the pedestrian accident and preceding events will remain the subject of a police investigation.

Bokone Bophirima shines at the Human Settlements National Govan Mbeki Awards 2015

Cape Town – The Bokone – Bophirima Department of Local Government and Human Settlements scooped  three critical housing awards at Human Settlements National Govan Mbeki Awards held at Cape Town International Convention Centre recently. The province is the winner of the Best Non-Subsidy Contractor, Best Enhanced People Housing Process Project and Best Youth Contractor categories. 

The tightly contested awards were held to recognise the excellent work that contractors are doing to ensure the production of quality housing to restore the dignity of our people.

MEC for the Department Collen Maine applauded the winners.

“If you work hard you will be recognised and awarded. It clearly shows that there are still some housing contractors out there who do not only push to maximise their profits but they ensure the production of quality work. We will like congratulate them on a job well done and for putting Bokone Bophirima on the map” said MEC Maine.

The recipient of Youth Contractor of the Year Award Thokozane Littla of Madimong Trading Services said “It’s tough to be a young person in the construction industry as many people doubt the work that you do. The award on its own it can make the necessary impact in the industry and inspire other youth contractors in the country”.

In the best awards for the day which were presented by Minister for Human Settlements Lindiwe Sisulu, Ethekwini Metro municipality was awarded the best Metro Municipality and KwaZulu- Natal was crowned the best province on housing development.

A suspect nabbed for murder in N West

BRITS- A 30-year-old man was stabbed to death in Oukasie, Phase 3 in Brits.  

According to the information, the suspect was with the deceased, Jerry Mokgatlhe at a local tavern on Saturday at around 10:00am when an argument ensued between them. 

North West police spokesperson sergeant Kealeboga Molale said later the deceased went to the suspect’s house to confront him about the earlier argument.  “The round 2 fight ensued and the suspect allegedly stabbed Mokgatlhe in his neck with a knife,” she said.

Police were called to the scene and the suspect was arrested.

Molale said the suspect will appear at the Brits Magistrates’ Court on Monday.

Four nabbed for Business robbery

MOTHIBISTAD- A 33-year-old employee at a Tuck-Shop in Mokalamosesane village, in Mothibistad was about to close the Tuck Shop when four men entered inside.

The suspects allegedly threatened the employee with firearms and demanded money from the him.

Northern Cape police said the suspects managed to get away with a substantial amount of cash, airtime vouchers, as well as cigarettes.

Lieutenant Donald Mdlhuli said one of the suspects was chased and later apprehended by the community.

He was handed over to the police who arrested him.

“Police in Mothibistad worked tirelessly to ensure that the outstanding three suspects are arrested. Information was received by police on the whereabouts of the suspects. Two suspects were arrested yesterday night by police and the last suspect was arrested on Sunday,” Mdhluli said.

He said a firearm-magazine, ammunition, cigarettes and some of the cash suspected to have been stolen during the robbery were seized from the suspects.

The suspects are aged between 18 and 20.

“The police would like to thank the community for their co-operation through their efforts that has resulted in the arrest of the four suspects. Members of the Mothibistad police are also appreciated for their hard-work and efforts in ensuring that all suspects are brought to book,” he said.

The four will appear in the Mothibistad Magistrate’s Court on Monday and they face a charge of business robbery and possession of ammunition.

NCOP embark on oversight visit across SA

The Committees of the National Council of Provinces (NCOP) will this week meet with ordinary people, private companies, government departments and entities across the country as they assess the state of service delivery. 

During the NCOP Oversight Week (18-21 August), the Select Committees grouped as clusters will undertake joint oversight visits to the provinces of North West, Limpopo, KwaZulu-Natal and Gauteng.

The following NCOP Committees will be conducting oversight visits:

∙Select Committees on Economic and Business Development, Trade and International Relations will be in the North West to interact with Bojanala District Municipality regarding issues of regional economy, investment and employment opportunities and challenges in the region.

∙Select Committees on Social Services, and Education and Recreation will visit Gauteng and North West to assess progress on the revitalisation of mining towns as well as human settlement programmes for military veterans. The Committees will also visit the Lindela Repatriation Centre in Krugersdorp to assess the conditions there.

∙Select Committees on Cooperative Governance and Traditional Affairs, Security and Justice, and Petitions and Executive Undertakings will assess service delivery issues in Ventersdorp, Tswaing and Rustenburg municipalities in the North West.

∙Select Committees on Appropriations and Finance will visit KwaZulu-Natal to focus on issues such as the Municipal Infrastructure Grant, School Infrastructure Backlogs Grant and National Health Insurance Grant and conditional grant projects.
∙Select Committees on Communications and Public Enterprises, and Land and Mineral Resources will be in Gauteng, North West and Limpopo to interact with communities, mining companies and the Department of Mineral Resources regarding public consultation before the issuing of prospecting licences.

Drake breaks silence on fatal shootings at his OVO fest



Rapper Drake has finally released a statement about a shooting at his OVO Festival after party in Toronto. 
 
The shooting occurred on August 4 and the 28-year-old Canadian rapper said he is still reeling from the tragedy, reported Us magazine. 
 
“The last few days I have been in a moral bind,” he wrote on his blog. 
 
“It’s tough in situations like this where there’s a tragedy and I consider the advice of my trusted advisors and counsel who worry that anything I might say could be misinterpreted. However, today I am choosing to follow my heart.” 
 
The Degrassi alum went on to extend his condolences to the families of the deceased, Ariela Navarro-Fenoy and Duvel Hibbert. 
 
The two were killed on August 4 inside Toronto nightclub Muzik, which hosted the official bash for Drake’s sixth annual music festival. 
 
“I am plagued and pained by the violence that continues to escalate in our city,” he wrote, adding that despite its reputation as a major metropolis, Toronto is “still a small close-knit community” at its core. “It is our public responsibility to ensure the safety and wellbeing of one another.”

Housing projects to revitalise mining towns, well underway


Housing development projects which will see the total transformation and upliftment of mining towns in Bokone-Bophirima province are well underway and are to be completed in due course, says North West Human Settlements and Local Government departmental spokesperson, Ben Bole said.

Bole said the revitalization of distressed mining communities follows the Social Accord which was signed for by President Jacob Zuma in October 2012 as a commitment to accelerate efforts to upgrade human settlements in mining towns and improving the living and working conditions of mineworkers.

According to Bole, the targeted areas in Bokone Bophirima amongst others includes Matlosana and Rustenburg local municipalities.

Bole said the Matlosana area which is part of the mining towns has several housing projects intended to decrease the housing backlog and house struggling mine workers.

“The human settlement projects which is to restore the dignity of the mining hostel dwellers at Khuma township extension 6 near Stilfontein in the Matlosana Municipality is to start in due course and is to deal with appalling conditions of current hostels and provide them with decent family units,” he said.

The project that was allocated R54million will see the demolition of the hostels and the erection of the High Rise Breaking New Ground to house 154 families. The department said this action will fulfill a call made by Deputy President Cyril Ramaphosa for residents to be provided with proper shelter.

Another 500 Units project in Khuma extension 10, which is build at the cost of R55 million is to be completed in December 2015.

Further thereto, a R40 million worth of 100 Community Residential Units project next to N12 road in Klerksdorp, Meiring’s Park has been completed and is awaiting installation of internal services such as water, sewer and electricity before being handed over to the beneficiaries.

“The housing project which is to change the face of Marikana Extension 2 area by yielding 292 Breaking New Ground houses and 252 Communal Residential Units on its 1st Phase is to be completed in December 2015.

“In its totality Marikana housing project is to yield 2600 units. The units will be spread amongst the four housing programmes namely Breaking New Ground, Community Residential Units, Social Housing and Financially Linked Individual Subsidy Programme (FLISP) in order to develop an integrated and sustainable settlement whilst addressing the huge housing backlog in the greater Marikana area,” he said. 

According to department of MEC Collen Maine, the structures of Breaking New Ground and Community Residential Units are envisaged to be completed in December 2015. “Internal services such as bulk water, sewer and electricity have been completed. The housing development is taking place in the 50 hectors of land donated by Lonmin with 860 serviced sites,” Bole concludes.
