‘Sisulu shift not a demotion’

CAPE TOWN – The country’s new cabinet ministers and their deputies were sworn-in at Tuinhuis on Wednesday.

According to a political analyst, the appointment of Lindiwe Sisulu as the new Public Service and Administration minister should not be seen as a demotion.

The former defence minister was shifted following Tuesday’s Cabinet reshuffle.

Sisulu takes over from the late Roy Padayachee, who passed away in Ethiopia earlier this year.

Independent political analyst David Monyae said her new post was not insignificant.

“I think the president wants someone with a much stronger hand to bargain with trade unions and at the same time, restructure the entire public sector.” 

President Jacob Zuma reshuffled his cabinet for the third time.

He moved Sibusiso Ndebele from the Transport Department to Correctional Services.

It has been speculated that his removal was due to his handling of the Gauteng e-tolling system. 

Former Correctional Services Minister Nosiviwe Mapisa-Nqakula is now the new defence minister.

Cele: Humiliated, abused by hearings

Pretoria – Axed police commissioner Bheki Celeon Wednesday said he would file a complaint with the Judicial Service Commission (JSC) against retired judge Jake Moloi

“He [Moloi] was very hostile towards me,” Cele told reporters in Pretoria.

“I felt humiliated and abused,” he said referring to the board of inquiry hearings.

Cele said it was strange that Moloi’s report found him unfit for the job of police commissioner, though his performance in crime-fighting exceeded that of all his predecessors.

“How can you say I’m unfit?” he said.

“My efforts in crime-fighting seem to be irrelevant.”

Court application

Cele said he would file an application with the North Gauteng High Court by the end of the week.

He wanted the court to review President Jacob Zuma‘s decision to fire him based on the “flawed” report by Moloi.

Cele said Moloi had tried to tarnish his reputation.

He said he had minutes from a meeting that Moloi was present at with the prosecutors and people from ministers’ offices, discussing going to Zuma to ask to have more charges brought against Cele.

“If you [are] a presiding officer I would not expect you to sit in a meeting with prosecutors,” he said.

When asked what he would do next, Cele said he was going to KwaZulu-Natal to relax and think.
However, he did not rule out going back into politics.

Political life

“I love politics and politics loves me,” he said.

“I would not be surprised if I go back to the active political life.” Cele said he would never abandon the ANC.

He also said he continued to have an excellent relationship with Zuma.

“The root of the relationship is long; 25 years,” he said.

Despite going to court, Cele said he would “go quietly”.

“I will not engage in any pointless back-chattings; I will simply shut up and go home,” he said.

“I’m not dying for this job anymore.”

Satawu liable for riot damages

The Constitutional Court has upheld a judgment that holds trade union Satawu liable for a riot damage claim.

The court ruled on Wednesday the SA Transport and Allied Workers’ Union (Satawu) was responsible for damages caused during a march in Cape Town in May 2006.

It found that the Regulation of Gatherings Act afforded victims effective recourse when a gathering became destructive and resulted in injury, loss of property, or life.

“The organisations are intimately involved in the planning, supervision, and execution of the gathering, but the potential victims are not,” Chief Justice Mogoeng Mogoeng said in the ruling.

“Because of this, the organisations would be in a better position than innocent victims to identify individuals or institutions which caused the damage.”

He said Satawu had the opportunity of a “soft landing” if it could track down those responsible for the damage caused during the protest and recoup its loss from them.

The majority of the court also held that the defence provided for by the law is viable and that the limitation on the right to freedom of assembly in section 17 of the Constitution was reasonable and justifiable.

Judge Chris Jafta, in a concurring judgment, said Satawu’s appeal should be dismissed since it failed to prove that the law limits the right to freedom of assembly.

Satawu took the matter to the court after the Western Cape High Court found the union liable for the damages.

Several car owners and traders who were affected brought the claim.

The Supreme Court of Appeal upheld the High Court decision.

The damages were awarded under a provision of the Act, which creates a statutory liability on the part of organisations under whose auspices a demonstration was held.

Satawu had argued that the ruling and the wording of the Act would have a chilling effect on union members’ rights to organise protests and demonstrations, as it would lead to financial ruin.

The respondents, including the then minister of safety and security, contended the provisions were consistent with the Constitution.

The City of Cape Town had joined as an intervening party and agreed with those sentiments.

Stray bullet kills mom

A Cape Flats mother died in her kitchen in front of her seven children after she was hit by a gangster’s stray bullet.

Elsabe Petersen, 42, instinctively ran to look for her teen daughter when she heard several gunshots fired outside her Elsies River home.

Minutes before the shootout, Elsabe sent the 14-year-old to a nearby tuck shop to buy a candle and she feared her child could be hurt.

It was before 8pm on Monday when rival gang members opened fire on each other in Porterville Court, Elsies River.

Without thinking, the panic-stricken mother opened the door and ran out looking for her child.

Elsabe was barely outside her home when she was hit in the back by a stray bullet.

On Tuesday, Bronwin Petersen, 18, described how he and his siblings watched helplessly as their mother collapsed in a pool of blood.

 

“My mom came from work and she was busy cooking supper when she sent my sister to the shop,” he says.

“Just after my sister left, we heard the gunshots and my mom went out looking for her.

“When she opened the door they (gunmen) shot at our house and that’s when my mom was hit.

Bronwin says his mother turned back after she was shot and collapsed inside their kitchen while they scurried to get help.

“My ma het ingekom toe sê sy net ‘ek was geskiet’ en toe val sy op die vloer [My mom came in and said she was shot, then fell on the floor],” says the teen.

 

“We were all standing in the kitchen around her.

“I ran to our neighbour and asked them to call an ambulance.

“When I got back, I closed the wound with a towel to stop the bleeding and covered her with a blanket while my stepdad held her.

“By the time police arrived, she was already gone.”

His sister Kaylin says she was on her way to the shop when she heard the shots.

“I was walking to the shop when they started shooting,” she says with tears in her eyes.

“My mom sent me to buy a candle which she wanted to use in one of the rooms.

“When the shots went off, I ran into the house next door.

Elsabe died in front of her partner Kevin Adams and their children aged 22, 18, 14, 11, eight, six, and her youngest son just three years old.

When the Daily Voice visited the family at their home on Tuesday, Kevin was at the mortuary to identify her body.

Bronwin was left with the responsibility of taking care of his younger siblings.

The visibly shaken children were all quietly seated next to each other on their tattered sofas.

Meanwhile outside, angry residents clashed with police following the terrible tragedy.

“We want the police to arrest the people who did this,” one furious woman shouted.

“An innocent mother died because she wanted to protect her children.”

Police say a 30-year-old suspect was arrested on Monday in connection with Elsabe’s murder.

Provincial police spokesman Warrant Officer November Filander says the suspect was found without the firearm.

“Police found (Elsabe) lying on the kitchen floor,” he says.

“Two rival gangs fired shots at each other when she went outside looking for her daughter.

“The community alerted police to the whereabouts of the 30-year-old suspect who was arrested shortly thereafter without a firearm,” Filander explains.

The man will appear in the Goodwood Magistrates’ Court once he’s been formally charged.

Top cop appointment an insult: Sapu

SAPU demises the appointntment of newly SAPS General commissioner, Riah Phiyega who was appointed by president Jacob Zuma after firing embattled Bheki Cele. The Police union say that is an insult as there are more individuals who have vast experience more than Phiyega. 

“We were of the opinion that the president would (have) learnt that non-police officers have not made any good national police commissioners,” Sapu general secretary Oscar Skommere said in a statement.

“The continued imposition of others in the top SAPS (SA Police Service) office is not only an insult to tens of deserving officers, but it also demoralises them.”

Skommere said the SAPS was a “military environment” and it deserved to be kept that way.

However, Sapu would respect Phiyega’s appointment and was willing to work together with her.

“We also want to state it categorically… that as professionals we are willing to work with whomever is in that office, including the new national police commissioner,” he said.

“We call upon all SAPS officers as disciplined men and women in blue to give the new national commissioner the necessary support in her new office.”

THREE KIDS DIED IN A BLAZING FIRE!!!!

Three children aged 14, 9 and 7 lost their lives when the woody house they were sleeping in was destroyed by fire last night Tuesday 12 June 2012 at about 21:15.

The incident happened at Safe Haven for children (Orphanage) in Hartbeespoortdam.

 

The victims were allegedly some of the children who were placed under the immediate care of Safe Haven orphanage by the Department of Social Services and the Magistrate Court, after their parents passed away.

The three victims were sleeping in a wooden house which is one of the bedrooms.

 According to the information received, two of the three kids Norman Khoza 9 and Given Matlala 7 left Laurence Khoza 14 in the kitchen before going to bed and he later joined them in their bedroom which is situated not far from the kitchen.

At about 21:15 the domestic worker noticed flames coming from their room and immediately informed the authorities.

“The owner tried to put the fire down while waiting for the fire brigades who were already summoned to the scene. When the emergency services and the police arrived, the whole Woody room was already scalded by strong blaze” Brigadier Ngubane said.

The deceased who were burnt beyond recognition, were removed to the state morgue. The police had since registered an inquest dossier.

 

Meanwhile other 31 children who were kept at separate sleeping rooms were not affected by the fire and they are reported to be well and safe. 

“At this stage the cause of the fire is unknown to the police and  Police Forensic experts are conducting investigations in order to determine what could have been the cause of the fire” said Brigadier Ngubane.

 

 

 

SAFA Level 3 Coaching Course comes to an end

The South African Football Association’s (SAFA) Level 3 Pro Licence coaching course has come to an end with 25 participants being awarded their attendance certificates.

The graduation ceremony is expected to be held next month after all the examination papers have been marked.

The closing ceremony was held on Tuesday, 12 June 2012 in Pretoria.

The course started with the first phase six months ago (16 January).

The SAFA Level 3 Pro-Licence coaching course is the highest coaching qualification offered in South Africa. It was conducted over a period of seventy days (70 days) in seven phases made up of different modules covering a variety of topics.

The closing ceremony was presided over by SAFA COO Dennis Mumble.

“This is a remarkable achievement for the Association. For me it has been a personal objective to see the establishment of a coaching culture in South Africa that will improve the performance levels of our players and thereby help this Association become the world-class institution it aspires to become. It is an opportunity for former players to get formal coaching qualifications. You will be asked to train other coaches as well around the country since we have a huge task to train at least 150,000 coaches over the next ten years for us to become competitive in world football” said Mumble.

“This course took 13 years from conception to reality. SAFA believes the players, coaches and referees are what the game is all about and our philosophy is to honour them. For me is it gratifying to stand here and applaud you for the hard work you have put in. We would like you to become part of the Development Framework of South African football so we can return to being among the best. With your wealth of experience we will be calling on your services and we hope you will be ready to serve this nation.”

This is the second group to attend this high-level course. The first one took place last year.

“SAFA has invested four million rand into the course and there is nothing comparable to it on the continent, which makes this group a special one. We had 29 guest lecturers, most of them South African. The participants spent about one thousand hours studying, training and doing research, which shows the intensity of this course,” said Michael Nees, Director of the SAFA Coaching Education Department.

Throughout the course, Nees was assisted by local instructors Steve Coetsee, Frans Mogashoa and Urban de Kock.

“We would like to thank SAFA for this wonderful opportunity to improve the state of the game in the country. This was a real eye-opener. Very difficult, but it was worth it. We should go out there and give back to our communities in our small way for the benefit of South African football. We have been charged with an important role of improving the lives of young players and we should not shy away from it,” said Augustine Makalakalane, one of the participants and captain of the class. Makalakalane is the former Banyana Banyana coach and is now coach at North West University.

“I have been a coach for many years, but I have never been through such a thorough course. It shows that one is never too old to learn and there is a wealth of information that we can tap from to improve the game in this country. Spain has one coach for every ten players, while for South Africa the ratio is one coach to over 300 players – that is why today Spain is on top of the world, they invested in coaches, we also need to change that if we want to be counted with the best,” said another participant Calvin Johnson who is with Royal Bafokeng Academy.

TWO SUSPECTS WANTD BY POLICE!!!

A man wanted by police and here with Id-kit.  The said wanted person are a black male of about 39 years old, tall and slender and speak Sepedi and Setswana. 

They used a white W/V Golf vehicle.  Both suspect’s is sought after by the SAPS  on a case of Rape.

 

Suspect number 2 is a black female person of 38 years old. 

She is medium height and is of fat build.  She also speak Sepedi and Setswana and she has got a shoulder length wig.  She had a butcher knive with her.  She also travelled in the white v/w golf.
