Matona’s challenge struck from roll

Johannesburg – Eskom CEO Tshediso Matona’s challenge to his suspension was struck from the roll at the Labour Court in Johannesburg on Friday.

“The application is struck from the roll,” Judge Benita Whitcher said. He was suspended on March 11 after refusing to step aside as chief executive so the board could hold an inquiry into the crisis at the power utility.

Whitcher agreed that Eskom’s board did not give him time to defend himself before suspending him. But, she believed, the board had serious concerns about problems at the parastatal.

These problems were already in the public domain and lifting his suspension now would not suddenly remedy the alleged damage to Matona’s reputation.

She believed the case he had filed at the Commission for Conciliation, Mediation, and Arbitration was where it should first be handled.

Stay in bed and boost your love life

London – An extra hour in bed won’t just lift your mood – it could also raise your libido, researchers claim.

A study found that women’s sex drive was stronger when they slept for longer.

Those who had a lie-in were more likely to have sex, with each extra hour making a difference.

The US researchers asked 170 young women to fill in a series of questionnaires on waking up each day for a fortnight.

The women said that their sex drive was higher after sleeping longer. And analysis revealed that every extra hour of sleep increased their odds of having sex in the next 24 hours by 14 percent.

This statistic could not simply be explained away by the women being in a better mood after sleeping longer. Or by those who didn’t get enough sleep being extra-tired.

The University of Michigan researchers said that lack of sleep may affect levels of sex hormones.

Writing in the Journal of Sexual Medicine, they said: ‘Though the specific underlying mechanisms are unknown, it appears that sleep loss begets poorer sexual desire and reduced sexual activity.

‘Good sleep is important for maintaining healthy sexual functioning. Clinicians may consider assessing patients’ sleep habits and insomnia symptoms as potential factors influencing sexual difficulties.’’

Researcher David Kalmbach said it is likely that lack of sleep harms men’s sex lives too.

He added: ‘Overall, more research is needed in this area for both men and women, as the intersection between sex and sleep has not received much attention.’

Dr Pam Spurr, a relationship expert and agony aunt, said: ‘I work with many sleep deprived people and it can bring them to their knees. Sex becomes the last thing on their mind even if they’re in a loving relationship. I recommend they strive to place quality sleep at the top of their priority list.’

‘NPA has no agenda against Jiba’

Pretoria – Assertions that the NPA is driving an agenda against deputy National Director of Public Prosecutions (NDPP) Nomgcobo Jiba are incorrect, NDPP Mxolisi Nxasana said on Friday.

“When I received a call from the national police commissioner (Riah Phiyega), to be honest I still don’t know what was the reason for her call. She said the summons was not issued properly,” Nxasana told journalists at the National Prosecuting Authority’s office in Pretoria.

N West municipalities under siege

The Select Committee on Cooperative Governance and Traditional Affairs – having concluded its assessment on whether communities would benefit from allowing provincial interventions into Madibeng, Ngaka Modiri Molema and Matlosana municipalities – will deliberate on the findings and advise the NCOP on whether or not this proposal should be acceded to.

“Our visit to these municipalities is as a result of a request the NCOP received from  the North West MEC for Local Government and Human Settlements in March this year, where he asked for permission to invoke Section 139 (1) (b) of the Constitution against these three municipalities,” said Committee Chairperson, Jihad Mohapi.

The request to invoke Section 139 (1) (b) in Madibeng Local and Ngaka Modiri Molema District Municipalities sought to specifically allow the provincial department of local government and human settlements to temporarily take over the provision of water and sanitation services of these municipalities.

The MEC said the inability of these two municipalities to provide water and sanitation which resulted to fatal community protests could no longer be tolerated and as such the provincial government resolved to intervene through Section 139 (1) (b) of the Constitution.

Matlosana Local Municipality experienced financial management challenges, like the inability of the municipality to recover debt totaling to R 1, 1 billion, not paying its creditors on time and poor Supply Chain Management processes leading to tender irregularities.

This municipality reported high vacancy rate, especially at senior management level.

MEC Maine said that he hoped the Committee would be acquiescent to his request in order for these municipalities to improve the manner these municipalities delivered services to the people of North West.

Committee Chairperson, Mohapi, clarified that it was only the NCOP that had powers to approve or disapprove the invocation of Section 139 (1) (b).

“As a Committee, we have been sent here gather information, distill it in our Committee meeting and advise the NCOP,” explained Mohapi.

Over and above the reasons the MEC highlighted, Committee members urged all three municipalities to develop clear communication and public participation strategies in order to improve of public involvement in municipal affairs in order to ensure minimal protests.

The Committee also advised these municipalities to put in place plans for revenue enhancement, debt collection and debt repayment. Municipalities were also urged to improve labour relations by ensuring that they resuscitated Local Labour Forums to avoid unnecessary workplace tensions.

With all these three municipalities having had previous interventions, stakeholders such as organised labour, SALGA, political parties, business and representatives of youth and women formations to cautiously support the latest proposal to invoke Section 139 (1) (b).

Mohapi encouraged various municipal councils, management and stakeholders to ensure that they settled their differences and worked together towards improving the level and quality of services people of North West received.

“Whatever our differences might be, we always need to ensure that our people continue receiving the good quality service they deserve. Our people must not suffer because their leaders are in disagreement over one thing or the other,” he said.

The date on when the Committee’s report would be tabled for consideration before the NCOP will be announced in due course.
