 A Joburg municipality employee has been suspended after he and several others allegedly pocketed about R10 million of council funds, the city said on Thursday.

The amount was taken out over a period of 12 months, said spokesman Gabu Tugwana in a statement.

Disciplinary proceedings would be instituted against the employee.

The scam implicated employees in the development planning and urban management department, and possibly a group of regular customers.

Tugwana said more suspensions were expected.

A forensic unit was busy securing evidence to assist the police with their investigations.

“The city has further asked investigators to verify indications that the scam may be a contributory factor to the delayed resolution to the billing woes of the city,” he said.

The municipality has changed its departmental processing systems due to the crime.

“Members of the public are urged to come forward to make statements to the commercial police branch, should they know anything about this scam,” said Tugwana.

Queen of Disco dies

Donna Summer has died at the age of 63.

The ‘Last Dance’ singer passed away on Thursday morning (May 17, 2012) in Florida after a battle with cancer.

According to gossip website TMZ, the Queen of Disco had attempted to keep the extent of her illness from fans and was recently trying to finish up her latest album.

Donna was a five-time Grammy Award winner and the first artist to have three consecutive double albums reach number one on the US Billboard chart.

She also charted four number-one singles in the United States within a thirteen-month period.

Donna, who was born LaDonna Adrian Gaines in 1948, married actor Helmuth Sommer in 1973 before giving birth to the couple’s daughter Mimi later that year.

Although the marriage crumbled in 1975, she kept an altered version of her ex’s surname to use as her stage name. She married Brooklyn Dreams musician Bruce Sudano in 1980 and the couple went on to have two daughters, Brooklyn, born in 1981 and Amanda the following year.

In 1994, the family moved from Los Angeles to Nashville where Donna took time out from showbusiness to focus on painting but had recently returned to the recording studio. – Bang Showbiz

Convicted rapist Stephen “Foxy” Isaacs has no witnesses to back his claims he did not rape a nine-year-old girl before leaving her for dead, prosecutors argued on Wednesday.

The State also slammed the accused’s complete denial of the savage assault as the rape trial entered its final stages.

But Isaacs’ lawyers hit back saying there is no “proof” he is responsible for the vicious attack that forever changed an innocent young girl’s life.

The showdown played out in the Western Cape High Court on Wednesday as closing arguments in the trial got underway.

Prosecutor Jacomina Swart told the court that the child had proved to be a reliable witness who was able to identify the man who attacked her and left her for dead.

Swart told trial Judge Lee Bozalek that, despite the physical disability the girl was left with as a result of the attack, the child was able to give the court an accurate account of her ordeal.

“From the beginning, the child identified (Isaacs) as the man who attacked her,” she said.

“She knew the accused (Isaacs) well and she gave an accurate description of him when she testified.

“She was known to (Isaacs) and on his own admission, she saw him as a friend and someone she could trust.

 

“The description she gave of the clothes he was wearing on the night (she was attacked) matched the description given to the court by State Witness Gert Carstens.”

Swart told the court that the doctor’s report of the injuries the little girl suffered painted a horrific picture of an extremely violent assault.

The girl’s face was covered with scratches and bruises.

She was strangled with such force that she passed out and her brain was starved of oxygen for a prolonged period of time.

“She (the child) said she was burnt on her arm but if you look at the pictures of her injuries, it is clear that there are also cigarette burn wounds on her thigh,” Swart told the court.

She said this was done to make sure the child was dead.

“He knew that she would be able to identify him because she knew him,” said Swart.

“The reason he burnt her with the cigarette after he strangled her was to see if she was dead.”

Swart told Bozalek the fact that the accused went on the run the moment he heard that he had been implicated in the attack on the child, even though he was on parole, was proof of his guilt.

 

But Isaacs’ lawyer Paul Barnard has urged the court to dismiss this evidence, saying it amounted to nothing but a witchhunt.

He told Bozalek the State’s witnesses had not added any strength to the case against his client and did not prove that Isaacs was the man who attacked the child.

“The evidence of the 17-year-old and Carstens does not implicate him in these charges,” said Barnard.

But Bozalek dismissed this argument and told Barnard: “It doesn’t matter, it places him in the same place as the child on the day of the incident.”

Bozalek was also critical of Isaacs’ alibi that he had been drinking beers with people from the area on the day the young girl was attacked.

The judge slammed Isaacs’ description of his physical state on the October 2010 night as “pleasantly drunk”.

“He says he drank six cans of beers and then at least seven quarts of beers, then at least another three more beers and he called himself pleasantly drunk,” the judge said.

“Pleasantly intoxicated is two or three glasses of wine with lunch. It doesn’t matter over how long you have been drinking.”

 

These are the main points made by the State pointing to Isaacs’ guilt:

*He was seen with the girl on the day she was attacked;

* He was the only person the girl named as her rapist;

* Although he claimed to have an alibi, he did not call anyone to testify for him;

* He went on the run immediately after he found out she survived;

* He admitted lying to the police, the child’s family and his sister.

 

His lawyer argues the following:

* No DNA evidence to link him to the rape;

* He denies that he was with the child on the day of the attack;

* He claims the child is confused about who attacked her;

* He was framed because he has was on parole for a sex crime;

* He was out drinking on the day of the attack.

South Africa’s last apartheid president FW de Klerk has said his comments justifying ethnically homogenous states were misinterpreted, a week after his remarks sparked a public uproar.

De Klerk, who shared a Nobel Peace Prize with Nelson Mandela in 1993, told CNN in an interview that apartheid was “morally reprehensible” but defended the notion of black independent states as not “repugnant”.

“The remarks I made during my recent interview with Christiane Amanpour have been widely misunderstood and misinterpreted,” De Klerk said in a statement issued by his foundation late Wednesday.

“I have no residual belief in, or attachment to, separate development. Whatever the intentions may have been, I concluded many years ago that it had failed and that it had resulted in manifest injustice”.

The system of “separate development” created 10 ethnic homelands where blacks had citizen rights.

Plagued with corruption and never economically independent from apartheid South Africa, the ethnic homelands created by Pretoria were not recognised internationally.

“During the 1980s I had come to accept that there was no possibility that separate development could lead to a just and acceptable solution to the problems of South Africa,” he said.

The former homeland areas still lag behind in economic development compared to the rest of the country.

As apartheid South Africa’s last president, De Klerk was instrumental in dismantling white rule and freeing Mandela, who became the country’s first black leader in 1994 elections. – AFP


Vodacom Deal Worth One Billion Rand!

Orlando Pirates chairman Irvin Khoza has admitted that the total sponsorship agreement with his club, Kaizer Chiefs and Vodacom, which was today extended for five years, is around R1 billion.

While Khoza was reluctant to disclose exact figures, he did confirm that the sponsorship amount cleared the billion rand mark!
 
The chairman added that the two teams are grateful for Vodacom’s continued backing in these tough financial times.
 
“I can’t say how much is the real figure because things change and figures change. This sponsorship is plus/minus R1 billion. 
“We are happy that the game is growing and that what we have built in years will be strengthened in the next five years. We have to work hand in hand with all the stakeholders in the game. 
 
“To vodacom, I would say thank you for believing in us and we promise to continue doing the best in football in the country,” Khoza concluded.

An urgent investigation is needed into an allegation that the police’s Crime Intelligence (CI) division paid journalists to write a report discrediting other officers, the National Press Club said on Thursday.

The allegation emerged in an official document compiled by Colonel Kobus Roelofse of the SAPS anti-corruption task team and lodged in court papers by Freedom Under Law (FUL) on Tuesday.

FUL, represented by former World Bank director Dr Mamphela Ramphele, asked the High Court in Johannesburg to interdict former crime intelligence head Lieutenant General Richard Mdluli from performing any policing duties.

It also wants the decision to withdraw murder and fraud charges against him to be reviewed.

National Press Club chairman Yusuf Abramjee said allegations that journalists were paid was “very worrying” and “very serious”.

“Authorities need to get to the bottom of them as a matter of urgency. We need to get the facts and if there were any payments made, as alleged, criminal charges should follow.

“We also call on media houses suspected of being involved to launch their own investigations,” said Abramjee.

The Roelofse report said the investigating team was informed of the article in October last year by a witness. The witness told investigators he overheard Major General Solly Lazarus, CI finance head, say a newspaper article was to be written by journalists paid by CI.

The article would “take the focus away from them” and cast suspicion on those they perceived to be a threat.

It continues: “This newspaper article was published in the Sunday Times on 23 October 2011.”

Mdluli made representations to the National Prosecuting Authority earlier that month and used the article to cast suspicion on Hawks boss Lieutenant General Anwa Dramat and the investigating team.

 On Wednesday, 16 May 2012, the Mayor of Matlosana, Mr Kagiso Khauwe together with the community of Klerksdorp, Orkney, Stilfontein and Hartebeesfontein (KOSH) handed over the Memorandum to Khuma Police Station.

In the memorandum the community complained about their dissatisfaction at the manner in which the lives of women and children are threatened by gansterism in the area. In the memorandum the community demanded the following:

 

  • ·         The South African Police Service deal decisively with gangsters and criminals
  • ·         Visibility of police in all surrounding areas such as schools, taverns.
  • ·         Campaign and awareness-  police to visit schools during assemblies to discourage gangs
  • ·         Close all illegal taverns in the township
  • ·         Revive more participation on community policing forum

 

According to the Mayor, poor women and children of the KOSH areas continued to be abused and subjected to humiliation which continues to degrade their lives. The Mayor expressed their anger and dissatisfaction at the manner in which gansterism threatened  the lives of their loved ones in which rapes and killings are the order of the day.

 

In receiving the memorandum, Khuma Station Commander Colonel Patricia Selehelo ensured the communities that they will ensure that their demands will be met within seven days. She also expressed their concern about crime in the area.

 

The stern warning is being from the North West Provincial Commissioner, Lt Gen Mbombo is that all elements of gansterism ranging from gang fight, rape, murder and drugs will be rooted out of Khuma township. Parents and community members are urged to cooperate with the police and they are also urged to monitor their own children and make sure that they do not get involved in any form of gansterism

Bus passenger tells of horror crash


Bloemfontein – A bus passenger saw how a fellow passenger’s leg was ripped off and how another lost a hand when an SA Roadlink bus overturned outside Bloemfontein on Wednesday morning.

Volksblad
 reported that five people died and 25 people were injured, four of them seriously.

The passenger who saw the horrific injuries was taken to hospital along with other injured passengers.

The bus was heading from Cape Town to Johannesburg when it left the road and overturned, possibly because the bus driver had fallen asleep behind the wheel. 

He was one of the seriously injured.

A hospital spokesperson said people were badly traumatised.

An SA Roadlink spokesperson said the bus was less than a week old and had two bus drivers on board. 

Sapa reported on Wednesday that the Road Traffic Management Corporation has launched an investigation into the accident, and that Road Accident Fund officials were helping the families. 

Transport Minister Sibusiso Ndebele conveyed his condolences to the families of those killed.
