A task team established to assess Madibeng municipality


Mothutlung-The Provincial Executive Council having established a task team to assess the performance of Madibeng Local Municipality as a follow through to the collapsed section 154 intervention wishes to announce that it has after considering a report of the task team observed that:

The council has failed to fulfil its legislative and executive obligations in terms of the law by not reining in office bearers and or senior management to fulfil what is required in terms of local government legislation.

It is also evident that the council is dysfunctional as there are conflicts within council (those who are for and against implementation of the minister’s report).

Thus the council has abdicated its executive responsibility to ensure fulfilment of the legislative obligation. In this regard, this justifies the invocation of section 139(1)(b) of the Constitution. 

This therefore has called on the provincial executive to take responsibility of all executive powers of the council. This relates to the executive powers as prescribed in section 56 of the Local Government Municipal Structures Act in respect of the functions and powers of the Executive Mayor. This will also apply to the functions and powers of the Executive Mayor and the Mayoral Committee as it is appointed by the Executive Mayor and the Mayor delegates some of the executive powers to such members.

Consequently, the provincial executive council will henceforth assume the executive obligations and responsibilities as mandated to the Municipal Manager by Section 55 of the Local Government Municipal Systems Act, Act 32 of 2000 as well as the powers and functions allocated to the Executive Mayor in terms of section 56 of the Local Government Municipal Structures Act and vests same in the administrator.

In terms of the intervention, the council of Madibeng Local Municipality will still remain in existence but with limited powers.

The council will only exercise its powers in relation to adoption of the annual Integrated Development Plan (IDP) and budget, adoption of by-laws and policies and any other matter that might be introduced by the administrator in consultation with the provincial government (Exco).

Blake Mosley-Lefatola who is a former Head of Department for the North West Provincial Department of Local Government & Housing(1996-2003), former City Manager of Tshwane and also served as a Commissioner of the Fiscal and Finance Committee will however, oversee and guide the processes in relation to the aforementioned responsibilities.

Lefatola who established an alternative service delivery model at the City of Tshwane and assisted in implementing a turnaround strategy for the Ekurhuleni municipality during 2009 will lead a team of experts appointed by the provincial executive to take over and execute all executive functions and powers of the municipal council and report to the Provincial Exco.

The Administrator has strong leadership and managerial capabilities developed over a period of approximately 27 years working experience, sixteen years of which were gained in the public sector –specifically at the Provincial and Local Sphere of government and parastatals.

He has extensive change management, people and conflict resolution skills, negotiation skills and also played a pivotal role in establishing a decentralised Service Administration of the City of Johannesburg Region 7 during the Re-engineering of the City of Joburg in 2001.

Over and above taking over of Executive powers of council as administrator, Lefatola  will also assume responsibility of the entire administration in the Madibeng Local Municipality in accordance with Section 55 of the Municipal Systems Act of 2000 as from today Monday 10 February 2014.

The period for the intervention will be for a minimum period of six months and a maximum of 12 months to ensure that there is total stability in the municipality, both at council and administration levels.

The terms of reference for the Administrator and team of experts to be deployed within the municipality among other be to:

∙Appoint  of an Acting Municipal Manager outside the current municipal personnel with immediate effect.

∙Implement the recommendation of the minister’s reports, and previous administrator’s reports∙         Improve service delivery in Madibeng, prioritising water and sanitation services( this should include facilitation of new projects, unblocking of old projects and maintenance of infrastructure and cleaning)

∙Financial management ,improving the financial controls in the municipality, expenditure management, procurement processes, revenue enhancement and debt collection as well as addressing Auditor General’s reports and to ensure compliance with the Municipal Finance Management Act.

∙Analysis and implementation of recommendations of past and  current investigations ,commissions of enquiry and forensic audits, i.e. the Gobodo report, De Swart Vogel Myambo Attorneys report and current investigations by the Special Investigations Unit(SIU).This includes taking decisive action against implicated individuals.

∙Attend to labour matters in the municipality such as outstanding disciplinary cases. labour disputes, functionality of   Local Labour Forum, instil culture of work and discipline of workers.

∙Facilitate the improvement of governance within council.

∙Conclude the disciplinary case of the previously suspended and reinstated managers , i.e develop charges and commence with disciplinary processes.

∙Investigate all recently awarded contracts to establish validity and legitimacy thereof and terminate those that are not legitimate.

∙Ensure that criminal proceedings are finalised against any suspected officials or councillors and service providers implicated. In conclusion, we appeal to our communities to exercise restraint and not to disrupt the momentum of the intervention which is aimed at ridding this municipality of fraud and corruption and turning it around so that delivery of services is accelerated.-TDN

MAJAKANENG  PROTESTERS STILL IN CUSTODY

Majakaneng-Four accused, Innocent Mpompa (24), Isaiah Mokhekhe (34), Lebogang Ramphana (27) and Doubt Ngwenya (35) appeared in the Brits Magistrate’s Court on Monday on charges of burglary and theft.

The accused are still in custody and will appear in court  on Tuesday for Legal Aid representation.

“It is alleged that the accused were caught breaking and looting a local business in Majakaneng, and anybody found in possession of suspected stolen or robbed property will face the full might of the law.” Colonel Sabata Mokgwabone said.

The police will continue to intensify their actions around the area and a call is being made to all law abiding citizens and community leaders to identify and report to the police all those who are busy committing crime. 

“It is important that the community resist all the efforts of those who want to destroy the property and to loot local businesses as this will only worsen the plight of the community in terms of access to basic services” Mokgwabone said.-TDN

Mase village accused remanded in custody

Matlapaneng-The seven accused, Kegomoditswe Kgosimore (33), Lebogang Magabe (31), Setsanyana Mmusinyana (25), Thapelo Leiri(20), Freddy Seruteng(20), Kagisho Ikeleng( 20) and Thabang Kumang ( 23)  who were arrested on Sunday, 9 February 2014 for contravention of Section (1) © of Electoral Act, 1998 (ACT 73 OF 1998), appeared in Taung Magistrates’ Court on Monday. 

 

They are still in custody and will appear again on 17 February 2014 for bail application. 

 

“It is alleged that the accused forced entry into Itlameng Primary School’s Voter Registration station on Saturday at about 07:40 in Mase village, Taung” colonel Sabata Mokgwabone said. 

 

The school was one of the voter registration stations where upon arrival the suspects reportedly demanded registration material from IEC officials. 

 

“They allegedly removed IEC banners from the fence, damaged and set them alight before leaving the place” Mokgwabone said.

 

The community is once more warned to respect the rule of law as criminal acts will not be tolerated. South African Police Service and other role players will ensure that those who disobey the law are dealt with accordingly.-TDN

North West Hip Hop Artist Morena Lerole On The Move

TDN: Who is Morena Lerole?

 

ML: Kagiso Segapo better known as Morena Lerole is a Ganyesa born bred & Taung buttered influencial musician/ motswako rapper whom his specialty is writing (song,drama scripts and lyrics etc.).He is an entrepreneur and a young oke of utmost virtue and humanity.

 

TDN: How this name came about?

 

ML: The name Lerole has been running for 10 years now, but the title of Morena that supposedly means ”The Lord” has been joined together the previous year by one of my Dj friends..Dj Sphere when he asked me to come and grace my presence at his Spring event. I bet since my body is a temple of my senior Jesus Christ that makes me a master too.

 

TDN: Where were you born?

 

ML: My Home is in Ganyesa that’s where i was born and thats where i grew up at until i was 10 then i resorted to Taung to live there until today I’m proudly Ntwana Ya Taung.

 

TDN: How old are you?

 

ML: I’m turning my 29 on earth in April the 24th..Yes ke nnete as Ben 10 as i look to many out there,but as a matter of fact 1985 is the year that the pilgrimage and a lyrical possesser was born.

 

TDN: Where you raised up by both parents?

 

ML: Not really, my mother has been both my parents from the onset, but of course at times my father would appear…but quiet seldom i say.

 

TDN: Who inspired you to become a rapper/artist?

 

ML: There are quiet few of them. Lyrically i was brought up by the likes of Bafitlhile, Crowded crew, Jabu HHP Tsambo, Jojo Molemi, Tumelo Tukubane Kepadisa, Othusitse Bra Zee Manyanye from WatSe but back in the days of Shell road to fame. The skills, content and techniques they used between the lines helped and contributed on making my lyrical execution a bit tighter.

 

TDN: Who did you work with on your mixtape?

 

ML: Well the ”Remokgatlho Stsokotsane Mixtape” is comprised of George Finnis, Notshi, Jessica Miller who are just a blessing on Itshwarelele (Hold On) track no. 17, Tshepiso ”Ntwana Ya Taung” Dikalahi who is more than a friend, a brother to me and a musical colleague, Mosimanegape Sejake aka Extreme Producer Daruse/ main artist at Remokgatlho Records, Otshepeng Spitas Lehipi, Tsupna Tearverse my Jah bless friend and colleague, and credits to Zebar Moitsidikwalo Gaobuse, Karabo Desmond P Phutiyagae, Thapelo Greyshadow, Teddy Cash, Joseph Dee, Huhudi Jazz Band, Wat Se, Tu Klaps Mojero, Ke lo Giver Salute Fathers,Brothers and Mafians a Me.

 

TDN: What challenges you came across as an artist?

 

ML: I have been to places where i found some of my tracks selling… like Dumela Moafrika and Nthoena, so it was easy for fans to relate but difficult to sell my discs with those tracks because most of my people would be feeling like they don’t need the whole album because those two tracks would make their day. Although some would show their support,though to me it was not a walk in the park to perform at places not recognised or known of which people will be staring at me listening to me attentively as sending a message through my music is what i major at, but nevertheless i would do it either way because i would never know when talent scouters or promoters/ agents would be there. So the challenges i came across down the line could not be better or worse because I’ve implemented the regime of ”Hardwork pays off” in my mind, so i didn’t just fiddle up and swindle around to be where i’m, i hustled hard of which i’m still carrying on weighing my career up and forth for the greater heights. Ko sekolong CJC Music and Art School 2006-2008 i couldn’t fit on sci-fi battles since i was the only tswana rapper, it was strictly english or zulu rap dominating battles and i was forced to upgrade the way i write and how i look at things in a sense of trying to come up with my depictional point of construction, of which i think i measure today.

 

TDN: Where would you like to see yourself in 5 years? 

 

ML: I’mmmmm…Conceptualising about becoming a prevailing businessman who’ll be owning a SegaKgatlha Resort in Ganyesa and the land is there already well inspected. I’m apart from being a national superstar/ music technologist, producer and sound engineer by profession philosophising and overcoming a career as a constant farmer as i have a portion of a farm derived from my family farm at Ganyesa too, and i will be a professional double-bass and lead guitarist and violinist ensembling other instrumental tutorials for the young one at my leisure time provided studio work will be my core job for sheeezy, and still more pilgrim work to take place in 5 years time.

 

TDN: When will you release an album?

 

ML: In October 2014, I will feed my people a detailed information and dates in time.

 

TDN: What’s the difference between local Hip Hop compare to abroad?

 

ML: Hip hop is both lyric and content, as long as it is taken and drawn from the state of mind proclaiming the discrepancies and point of view about it and usual angles implemented in a manner of 8 16 24 or 32 bars, still Hip hop is hip hop and that’s a sharp thrilling weapon never to fool with, so i see no difference. If rappers utilize it in accordance to the listeners version.

 

TDN: If you were not an artist, what you would have been?

 

ML: INSTRUMENTALIST.

 

TDN: How important education is and how far did you go?

 

ML: I emphasize the importance of going to school to gather and acquire that basic skill and training to further life career. Knowledge and wisdom from a formal lecture/teaching is very needed from one to get to live to the standard as others who managed to get their diplomas and degrees, masters etc. When it comes to education i don’t compromise, so i urge all my SA fellows to go to school to grab what the devil and oppossers said wouldn’t dare get what’s yours, because your future is determining your present situation at home, make use of your life whilst it last. Tsena skolo o je mofufutso wa phatla weso,education is the key and the masterlock to success…qcwalla. I still want to go back to school for my degree in Music and Film, i finished my matric/ Grade 12 in 2003 and currently have a diploma on Sound Engineering (Music Technology – N6) with modules like Theory of Music, Music Aural, History and Form of Music, Keyboard Technique, Electronic Music, Music Production, Music Arranging, Music Business and styles(Marketing), Ensembles and Voice Lecture. Still to study hard. 

 

TDN: Unemployment, Crime, Poverty, Drugs, HIV-Aids especially amongst the youth, what’s you take on that?

 

ML: Hope for the best and prepare for the worst. Life is a blessing, but prepare for the curse. Yesterday is a treasure you can never get back, but today is an opportunity get back on track (Quoting from Molemi lines).. Respect life and believe the word of God when it says I will bless you and make you my blessing, and will supply your needs according to my riches in glory, if you believe in Me, and if you need courage, healer, comforter, employer and helper i will grunt you my service at large freely only if you seek my face without having to compromise your faith. On that note i say Modimo o mogolo ka mafoko go ba ba dumelang, dumela fela. 

 

TDN: Who did you share the stage with and who would you like to work with in the future?

 

ML: Hip Hop Pantsula, Bonginkosi Dlamini aka Zola, Tuks, Dr Malinga, Molemi, Wat Se, Teddy Cash, Bucie, Notshi, TLS, George Finnis, 985, Molly, Spice, Crook Look Lee-Mafia, Da Ruse, Deska Segapo and Tshepiso Ntwana Ya Taung. For future’s reference i’m gonna work with Ludacris sometime, Reason, Hakeem, Othusitse 2Zee, Thabo Fingers Thiba and Thuto Mokgankgara from Wat Se, The Soil, Zamajobe, Bucie, Zuluboy, Ringo, Zeus and Radikgang Madiane as Radijo from Botswana.

 

TDN: Are you married…if, how you jungle your work and family?

 

 

ML: Not as yet.

Premier Modise to brief media on outcome of assessment of performance of Madibeng

Mothutlung-North West Premier Thandi Modise is to announce the outcome of assessment of performance of Madibeng Local Municipality at a media briefing session scheduled to be held today, Monday 10 February 2013.

“The briefing to commence at 15:00-15:30 in the Municipal Council Chamber, First Floor, Van Velden Street in Brits is to be preceded by a closed council meeting to be addressed by Premier Modise” premier spokesperson Lesiba Kgwele said.

Premier Modise and her entourage are expected to proceed to Hebron to address rioting community members immediately after the media briefing.-TDN

Seven arrested for damaging IEC material in Taung


North West Premier Thandi Modise has condemned the damaging of election material alleged to have occurred in Taung during the final voter registration over the weekend. Seven people arrested in connection with the incident are due to appear in the Taung Magistrates Court today.

“We condemn in the strongest terms possible disruption of election processes and acts of violence during voter registration as they undermines our hard won democracy and the right of citizens to exercise their right to vote in a safe and peaceful environment, without intimidation.These should be stamped out and those responsible dealt harshly by the law,” Premier Modise stressed.

Modise called for an investigation as to why the disruptors were not immediately arrested at the scene of the alleged incident.

According to police, the group of three women and four men aged between 20 and 33 allegedly forced entry into a voter registration station at Itlameleng Primary School on Saturday around 7:40 and demanded registration from IEC officials.

“They allegedly removed IEC banners from the school fence and set them alight before fleeing the scene,” said Colonel Sabata Mokgwabone said.

Damaging election material is prohibited in terms of Section (1) (c) of the Electoral Act of 1998.-TDN
