Durban – KwaZulu-Natal premier Senzo Mchunu has received a report from the commission of inquiry into the deaths of eight applicants for traffic officer jobs.

“I will study the report and I will also ensure that it is tabled before the provincial executive council and acted upon,” Mchunu said in a statement on Tuesday.

The commission probed the deaths of eight people who took part in a four-kilometre run at the Harry Gwala Stadium in Pietermaritzburg in December last year.

This formed part of a fitness test for job applicants. More than 40 000 people qualified to apply for 90 advertised Road Traffic Inspectorate trainee posts.

Of these, 20 000 applicants attended the test on 27 December and a similar number on 28 December.

Mchunu said this was to keep the promise he made during his state of the province address on Thursday.

“In my address last week I pointed out that we are glad that the commission has finally finished its work after delays caused by requests from commissioners who wanted to interrogate more evidence,” he said.

He said the report was conducted thoroughly and dismissed claims that the inquiry was deliberately prolonged.

“Some in other quarters used our attention to detail to create the impression that we were deliberately prolonging the anguish of the families of the victims.”

In December, the Sunday Times reported that the commission was expected to cost about R14.2 million.

The newspaper reported that providing a meal of curry and rice and cooldrinks for the approximately 50 people attending the commission cost R494 962.

Other expenses include R424 164 for audiovisual services and R230 000 for travel costs.

Johannesburg – A woman was handed 12 life sentences for sexual offences against her own children, North West police said on Tuesday.

The 37-year-old woman received six life sentences for rape, six for compelled rape and 20 years imprisonment for four other offences, Colonel Sabata Mokgwabone said in a statement.

The sentences were handed out by the Rustenburg Regional Court on Monday.

“The offences include six counts of sexual assault, four counts of compelled sexual assault and six of compelling or forcing children to witness sexual acts,” Mokgwabone said.

She was also sentenced on six counts of abuse and child neglect.

Mokgwabone said the woman and her 51-year-old husband abused their three children aged 7, 8 and 15, in Zeerust until the matter was brought to the attention of social workers.

The trial was set for 1 March 2013, but the husband was reported to be sick on the set date and the case was postponed to June.

The pair failed to appear in court and warrants for their arrest were issued. They were traced and arrested three months later.

The matter was then set for 18-30 June 2014.

“It was during the trial that the accused changed her plea which was accepted by the State. The court then ordered a separation of trials and the case against the father was postponed until 5 September 2014 to allow him to undergo a 30-days observation at a psychiatric facility,” Mokgwabone said.

North West MEC for Community Safety and Transport Management Gaoage Molapisi warned the newly recruited examiners to stay away from fraud and corruption while executing their duties of examining learner and driver’s licenses at testing centres in province.

“Fraud and corruption will take you out of the system before you get into it. If you are found in such activities you would be blacklisted and never appointed anywhere in the country as examiner because we are putting you into a national system. Don’t allow yourself to be used whenever you are.

Your compromise would be compromising the department, and always keep in mind that fraud and corruption will never be tolerated at any licensing centre of the province. All we need from you is to demonstrate ability and seriousness in your work,” said Molapisi.

The MEC said the department will establish a provincial intervention team which will assist where there is crisis in all testing centres of the province.

“We are faced with a huge challenge on shortage of examiners, in this regard the department is going to establish an intervention team that will assist in all driver license testing centres and vehicle testing stations including municipalities to ensure that services are rendered efficiently and effectively to our communities,” he said.

The seven examiners were recruited by the Department through learnership programme in partnership with the South African Safety and Security Training Authority (SASSETA) to address the shortage of examiners in the province.

The learners have completed a course in examination of driver license and vehicle testing with the Tshwane Metropolitan Traffic College. Meanwhile, the department has sent the second group of new recruits to the college to complete the course. The learners would be placed in testing centres across the province for practical experience upon completion.

Molapisi said the department intends to recruit about 150 examiners in a period of three years.-TDN

As part of their preparations for the 9th edition of the African Women’s Championships, the South African Senior National Women’s team, Sasol Banyana Banyana will play Namibia in a friendly match on Saturday, 5 July at the Sam Nujoma Stadium in Windhoek.

The Sasol sponsored Women’s National team was scheduled to go on a West Africa tour, but had to alter their programme.

“The plan was to go on a West Africa tour and play stronger opponents. It’s unfortunate that we won’t be going as we could not get confirmation from the teams and we couldn’t wait longer as we have to prepare our team. I would like to thank SAFA and our sponsor Sasol for all their hard work in ensuring that we continue with our planned program by securing the match against Namibia,” said Banyana Banyana coach Vera Pauw.

Sasol Banyana Banyana will depart for Namibia on Wednesday, 02 July.

“This match will help us build on the good job that the girls have been doing, and also give us time to work on some aspects that need attention. We need to play as many games as we can before the tournament, ” concluded Pauw.

Sasol Banyana Banyana qualified for the 2014 edition of the African Women’s Championships after a 13–0 win over Comoros.

The African Women’s Championships, taking place in Namibia from 11 – 25 October, will also be used as qualifiers for the 2015 FIFA Women’s World Cup in Canada.

The top three teams from this competition will automatically qualify for the World Cup.-TDN

Colesburg- The police and several government departments had a major breakthrough when two men were arrested at the weighbridge on the N1 near Colesburg in the Northern Cape.

This huge success transpired on Monday at 15:15 during a tri-lateral cross border crime prevention operation. The operation comprises of interaction between the Western Cape, Eastern Cape and Northern Cape and kicked off on Monday, 30 June and will end on 4 July 2014.

“The breakthrough occurred at a road block when a truck travelling from Cape Town en-route to Johannesburg was stopped and searched by the police. The truck contained 314 bags of abalone with the approximate street value of R5 million rand. The police also impounded the truck. The two male suspects are aged 29 and 42 years old and are both from Cape Town” lieutenant Sergio Kock said.

Kock said they were charged with Illegal possession of abalone and Illegal transportation of abalone.

The suspect will appear in the Colesburg Magistrates’ Court on Wednesday.

North West Premier Supra Mahumapelo has called for productivity and innovation among senior public servants in order to increase the speed and quality of service delivery.

Addressing more than 1000 Senior and Middle Managers in the Provincial Administration based in Mahikeng at the Mmabatho Convention Centre on Monday, Premier Mahumapelo appealed to senior public servants for commitment and dedication

“Implementation of the plans that we have set ourselves for delivery of faster and more efficient services to our communities requires public servants are less arrogant and more courteous,” he said.

The meeting with public service managers was for the Premier to introduce himself and share highlights of the provincial priorities as outlined in his State of the Province Address delivered on Friday.

Premier Mahumapelo told government managers that he believes in hands on approach type of leadership and that they should always be ready to go out to the communities to deliver services.

“I want all government employees to understand my style of leadership that it is not of managers who always stay in their luxuries offices. I believe in a people centred approach,  going to communities from time to time to see progress of delivering services to our people,” he said.

The Premier said that the second transition was about implementation, implementation and implementation.

“Our people do not want to hear any promise but they want to see government working. Already in the past twenty years a lot of work has been done to delivery services and such work is continuing radically. We have to work harder to improve our people’s experience of government services,” Mahumapelo said.

In sharing the radical plans and priorities of the provincial government, the Premier expressed the importance of urgency in implementation.

Premier Mahumapelo also briefed senior managers about the appointment of Professor Tebogo Job Mokgoro, who served as the founder Director General for the first Provincial Administration in 1994 as Strategic Administrative Advisor.

He said that Professor Mokgoro is to focus on institutional capacity enhancement and reorganization of reconfigured government departments to meet the new mandate of the fifth administration.

“His mandate in the next six months is not to develop any new policies but to work together with a team of Heads of Departments, to construct a provincial public administration which shall take the frontal lead in confronting challenges facing our people,” Mahumapelo reiterated.

Johannesburg – Cosatu general secretary Zwelinzima Vavi on Tuesday thanked trade union Numsa for supporting him during his suspension from the labour federation.

“I thank Numsa for the support when the hyenas came for me,” he told thousands of striking metalworkers in Johannesburg.

The National Union of Metalworkers of SA (Numsa) backed Vavi following his suspension from the Cosatu last year.

Numsa took the matter to court and successfully fought against the suspension. Vavi was subsequently reinstated.

He said Numsa stood its ground and refused to be manipulated.

“Cosatu was going to be turned from a militant union to a sweetheart for those in power,” he said to thunderous applause from striking workers.

Workers wanted a Cosatu that did not look down, but spoke out to those in power.

“Another important fact is that Numsa never said it wanted out of Cosatu… that is a lie.”

Numsa’s demand for a 12% wage increase was a compromise, he said.

“We want 15%… asijiki nge 15% [we are not turning back on 15%].”

Pretoria – Murder-accused Oscar Pistorius planned to take his girlfriend Reeva Steenkamp to two of his athletics meetings in Manchester and Brazil, the North Gauteng High Court heard on Tuesday.

Pistorius’s agent Petrus van Zyl testified it was the first time the athlete had asked a girlfriend to accompany him to sports meetings.

“I [Pistorius] actually want Miss Steenkamp to see what my world is really about… so she can understand why I sometimes cannot come with her to certain events and functions,” Van Zyl said Pistorius had told him.

Pistorius took his glasses off, rubbed his eyes, and clenched his jaw while Van Zyl testified.

Travel plans

Barry Roux SC, for Pistorius, asked Van Zyl about when the travel plans were made. He said the plans were discussed on 7 February 2013 while he was visiting the athlete to plan their year. This was seven days before Pistorius shot and killed Steenkamp.

Pistorius leaned forward and looked down as Van Zyl explained that Steenkamp would accompany the athlete’s team to an exhibition race in Rio de Janeiro, Brazil on 31 March.

The two had planned to invite the model to a sporting event in Manchester, United Kingdom, and an Andrea Bocelli concert in Tuscany, Italy.

The pair called Steenkamp to tell her the news. Pistorius gave Van Zyl the phone to give her the good news via a video call.

“She was very excited,” Van Zyl told the court.

Pistorius is charged with murdering Steenkamp on 14 February last year.

He shot her through the locked door of his toilet in his Pretoria home, apparently thinking she was an intruder about to open the door and attack him. She was struck in the hip, arm, and head. After firing the shots, Pistorius used a cricket bat to break open the door to get to a dying Steenkamp.

He has pleaded not guilty to the charge of murder as well as not guilty to three firearm-related charges.

The State argues he killed her during an argument.

Johannesburg – Four people were arrested following a raid on a scrap yard in Putfontein where 18 steel manhole covers were recovered, Ekurhuleni metro police said on Tuesday.

The four, aged between 20 and 26, were arrested on Monday afternoon and charged with theft of council property, Chief Superintendent Wilfred Kgasago said.

“All the 18 manhole covers recovered were positively identified as belonging to Ekurhuleni municipality water department.

“Residents of Crystal Park had to every morning contend with ensuring that the dangerously exposed manholes are attended to in order to avert both vehicle damages and pedestrian injuries,” Kgasago said.

The four were expected to appear in the Benoni Magistrate’s Court soon.
